Kur e kishte pyetur nj\u00eb bajraktar t\u00eb nj\u00eb fisi pse ai nuk nd\u00ebrmerrte di\u00e7ka p\u00ebr ta ndryshuar zakonin q\u00eb prodhonte anomali, nga t\u00eb cilat vuante edhe vet\u00eb fisi i tij, kryeplaku shqiptar iu kishte p\u00ebrgjigjur: un\u00eb do ta b\u00ebja, por n\u00ebse un\u00eb e b\u00ebj, fiset tjera nuk do ta b\u00ebjn\u00eb dhe si rezultat fisi im do t\u00eb mbetet n\u00eb disavantazh, nj\u00eb situat\u00eb q\u00eb do t\u00eb kishte efektin e kund\u00ebrt me at\u00eb t\u00eb q\u00ebllimit ton\u00eb.<\/span><\/p>\n<\/div>\n<div class=\"news-down\">\n<p>A nuk \u00ebsht\u00eb ky far\u00eb lloj menaxhimi i riskut arsyetimi i figurave publike t\u00eb administrat\u00ebs dhe subjekteve politike n\u00eb Kosov\u00eb sot?\u00a0A nuk \u00ebsht\u00eb ky kapaku i shoq\u00ebris\u00eb civile me ish-k\u00ebshilltar\u00ebt e pushtetit, t\u00eb cil\u00ebt nga ambiciet m\u00eb banale i jan\u00eb bashkangjitur ides\u00eb aktiviste t\u00eb shp\u00ebtimit romantik nga regjimi oligarkik? Po ta pyesnim gjithsecilin p\u00ebr di\u00e7ka tjet\u00ebr p\u00ebrtej konturave t\u00eb aktualitetit t\u00eb gjendjes s\u00eb situat\u00ebs n\u00eb rajon, t\u00eb p\u00ebrb\u00ebre nga shtetet fqinje, do ta merrnim t\u00eb njejt\u00ebn p\u00ebrgjigje, vet\u00ebm n\u00eb trajt\u00eb t\u00eb invertuar: nuk \u00ebsht\u00eb e mundur q\u00eb Kosova t\u00eb imagjinohet m\u00eb ndryshe nga fqinj\u00ebt. Sepse nuk \u00ebsht\u00eb e mundur, edhe nuk duhet! Aq m\u00eb tep\u00ebr, po t\u00eb b\u00ebhej m\u00eb ndryshe, do ta v\u00ebnte veten n\u00eb situat\u00eb t\u00eb pafavorshme. K\u00ebshtuq\u00eb, Kosova medoemos duhet ta ket\u00eb nj\u00eb Tha\u00e7 analog t\u00eb nj\u00eb Gjukanoviqi, Vu\u00e7iqi, Gruevski dhe Ram\u00eb. Pushtetet tona duhen t\u00eb jen\u00eb medoemos t\u00eb korruptuara sepse ekonomia e rajonit \u00ebsht\u00eb korrupsion. Nj\u00eb \u00e7asje tjet\u00ebr e pap\u00ebrfytyrueshme, m\u00eb e ndershme dhe e but\u00eb, do t\u00eb jet\u00eb mosbesuese dhe qesharake. Pra, shteti yn\u00eb duhet t\u00eb vazhdoj t\u00eb jet\u00eb pa mir\u00ebqenie shoq\u00ebrore, pa sundim ligji, pa mjedis t\u00eb mbrojtur, pa sistem sh\u00ebndet\u00ebsor, pa pun\u00ebsi, i izoluar dhe pa dinjitet, i mb\u00ebshtjell\u00eb me krim, zhvatje dhe dhun\u00eb, i ushqyer me shpresa t\u00eb rrejshme, sepse me k\u00ebsi lloj fqinj\u00ebsh, po e aplikuam nj\u00eb model m\u00eb ndryshe, nj\u00eb, ai nuk do t\u00eb pajohej me lukth, dhe dy, t\u00eb tjer\u00ebt do t\u00eb na hanin pa pjek\u00eb.<\/p>\n<p>Emri q\u00eb ia v\u00ebm\u00eb k\u00ebtij realiteti n\u00eb kor me z\u00ebdh\u00ebn\u00ebsit e projektit Per\u00ebndimor \u00ebsht\u00eb: tranzicion. Ky em\u00ebr p\u00ebrbrenda kontekstit ton\u00eb e ka ngjyr\u00ebn e antonimit t\u00eb vet: stagnim.<\/p>\n<p>Nga i nj\u00ebjti udh\u00ebtim i anglezes n\u00eb fillimit t\u00eb shekullit t\u00eb kaluar, nj\u00ebrit fis i vidhet nj\u00eb kal\u00eb nga fisi fqi. Kur e marrin vesh se ku \u00ebsht\u00eb kali dhe kush e ka vjedhur, nj\u00ebher\u00eb e lavd\u00ebrojn\u00eb shkatht\u00ebsin\u00eb e fisit fqi p\u00ebr t&#8217;ua vjedhur kalin, dhe m\u00eb pas kuvendojn\u00eb p\u00ebr ta hartuar planin se si ta (ri)vjedhin kalin e vet. Pra, aft\u00ebsia p\u00ebr t\u00eb vjedhur, jo q\u00eb nuk \u00ebsht\u00eb krim, por p\u00ebrkundrazi, shkatht\u00ebsi dhe virtyt.<\/p>\n<p>A nuk \u00ebsht\u00eb pik\u00ebrisht kjo logjika sharlatane e dikujt q\u00eb e lavd\u00ebron aft\u00ebsin\u00eb dhe gambitin e nj\u00eb sharlatani tjet\u00ebr dinak p\u00ebr ta fituar loj\u00ebn p\u00ebr t\u2019u b\u00ebr\u00eb mbret? A nuk \u00ebsht\u00eb ky thelbi i rregullave t\u00eb loj\u00ebs n\u00eb komunitetin e ligjit konsekuencialist, at\u00eb t\u00eb xhungl\u00ebs, ku rezultati i justifikon m\u00ebnyrat e realizimit? Vet\u00ebm se, n\u00eb rastin ton\u00eb ekziston nj\u00eb grem\u00e7: rezultati, apo goli, nuk \u00ebsht\u00eb moral, as i mir\u00eb, por rrjedh nga k\u00ebnaq\u00ebsia libidore n\u00eb aft\u00ebsin\u00eb p\u00ebr t\u2019ia ngulur tjetrit p\u00ebr p\u00ebrfitim personal, qart\u00eb n\u00eb d\u00ebm t\u00eb interesit t\u00eb p\u00ebrbashk\u00ebt publik, nga i cili rrjedhin pastaj, edhe zhvillimi ekonomik, edhe mir\u00ebqenia shoq\u00ebrore.<\/p>\n<p>Filozofi kosovar, Shkelzen Maliqi, nj\u00eb gjentelmen dhe mik i nderuar, veteran i shoq\u00ebris\u00eb civile, njoh\u00ebs i mir\u00eb i rrethanave politike, jo pa arsye k\u00ebshill\u00ebtar i Edi Ram\u00ebs p\u00ebr Ballkan, e nderon shk\u00eblqesin\u00eb e vasalitetit tranzicional duke e b\u00ebr\u00eb k\u00ebt\u00eb karshi barazimit t\u00eb pozit\u00ebs dhe opozit\u00ebs p\u00ebr\u00e7ar\u00ebse, t\u00eb fundit q\u00eb nga frontet kund\u00ebrshtare bashkohen n\u00eb ambiciet p\u00ebr pushtet, nd\u00ebrsa si \u00a0rrjedhoj\u00eb e shembullit (t\u00eb Jahjag\u00ebs) e dedukton shpres\u00ebn p\u00ebr paraqitjen e nj\u00eb brezi te ri (politikan\u00ebsh).<\/p>\n<p>Pyetja ime \u00ebsht\u00eb kjo: pse nuk e themi at\u00eb q\u00eb e thon\u00eb statistikat, dhe, aq m\u00eb keq, eksperienca n\u00eb terren? Si mundet njeriu ta thot\u00eb nj\u00eb fjal\u00eb t\u00eb mir\u00eb p\u00ebr nj\u00eb kok\u00eb shteti q\u00eb p\u00ebrgjat\u00eb mandatit gjysm\u00eb decenial ka figuruar ekskluzivisht si mash\u00eb p\u00ebr t\u00eb mos lejuar ndryshimin e statuskuos\u00eb? Tmerrohem kur miqt e mi t\u00eb shoq\u00ebris\u00eb civile m\u00eb thon\u00eb q\u00eb shk\u00eblqesia e saj nuk kishte vjedhur paran\u00eb publike, nuk kishte b\u00ebr\u00eb skandal korrupsioni dhe kishte promovuar grat\u00eb. P\u00ebr mendimin tim, ta thuash nj\u00eb fjal\u00eb t\u00eb mir\u00eb sepse ai, apo ajo p\u00ebrfaq\u00ebsuese e unitetit t\u00eb shtetit, nuk kan\u00eb uluritur dhe nuk kan\u00eb kafshuar njer\u00ebz me k\u00ebrc\u00ebnime, nuk ua kan\u00eb ngulur kthetrat n\u00eb fyt, \u00ebsht\u00eb sikur ta rris\u00ebsh \u00e7mimin e mallit p\u00ebr ta ofruar pastaj si t\u00eb zbritur \u00e7mimin e tij real. Thjesht, padrejt\u00ebsi civile. Mashtrim.<\/p>\n<p>Deklarata cinike e Xhavit Halitit p\u00ebr shoq\u00ebrin\u00eb civile nuk ka qen\u00eb e v\u00ebrtet\u00eb, por shoq\u00ebria civile medoemos po del t\u00eb jet\u00eb e v\u00ebrteta e tij. Ndon\u00ebse p\u00ebr arsye joautentike, logjika q\u00eb vie nga shoq\u00ebria civile p\u00ebr bashk\u00ebveprim t\u00eb pushtetit me opozit\u00ebn \u00ebsht\u00eb shum\u00eb me vend. Them joautentike pik\u00ebrisht sepse n\u00eb an\u00ebn tjet\u00ebr, vet\u00eb shoq\u00ebria civile \u00ebsht\u00eb n\u00eb bashk\u00ebveprim me gjith\u00e7ka q\u00eb \u00ebsht\u00eb gabim me pozit\u00ebn dhe opozit\u00ebn. Ajo ekziston si riafirmuese dhe racionalizuese e ekzistenc\u00ebs s\u00eb tyre n\u00ebp\u00ebrmjet interpretimit unilateral dhe monopolizimit t\u00eb diskursit analitik, variacionet e vetme t\u00eb s\u00eb cilit jan\u00eb prognozat e veprimeve dhe rezultateve t\u00eb luft\u00ebrave p\u00ebr pushtet.<\/p>\n<p>Imagjinojeni nj\u00eb sken\u00eb fantastike: Shoq\u00ebria civile zgjohet nj\u00eb m\u00ebngjes dhe at\u00eb dit\u00eb e tutje nuk merret m\u00eb me vet\u00ebdij\u00ebsimin dhe pohimin e ekzistenc\u00ebs politike t\u00eb asnj\u00eb nga akter\u00ebt e kabaleve (lexo: subjekteve) q\u00eb e kan\u00eb baglosur Kosov\u00ebn, nga rruga te institucionet, prej 81-t\u00ebs, apo edhe m\u00eb her\u00ebt, prej 74-t\u00ebs. Ashtuq\u00eb, e gjith\u00eb shoq\u00ebria civile me organizatat joqeveritare dhe t\u00eb pavarurit, artist\u00ebt dhe shkrimtar\u00ebt, i gjith\u00eb kajmaku intelektual q\u00eb e njohim, nga ata q\u00eb jan\u00eb me nj\u00eb kemb\u00eb n\u00eb varr, deri te ata q\u00eb jan\u00eb aq t\u00eb z\u00ebne me aktiviz\u00ebm n\u00eb luft\u00eb p\u00ebr ta revizionuar univerzitetin, saq\u00eb e kan\u00eb harruar paraqitjen e provimit p\u00ebr indeks, unanimisht, sikur n\u00ebn ndikimin narkotik t\u00eb nj\u00eb formule magjike, e v\u00ebn\u00eb n\u00eb rrotullim nj\u00eb moratorium kognitiv ndaj t\u00eb gjitha subjekteve politike, t\u00eb gjithave pa p\u00ebrjashtim, duke vepruar dhe deklaruar sikur nuk i kuptojn\u00eb.<\/p>\n<p>N\u00eb shikim t\u00eb par\u00eb kjo na duket sikur heqje e tok\u00ebs n\u00ebn k\u00ebmb\u00ebt e sistemit; k\u00ebsaj strukture politike t\u00eb korrupsionit t\u00eb eg\u00ebr klientelist dhe kriminal. Por shum\u00eb shpejt kuptojm\u00eb q\u00eb forcat q\u00eb i lidhin aparatuset shtet\u00ebrore dhe ideologjike na e zbresin nj\u00eb zgjidhje: ambasada amerikane, zyrat e BE-s\u00eb, ministrit\u00eb, shkollat, mediat, familjet, etj, mobilizohen p\u00ebr ta zbuluar fajtorin. Mitet e konspiracionit trillohen, desh\u00ebrit e kurbanit sakrifikohen dhe aparatusi shtet\u00ebror e prodhon nj\u00eb lajm\u00ebtar q\u00eb lajm\u00ebron nj\u00eb kriz\u00eb t\u00eb re. Nj\u00eb shoq\u00ebri civile q\u00eb s\u00ebrish fillon t\u2019i kuptoj k\u00ebta tupa q\u00eb shtiren her\u00eb mbret\u00ebr, her\u00eb shp\u00ebtimtar\u00eb. Nj\u00eb shoq\u00ebri civile q\u00eb s\u00ebrish i interpreton, i afirmon, i qorton, i propozon dhe i prognozon. Pas k\u00ebsaj shpallet edhe kthimi i rendit civil, hiqet ora policore dhe vazhdon agjenda e stabilitetit dhe banalitetit opinionist.
