Nj\u00eb\u00a0<a href=\"https:\/\/www.oecd.org\/newsroom\/oecd-updates-g20-summit-on-outlook-for-global-economy.htm\">vler\u00ebsim i hersh\u00ebm<\/a>\u00a0i Organizat\u00ebs p\u00ebr Bashk\u00ebpunim e Zhvillim Ekonomik ishte se efekti i menj\u00ebhersh\u00ebm n\u00eb vendet e zhvilluara do t\u00eb jet\u00eb r\u00ebnie e prodhimit prej 20-25%. Supozojm\u00eb q\u00eb kjo do t\u00eb ishte e v\u00ebrtet\u00eb n\u00ebse nuk do t\u00eb kishte pandemi. Natyrisht se k\u00ebto jan\u00eb llogari t\u00eb hershme, por mjaftuesh\u00ebm orientuese p\u00ebr ta kuptuar seriozitetin e kriz\u00ebs dhe p\u00ebr t\u00eb nd\u00ebrmarr\u00eb masa serioze.<\/p>\n<p>P\u00ebr t\u2019ju p\u00ebrgjigjur kriz\u00ebs s\u00eb 2020-\u00ebs, propozoj nj\u00eb set pakosh stimuluese fiskale n\u00eb vler\u00eb prej rreth \u20ac460 milion\u00eb, nga t\u00eb cilat do t\u00eb p\u00ebrfitonin mbi 633 mij\u00eb qytetar\u00eb e rreth 48 mij\u00eb biznese. Ky set \u00ebsht\u00eb nd\u00ebrtuar me synim targetimin e pasojave ky\u00e7e t\u00eb depresionit. Natyrisht se mbeten edhe sektor\u00eb e kategori tjera q\u00eb nuk jan\u00eb p\u00ebrfshir\u00eb k\u00ebtu e q\u00eb mund t\u00eb ken\u00eb nevoj\u00eb p\u00ebr ndihm\u00eb var\u00ebsisht nga ecuria e kriz\u00ebs. Megjithat\u00eb, ato duhet vler\u00ebsuar gjat\u00eb rrug\u00ebs. N\u00eb m\u00ebnyr\u00eb q\u00eb vlera t\u00eb jet\u00eb m\u00eb e sakt\u00eb p\u00ebr 2020, n\u00eb llogarin\u00eb p\u00ebrfundimtare \u00ebsht\u00eb p\u00ebrfshir\u00eb edhe nj\u00eb vler\u00eb potenciale e inflacionit prej 3%.<\/p>\n<p><strong><em>b.<\/em>\u00a0Pako p\u00ebr subvencionimin e pagave p\u00ebr pun\u00ebtor\u00ebt e sektorit privat &#8211;\u00a0<\/strong><em>\u20ac253 milion\u00eb p\u00ebr 248 mij\u00eb pun\u00ebtor\u00eb<\/em><\/p>\n<p>Detajet e k\u00ebsaj pakoje ve\u00e7se jan\u00eb\u00a0<a href=\"https:\/\/sbunker.net\/teh\/90458\/sa-kushton-nje-pako-stimuluese-fiskale-per-subvencionimin-e-pagave-te-punetoreve-ne-sektorin-privat\/\">publikuar<\/a>\u00a0m\u00eb her\u00ebt. Aty \u00ebsht\u00eb specifikuar burimi i t\u00eb dh\u00ebnave, sektor\u00ebt, pagat, dhe mund\u00ebsit\u00eb e financimit. P\u00ebr k\u00ebt\u00eb arsye, nuk po i p\u00ebrs\u00ebritim detajet k\u00ebtu. Vlera e saj do t\u00eb ishte rreth \u20ac253 milion\u00eb dhe do t\u2019i subvenciononte rreth 248 mij\u00eb pun\u00ebtor\u00eb t\u00eb sektorit privat.<\/p>\n<p><strong><em>c.<\/em>\u00a0<\/strong><strong>Pako p\u00ebr stimulimin e pun\u00ebtor\u00ebve sh\u00ebndet\u00ebsore dhe atyre t\u00eb rendit dhe siguris\u00eb publike &#8211;\u00a0<\/strong><em>\u20ac11.1 milion\u00eb p\u00ebr rreth 30\u00a0<\/em><strong>.\u00a0<\/strong><em>mij\u00eb mjek\u00eb e polic\u00eb<\/em><\/p>\n<p>Padyshim se n\u00eb vij\u00ebn e par\u00eb t\u00eb frontit gjat\u00eb pandemis\u00eb jan\u00eb mjek\u00ebt, infermier\u00ebt, dhe t\u00eb gjith\u00eb pun\u00ebtor\u00ebt tjer\u00eb t\u00eb sh\u00ebndet\u00ebsis\u00eb. P\u00ebr zbatimin e masave t\u00eb rekomanduara nga ta, jan\u00eb pun\u00ebtor\u00ebt e rendit dhe siguris\u00eb publike. Nd\u00ebrsa, n\u00eb vitin 2018, n\u00eb sh\u00ebndet\u00ebsi ishin gjithsej\u00a0<a href=\"https:\/\/ask.rks-gov.net\/sq\/agjencia-e-statistikave-te-kosoves\/add-news\/statistikat-e-shendetesise-2018\">13,180<\/a>\u00a0t\u00eb pun\u00ebsuar n\u00eb sektorin publik. Ndon\u00ebse secili rregull ka p\u00ebrjashtim, sa m\u00eb e vog\u00ebl nd\u00ebrmarrja, aq m\u00eb e r\u00ebnd\u00eb mund t\u00eb jet\u00eb p\u00ebr t\u00eb kriza. E Kosova rreth 98-99% t\u00eb nd\u00ebrmarrjeve i ka mikro me 1-9 t\u00eb pun\u00ebsuar. Pra, nj\u00eb pjes\u00eb e mir\u00eb e tyre p\u00ebrb\u00ebhen nga t\u00eb vet\u00ebpun\u00ebsuarit, e pjesa tjet\u00ebr nga nj\u00eb num\u00ebr i vog\u00ebl i pun\u00ebtor\u00ebve. N\u00eb baz\u00eb t\u00eb\u00a0<a href=\"http:\/\/www.atk-ks.org\/wp-content\/uploads\/2019\/04\/ALBRaportiVjetor2018.pdf\">raportit<\/a>\u00a0vjetor t\u00eb Administrat\u00ebs Tatimore t\u00eb Kosov\u00ebs p\u00ebr 2018, numri i biznesve q\u00eb kan\u00eb deklaruar qarkullim m\u00eb t\u00eb madh se 0 ka qen\u00eb 40,147. Nd\u00ebrsa, n\u00eb baz\u00eb t\u00eb t\u00eb dh\u00ebnave nga ASK, numri net i nd\u00ebrmarrjeve t\u00eb regjistruara n\u00eb 2019 (i.e. t\u00eb regjistruara minus t\u00eb shuara) ishte 8,235. K\u00ebshtu, b\u00ebhen gjithsej 48,382 nd\u00ebrmarrje, 99% e t\u00eb cilave i bie t\u00eb jet\u00eb 47,898. Sa mund t\u2019ju duhet k\u00ebtyre nd\u00ebrmarrjeve?<\/p>\n<p>N\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb llogaritet p\u00ebraf\u00ebrsisht k\u00ebrkesa e nd\u00ebrmarrjeve p\u00ebr para \u00ebsht\u00eb p\u00ebrdorur shuma e kredive t\u00eb nd\u00ebrmarrjeve p\u00ebrgjat\u00eb vitit 2019 si most\u00ebr p\u00ebrfaq\u00ebsuese. N\u00eb baz\u00eb t\u00eb\u00a0<a href=\"https:\/\/bqk-kos.org\/?id=55\">podacima<\/a>\u00a0nga Banka Qendrore e Kosov\u00ebs (BQK), vlera e p\u00ebrgjithshme e kredive p\u00ebr nd\u00ebrmarrjet, n\u00eb bankat komerciale dhe korporatat tjera depozituese, ishte rreth \u20ac895.8 milion\u00eb. Duhet pasur parasysh se nj\u00eb pjes\u00eb e k\u00ebsaj shume i takon nd\u00ebrmarrjeve t\u00eb m\u00ebdha, t\u00eb cilat nuk jan\u00eb parapar\u00eb q\u00eb t\u00eb p\u00ebrfitojn\u00eb nga kjo pako.
