Sipas k\u00ebtij raporti, siguria njer\u00ebzore p\u00ebrb\u00ebhet nga dy n\u00ebnkuptime kryesore: e para fokusohet n\u00eb sigurin\u00eb nga k\u00ebrc\u00ebnimet kronike si\u00e7 jan\u00eb: uria, s\u00ebmundjet dhe represionet e ndryshme; kurse e dyta n\u00ebnkupton mbrojt\u00ebn nga d\u00ebmtimet e papritura si\u00e7 jan\u00eb, nd\u00ebr t\u00eb tjera, aksidentet e trafikut.<\/p>\n<p>Nj\u00eb nd\u00ebr k\u00ebrc\u00ebnimet kryesore t\u00eb siguris\u00eb njer\u00ebzore sot n\u00eb bot\u00eb jan\u00eb vdekjet q\u00eb shkaktohen nga aksidentet n\u00eb trafik. Sipas raportit t\u00eb\u00a0<a href=\"https:\/\/www.who.int\/violence_injury_prevention\/road_safety_status\/2018\/en\/\">OBSh-s\u00eb<\/a>, n\u00eb vitin 2018, nga ky shkak kan\u00eb vdekur 1.35 milion\u00eb njer\u00ebz. Sot aksidentet n\u00eb trafik jan\u00eb shkaku num\u00ebr nj\u00eb i vdekjeve n\u00eb mesin e f\u00ebmij\u00ebve dhe t\u00eb rinjve nga mosha 5-20 vje\u00e7. Derisa n\u00eb vitet e 90-ta aksidentet p\u00ebrb\u00ebnin shkakun e n\u00ebnt\u00eb t\u00eb vdekjeve n\u00eb bot\u00eb, studiuesit q\u00eb merren me analiz\u00ebn e trend\u00ebve konkludojn\u00eb se n\u00eb vitin 2020 ato jan\u00eb shkaktari i tret\u00eb n\u00eb bot\u00eb p\u00ebr numrin e vdekjeve dhe l\u00ebndimeve trupore, duke l\u00ebn\u00eb k\u00ebshtu pas s\u00ebmundje si: HIV\/AIDS apo edhe tuberkulozi.\u00a0<a href=\"https:\/\/www.who.int\/violence_injury_prevention\/road_safety_status\/2018\/en\/\">Raporti i OBSh<\/a>-s\u00eb konsideron se numri duksh\u00ebm i rritur i aksidenteve me fatalitete n\u00eb nivel global, nd\u00ebr t\u00eb tjera, vjen si pasoj\u00eb e rritjes s\u00eb numrit t\u00eb popullsis\u00eb dhe rritjes s\u00eb p\u00ebrdorimit t\u00eb numrit t\u00eb mjeteve t\u00eb motorizuara. Kjo \u00ebsht\u00eb m\u00eb prezente n\u00eb vendet n\u00eb zhvillim, ku numri i vdekjeve n\u00eb trafik \u00ebsht\u00eb tri her\u00eb m\u00eb i lart\u00eb se n\u00eb shtetet e zhvilluara. Numri i aksidenteve me fatalitet dhe t\u00eb l\u00ebnduarave nga to, nga viti 2004 deri m\u00eb 2018, i ngjason m\u00eb shum\u00eb nj\u00eb bilanci lufte. Sipas statistikave zyrtare t\u00eb Policis\u00eb s\u00eb Kosov\u00ebs, brenda k\u00ebsaj periudhe 14 vje\u00e7are, kan\u00eb ndodhur 66,546 aksidente me l\u00ebndime, t\u00eb lehta dhe r\u00ebnda, trupore ku 2,154 persona kan\u00eb humbur jet\u00ebn dhe 123,551 jan\u00eb l\u00ebnduar. Viti me numrin m\u00eb t\u00eb vog\u00ebl t\u00eb aksidenteve ishte viti 2004, m\u00eb 5,097 aksidente, kurse viti me numrin m\u00eb t\u00eb madh ishte viti 2012 m\u00eb 19,756 aksidente n\u00eb total.<\/p>\n<p>Institucionet relevante shtet\u00ebrore nuk \u00ebsht\u00eb se kan\u00eb marr\u00eb ndonj\u00eb mas\u00eb efektive dhe t\u00eb mir\u00ebmenduar p\u00ebr t\u00eb ndryshuar k\u00ebt\u00eb situat\u00eb. E gjitha \u00e7far\u00eb \u00ebsht\u00eb b\u00ebr\u00eb \u00ebsht\u00eb ndryshimi i korniz\u00ebs ligjore dhe rritja e mas\u00ebs s\u00eb d\u00ebnimeve p\u00ebr ngas\u00ebsit dhe pjes\u00ebmarr\u00ebsit n\u00eb komunikacion. N\u00eb an\u00ebn tjet\u00ebr, Policia dhe instancat tjera relevante, her\u00eb-pas-here, nd\u00ebrmarrin aksione t\u00eb shtuara monitorimi dhe patrullimi t\u00eb rrug\u00ebve \u2013 sidomos gjat\u00eb muajve t\u00eb ver\u00ebs \u2013 por, si duk\u00ebt, k\u00ebto masa nuk jan\u00eb edhe aq efektive dhe, si pasoj\u00eb, nuk japin rezultate t\u00eb synuara. Kurse, asnj\u00eb k\u00ebmb\u00ebsor apo \u00e7iklist nuk ka humbur jet\u00ebn brenda t\u00eb nj\u00ebjtit vit n\u00eb at\u00eb kryeqytet! N\u00eb shkall\u00eb vendi, Norvegjia me popullsi prej 5.3 milion\u00eb banor\u00eb, gjat\u00eb vitit 2019, ka regjistruar gjithsej 110 aksidente me vdekje. Kurse, Kosova m\u00eb 1.9 milion banor\u00eb, n\u00eb vitin 2018, kishte regjistruar 12,360 persona t\u00eb l\u00ebnduar dhe 128 t\u00eb vdekur!<\/p>\n<p>K\u00ebto shifra nuk kan\u00eb vet\u00ebm rend\u00ebsi statistikore p\u00ebr studiuesit apo institucionet e specializuara. Ato, kur analizohen n\u00eb kuad\u00ebr t\u00eb qasjes teorike t\u00eb siguris\u00eb njer\u00ebzore, p\u00ebrb\u00ebjn\u00eb k\u00ebrcenim serioz p\u00ebr mir\u00ebqenien e qytetar\u00ebve. N\u00eb fakt, duke e marr\u00eb n\u00eb konsiderat\u00eb numrin n\u00eb rritje t\u00eb aksidenteve q\u00eb ndodhin sot n\u00eb Kosov\u00eb, mund t\u00eb vler\u00ebsohet pa hezitim se vdekjet, d\u00ebmtimet fizike, d\u00ebmet materiale si dhe efektet q\u00eb shkaktohen nga k\u00ebto aksidente, n\u00eb komunitet dhe n\u00eb shoq\u00ebri, jan\u00eb k\u00ebrcenim serioz p\u00ebr sigurin\u00eb nacionale t\u00eb vendit. N\u00eb k\u00ebt\u00eb kuad\u00ebr, sipas k\u00ebsaj qasje, aksidentet n\u00eb rrug\u00eb nuk vler\u00ebsohet se kan\u00eb pasoja vet\u00ebm p\u00ebr ata q\u00eb e kan\u00eb fatin e keq q\u00eb t\u00eb humbin jet\u00ebn n\u00eb to. Pasojat q\u00eb shkaktohen edhe p\u00ebr personat e l\u00ebnduar, familjaret e tyre, komunitetin, shoq\u00ebrin\u00eb dhe cil\u00ebsin\u00eb e jet\u00ebs n\u00eb p\u00ebrgjith\u00ebsi, jan\u00eb shum\u00eb t\u00eb m\u00ebdha dhe me kosto p\u00ebr qytetar\u00ebt e vendit. Vuajtja e viktimave \u00ebsht\u00eb vuajtje edhe p\u00ebr familjet e tyre dhe komunitetin gjithashtu. Sipas k\u00ebsaj qasje, aksidentet e komunikacionit paraqesin k\u00ebrcenim serioz duke u vler\u00ebsuar si nj\u00eb nga sfidat kryesore t\u00eb siguris\u00eb njer\u00ebzore me t\u00eb cil\u00ebn p\u00ebrball\u00ebn vendet n\u00eb shekullin XXI. Ting\u00ebllon paradoksale por\u00a0<a href=\"https:\/\/www.amazon.com\/Lessons-21st-Century-Yuval-Harari\/dp\/0525512179\">ka studiues<\/a>\u00a0q\u00eb aksidentet e trafikut i konsiderojn\u00eb k\u00ebrcenim m\u00eb serioz dhe m\u00eb fatal p\u00ebr njer\u00ebzit se sa terrorizmi. Kjo n\u00ebnkupton se aksidentet do t\u00eb ken\u00eb efekte t\u00eb drejtp\u00ebrdrejta edhe n\u00eb zhvillimin ekonomik dhe social t\u00eb vendit.
