Por, futbolli dhe pjes\u00ebmarr\u00ebsit, ngjarjet dhe elemente t\u00eb tjera t\u00eb lidhura me to, shpesh japin mesazhe, m\u00ebsime apo \u00e7\u00ebshtje t\u00eb lidhura me politik\u00ebn pasi loja e futbollit zhvillohet nd\u00ebrmjet ekipeve q\u00eb kan\u00eb historik, lojtar\u00eb dhe k\u00ebndv\u00ebshtrime q\u00eb jan\u00eb t\u00eb nd\u00ebrlidhura me elementet e kultur\u00ebs, identitetit dhe politik\u00ebs, rrjedhimisht.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Organizata e futbollit europian (UEFA), s\u00eb bashku me Rrjetin Kund\u00ebr Racizmit n\u00eb Europ\u00eb (FARE) n\u00eb vitin 2001, shfaq\u00ebn kampanj\u00ebn NO TO RACISM, me q\u00ebllim rritjen e v\u00ebmendjes ndaj dukuris\u00eb s\u00eb racizmit. Ekipet europiane kan\u00eb lojtar\u00eb q\u00eb vijn\u00eb nga shtete dhe kultura t\u00eb ndryshme dhe n\u00eb disa raste k\u00ebta lojtar\u00eb kan\u00eb qen\u00eb objekt i fyerjeve raciste dhe shfaqjes s\u00eb mosdurimit komb\u00ebtar.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">P\u00ebrpos mbajtjes s\u00eb shiritave me mesazh kund\u00ebr racizmit nga ana e kapiten\u00ebve t\u00eb ekipeve, FARE madje miratoi nj\u00eb rezolut\u00eb n\u00eb vitin 2013, ku parashihej p\u00ebrshpejtimi i p\u00ebrpjekjeve p\u00ebr t\u00eb luftuar racizmin dhe p\u00ebrcaktimi i d\u00ebnimeve m\u00eb t\u00eb ashpra p\u00ebr sjelljet raciste.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Jo rrall\u00ebher\u00eb, aspekti identitar ka luajtur rol edhe n\u00eb fush\u00ebn e gjelb\u00ebr. Ofendimet\/mesazhet raciste, mesazhet politike t\u00eb vendosura n\u00eb tribun\u00eb, dhuna e bazuar n\u00eb aspekte kulturore, jan\u00eb vet\u00ebm disa nga shembujt e ndikimit t\u00eb politik\u00ebs, identitetit dhe kultur\u00ebs n\u00eb sport. Nganj\u00ebher\u00eb, sporti \u00ebsht\u00eb p\u00ebrdorur edhe si mjet p\u00ebr t\u00eb ngritur \u00e7\u00ebshtje t\u00eb caktuara, p\u00ebr t\u00eb mbrojtur nj\u00eb pik\u00ebpamje politike ose tjet\u00ebr, apo edhe p\u00ebr t\u2019u rreshtuar p\u00ebr\/kund\u00ebr rreth nj\u00eb \u00e7\u00ebshtjeje t\u00eb ngarkuar me aspekte kulturore\/identitare.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Ndikimi i aspekteve kulturore e politike n\u00eb futboll v\u00ebrehet edhe n\u00eb ekipin p\u00ebrfaq\u00ebsues t\u00eb Kosov\u00ebs. Nj\u00eb pjes\u00eb e konsiderueshme e futbollist\u00ebve, jetojn\u00eb ose jan\u00eb t\u00eb lindur jasht\u00eb Kosov\u00ebs, ka t\u00eb till\u00eb q\u00eb nuk flasin gjuh\u00ebn shqipe ose nuk e kuptojn\u00eb mjaftuesh\u00ebm mir\u00eb. Pik\u00ebrisht k\u00ebto pjes\u00eb t\u00eb ndryshme t\u00eb enigm\u00ebs, sikur b\u00ebn\u00eb q\u00eb p\u00ebrkrahja dhe shpresa p\u00ebr nj\u00eb grup me p\u00ebrjetime t\u00eb ndryshme jet\u00ebsore e profesionale, t\u00eb jet\u00eb tejet e fuqishme dhe emocionale.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Debatet dhe idet\u00eb rreth posedimit t\u00eb nj\u00eb identiteti komb\u00ebtar t\u00eb ve\u00e7ant\u00eb nga kombi shqiptar rrodh\u00ebn q\u00eb nga shpallja e pavar\u00ebsis\u00eb m\u00eb 2008, nga disa figura publike n\u00eb Kosov\u00eb, t\u00eb cil\u00ebt donin t\u00eb p\u00ebrshtatnin modelin e patriotizmit kushtetues, i ideuar nga Habermas (me rr\u00ebnj\u00eb nga Karl Jaspers) edhe n\u00eb shoq\u00ebrin\u00eb kosovare. Nga ky model, do t\u00eb krijohej harmonia shoq\u00ebrore e politike, nd\u00ebrmjet shoq\u00ebris\u00eb kosovare jo dhe aq t\u00eb ndar\u00eb, por t\u00eb shtetit t\u00eb dob\u00ebt dhe jolegjitim p\u00ebr nj\u00eb fragment t\u00eb shoq\u00ebris\u00eb kosovare (qytetar\u00ebt serb\u00eb\/pjesa veriore).<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Pas paraqitjeve t\u00eb mira t\u00eb ekipit p\u00ebrfaq\u00ebsues t\u00eb Kosov\u00ebs n\u00eb ndeshjet p\u00ebr kualifikim n\u00eb Euro 2020 filloi edhe nj\u00eb debat t\u00ebr\u00ebsisht i panevojsh\u00ebm, debate k\u00ebto q\u00eb jo rrall\u00ebher\u00eb vijn\u00eb nga euforia dhe ekzaltimi i tep\u00ebrt me nj\u00eb ngjarje, zhvillim a sukses t\u00eb caktuar.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Debati kishte t\u00eb b\u00ebnte me em\u00ebrtimin e ekipit t\u00eb Kosov\u00ebs si p\u00ebrfaq\u00ebsuese apo komb\u00ebtare? Kryesisht n\u00eb debate televizive, ndodhnin p\u00ebrplasje verbale mes p\u00ebrkrah\u00ebsve t\u00eb komb\u00ebtares dhe p\u00ebrfaq\u00ebsueses, nga persona q\u00eb ndoshta p\u00ebr futboll ishin njoh\u00ebs shum\u00eb t\u00eb mir\u00eb t\u00eb \u00e7\u00ebshtjes, por n\u00eb rastin e p\u00ebrdorimit dhe instrumentalizimit t\u00eb koncepteve politike, vet\u00ebm sa sh\u00ebrbyen p\u00ebr ta p\u00ebr\u00e7ar\u00eb opinionin publik, q\u00eb ishte nd\u00ebrmjet p\u00ebrkrah\u00ebsve t\u00eb em\u00ebrtimit \u201cp\u00ebrfaq\u00ebsuese\u201d dhe p\u00ebrkrah\u00ebsve t\u00eb \u201ckomb\u00ebtares\u201d.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Por, nj\u00eb gj\u00eb duhet t\u00eb jet\u00eb e qart\u00eb: kombi nuk formohet as n\u00ebse Kosova fiton Kampionatin Bot\u00ebror n\u00eb futboll, as n\u00ebse Blerta Zeqiri fiton Oskar p\u00ebr filmin m\u00eb t\u00eb mir\u00eb, as n\u00ebse Nobelin p\u00ebr let\u00ebrsi e fiton Zejnullah Rrahmani apo n\u00ebse \u00e7mimin Birgit Nilsson e merr Ram\u00eb Lahaj. K\u00ebto \u00e7mime a rezultate individuale do t\u00eb ishin kontribut p\u00ebr kultur\u00ebn n\u00eb Kosov\u00eb, por kjo s\u2019do t\u00eb mund t\u00eb p\u00ebrkthehej h\u00ebp\u00ebrh\u00eb n\u00eb nj\u00eb posedim ose krijim t\u00eb kombit t\u00eb ri.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Nd\u00ebrlikimi me koncepte nuk ngjan vet\u00ebm n\u00eb rastin e diskutuesve q\u00eb jan\u00eb laik\u00eb n\u00eb fush\u00ebn e politik\u00ebs, por edhe tek vet\u00eb studiuesit e saj, pasi vet\u00eb koncepti i kombit, p.sh. n\u00eb disa shtete \u00ebsht\u00eb i nd\u00ebrk\u00ebmbyesh\u00ebm me konceptin shtet.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u00cbsht\u00eb e udh\u00ebs q\u00eb t\u00eb b\u00ebhet nj\u00eb vij\u00eb ndar\u00ebse mes shtetit dhe kombit, koncepte shpesh t\u00eb nd\u00ebrk\u00ebmbyera ose edhe t\u00eb keqkuptuara si t\u00eb nj\u00ebjta. P\u00ebrderisa shteti \u00ebsht\u00eb koncept politik (organizimi i jet\u00ebs politike brenda nj\u00eb territori t\u00eb caktuar) kombi p\u00ebrmban n\u00eb vete fiktiven, t\u00eb paramendueshmen dhe shkon p\u00ebrtej shtetit, pasi grupet q\u00eb konsiderohen an\u00ebtar\u00eb n\u00eb komb nuk jan\u00eb gjithmon\u00eb brenda kufinjve t\u00eb nj\u00eb hap\u00ebsire por gjenden kudo ku konsiderohet se ka an\u00ebtar\u00eb t\u00eb kombit t\u00eb caktuar. P\u00ebr kombin ka studiues e teori t\u00eb shumta dhe diametralisht t\u00eb ndryshme. Kulturalist\u00ebt, v\u00ebn\u00eb theksin n\u00eb aspekte organike t\u00eb an\u00ebtar\u00ebsis\u00eb n\u00eb nj\u00eb komb, ku kultura e kombit \u00ebsht\u00eb hierarkia e t\u00eb gjitha elementeve t\u00eb tjera. Origjina e kombit kulturor \u00ebsht\u00eb tek bota gjermane, p\u00ebrkat\u00ebsisht nga koncepti i\u00a0<\/span><em>volksgeist<\/em>, i formuluar nga Johann Herder. Kombi politik nd\u00ebrkaq, vjen nga tradita franceze, pik\u00ebrisht n\u00eb periudh\u00ebn e Revolucionit Francez, i inspiruar nga koncepti i kontrat\u00ebs shoq\u00ebrore dhe vullnetit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb Jean Jacques Rousseau.<\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Debatet q\u00eb filluan n\u00eb periudh\u00ebn e kualifikimeve linin p\u00ebrshtypjen e distancimit nga kombi shqiptar dhe d\u00ebshir\u00ebn e krijimit t\u00eb \u201ckomunitetit imagjinar\u201d n\u00eb fjal\u00ebt e Benedict Anderson, t\u00eb nj\u00eb kombi t\u00eb ri kosovar. Ngjyrat e n\u00ebp\u00ebrk\u00ebmbura kalt\u00ebr e verdh\u00eb, val\u00ebvuan n\u00eb mas\u00eb t\u00eb madhe n\u00eb sheshe e n\u00eb fush\u00eb, pa anashkaluar edhe ngjyrat kuq e zi, aty k\u00ebtu n\u00eb ndeshjet q\u00eb zhvillonte Kosova. Madje Armando Duka, udh\u00ebheq\u00ebs i sportit shqiptar, u revoltua me numrin e pak\u00ebt t\u00eb tifoz\u00ebve n\u00eb ndeshjet kur luan Shqip\u00ebria, pasi t\u00eb nj\u00ebjt\u00ebt po paraqiteshin vet\u00ebm p\u00ebr t\u00eb par\u00eb yjet e futbollit bot\u00ebror t\u00eb ekipeve kund\u00ebrshtare dhe jo p\u00ebr t\u00eb p\u00ebrkrahur ekipin komb\u00ebtar. Jo drejtp\u00ebrdrejt, kjo akuz\u00eb i drejtohej sigurisht edhe tifoz\u00ebve nga Kosova, q\u00eb n\u00eb disa ndeshje m\u00eb t\u00eb hershme, kishin p\u00ebrkrahur fuqish\u00ebm Shqip\u00ebrin\u00eb, duke pasur parasysh q\u00eb Kosova nuk zhvillonte ndeshje n\u00eb nivelet e larta t\u00eb futbollit, pasi kishte kaluar koh\u00eb e shkurt\u00ebr q\u00eb nga pranimi i saj n\u00eb FIFA dhe UEFA. Ekipi i Kosov\u00ebs ka grupin e tifoz\u00ebve, i krijuar p\u00ebr t\u00eb mb\u00ebshtetur ekipin e Kosov\u00ebs n\u00eb futboll por grupi i tifoz\u00ebve t\u00eb kryeqytetit (Plisat) u distancuan nga prezenca dhe p\u00ebrkrahja p\u00ebr ekipin e Kosov\u00ebs, duke vazhduar q\u00eb t\u00eb p\u00ebrkrahin Shqip\u00ebrin\u00eb n\u00eb garat q\u00eb zhvillonte.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A mund t\u00eb konsiderohet ky entuziaz\u00ebm, ekzaltim e eufori e qytetar\u00ebve t\u00eb Kosov\u00ebs, si nj\u00eb prirje drejt krijimit t\u00eb nj\u00eb kombi t\u00eb ri, n\u00eb k\u00ebt\u00eb rast t\u00eb formatit politik? Fillimisht, p\u00ebr t\u00eb menduar formimin e nj\u00eb kombi politik, duke pasur parasysh praktikimin e tij n\u00eb SHBA ose Franc\u00eb, \u00ebsht\u00eb paksa e nd\u00ebrlikuar t\u00eb mendohet si e realizueshme n\u00eb Kosov\u00eb, p\u00ebr shkak t\u00eb rregullimit kushtetues. Pasi ky model n\u00eb thelb paraqet lidhjen civile me shtetin dhe lidhjen civile t\u00eb qytetar\u00ebve me nj\u00ebri-tjetrin, pavar\u00ebsisht dallimeve etnike, racore, gjuh\u00ebsore, Kushtetuta e Kosov\u00ebs shprehimisht njeh grupet e pakicave etnike, pra nuk nj\u00ebson t\u00eb gjith\u00eb qytetar\u00ebt si pjes\u00eb t\u00eb shtetit, duke mos p\u00ebrmendur e konsideruar dallimet e tyre kulturore, p\u00ebrkundrazi, jo vet\u00ebm q\u00eb grupet pakic\u00eb njihen si t\u00eb tilla, ato kan\u00eb edhe t\u00eb drejta t\u00eb caktuara pik\u00ebrisht p\u00ebr shkak t\u00eb pozicionit t\u00eb tyre si pakic\u00eb.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">N\u00ebse formati i kombit politik funksionon n\u00eb SHBA, mbi t\u00eb gjitha, kjo \u00ebsht\u00eb rezultat i l\u00ebnies anash t\u00eb dallimeve t\u00eb shumta kulturore e gjuh\u00ebsore q\u00eb vijn\u00eb nga historia e krijimit t\u00eb shtetit amerikan dhe t\u00eb kaluar\u00ebs konfliktuoze pik\u00ebrisht p\u00ebr shkak t\u00eb heterogjenitetit t\u00eb shoq\u00ebris\u00eb.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Por jo t\u00eb gjitha shtetet zgjedhin modelin e kombit politik p\u00ebr hir t\u00eb dimensionit qytetar. Shtete t\u00eb caktuara kan\u00eb p\u00ebrshtatur k\u00ebt\u00eb model me p\u00ebrpjekjet e tyre p\u00ebr t\u00eb shtypur identitetin kulturor t\u00eb qytetar\u00ebve, me masa q\u00eb p\u00ebrfshijn\u00eb edhe caktimin e nj\u00eb p\u00ebrqindjeje t\u00eb caktuar brenda nj\u00eb lokaliteti t\u00eb qytetar\u00ebve me identitet kulturor t\u00eb ndrysh\u00ebm nga shumica e popullsis\u00eb (Ligji i Risistemimit i vitit 1934 n\u00eb Turqi). Pra, mbivendosja e dimensionit politik p\u00ebrpara atij kulturor, mund t\u00eb \u00e7oj\u00eb deri n\u00eb zhdukjen e identitetit fillestar t\u00eb qytetar\u00ebve, si metod\u00eb p\u00ebr t\u00eb konstruktuar \u201cnj\u00ebtrajtshm\u00ebrin\u00eb\u201d e t\u00eb gjith\u00eb qytetar\u00ebve.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Distancimin nga kombi shqiptar e hodhi n\u00eb er\u00eb katastrofa natyrore dhe humanitare n\u00eb Shqip\u00ebri, q\u00eb ngjau n\u00eb fund t\u00eb muajit n\u00ebntor. Bashk\u00ebndjenja, af\u00ebrsia dhe ndihma e qytetar\u00ebve kosovar\u00eb, u konsiderua si heqje e kufijve politik\u00eb nd\u00ebrmjet dy shteteve. Madje ish ambasadori i Shqip\u00ebris\u00eb n\u00eb Kosov\u00eb, nuk ngurroi q\u00eb t\u00eb deklaroj\u00eb q\u00eb p\u00ebrpos sht\u00ebpive, t\u00ebrmeti shembi edhe\u00a0<\/span><em>\u201cngrehin\u00ebn e rreme t\u00eb kombit kosovar\u201d<\/em>.\u00a0 Edhe n\u00eb k\u00ebt\u00eb rast pati nj\u00eb eufori, pasi gjendja ishte aq e r\u00ebnduar psikologjikisht, me pamje t\u00eb kushteve t\u00eb r\u00ebnda humanitare, saq\u00eb njer\u00ebzit nga Kosova, hiqnin edhe rrobat nga trupi p\u00ebr t\u2019u dal\u00eb n\u00eb ndihm\u00eb qytetar\u00ebve t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Por as shtetnd\u00ebrtimi e as kombformimi nuk mund t\u00eb jen\u00eb produkt i nj\u00eb zhvillimi, procesi a ngjarjeje t\u00eb vetme, pasi t\u00eb tilla procese jan\u00eb zakonisht procese me nj\u00eb baz\u00eb dhe vazhdim\u00ebsi historike, t\u00eb p\u00ebrforcuara nga motive politike dhe t\u00eb legjitimuara nga k\u00ebrkesa apo p\u00ebrkrahja popullore. Ideja e kombit politik ra posht\u00eb, pasi dizajnimi i Kushtetut\u00ebs n\u00eb model t\u00eb till\u00eb si\u00e7 u theksua m\u00eb lart, nuk e artikulon shtetin n\u00eb baza civile.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">P\u00ebrpos k\u00ebsaj, ekziston mund\u00ebsia e dyt\u00eb, nj\u00eb komb kulturor kosovar. A ka predispozita t\u00eb krijimit t\u00eb nj\u00eb kombi kulturor kosovar?<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">N\u00ebn tutel\u00ebn e formacionit t\u00eb ri komb\u00ebtar n\u00eb Kosov\u00eb, do ng\u00ebrtheheshin pashmangshm\u00ebrisht prejardhja, historia (e p\u00ebrbashk\u00ebt), kultura, gjuha dhe religjioni (jodomosdoshm\u00ebrisht) e grupit m\u00eb t\u00eb madh \u201ckulturor\u201d, pra e kultur\u00ebs kosovare.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">N\u00ebse trajtojm\u00eb prejardhjen, duhet t\u00eb kihet parasysh llahtaria q\u00eb ndodh me qytetar\u00ebt e Kosov\u00ebs, q\u00eb shpesh, nga kujtimet q\u00eb kan\u00eb nga paraardh\u00ebsit, deklarojn\u00eb se vijn\u00eb nga Shqip\u00ebria (duke l\u00ebn\u00eb p\u00ebrshtypjen se banor\u00ebt e Kosov\u00ebs jan\u00eb n\u00eb mas\u00eb t\u00eb madhe imigrant\u00eb nga Shqip\u00ebria), pra prejardhja e tyre, hipotetikisht, \u00ebsht\u00eb nga nj\u00eb shtet dhe komb tjet\u00ebr. Historikisht, treva e sotme e Kosov\u00ebs ka qen\u00eb e integruar n\u00eb hart\u00ebn politike t\u00eb Shqip\u00ebris\u00eb nd\u00ebrmjet hap\u00ebsirave t\u00eb ndryshme kohore, p\u00ebrpos at\u00ebher\u00eb kur ka qen\u00eb e ndar\u00eb nga ajo dhe ka qen\u00eb pjes\u00eb integrale e strukturave t\u00eb tjera shtet\u00ebrore (p.sh. n\u00eb koh\u00ebn e Jugosllavis\u00eb).\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Kultura e Kosov\u00ebs, \u00ebsht\u00eb nj\u00eb mish-mash traditash e elementesh nd\u00ebrmjet pjes\u00ebmarrjes n\u00eb perandori e pushtete t\u00eb ndryshme, kultur\u00eb kjo q\u00eb \u00ebsht\u00eb e nj<\/span>\u00ebjt\u00eb me kultur\u00ebn shqiptare, p\u00ebrpos gjuh\u00ebs s\u00eb folur n\u00eb Kosov\u00eb q\u00eb \u00ebsht\u00eb e ngjashme me dialektin e pjes\u00ebve veriore t\u00eb Shqip\u00ebris\u00eb. P\u00ebr t\u00eb nd\u00ebrtuar kombin kosovar, personalitetet q\u00eb konsiderohen pjes\u00eb e historis\u00eb komb\u00ebtare dhe figura t\u00eb m\u00ebdha t\u00eb historis\u00eb e kultur\u00ebs, do duhej q\u00eb t\u00eb liheshin n\u00eb harres\u00eb, pasi personalitetet e tilla jan\u00eb t\u00eb nj\u00eb kombi tjet\u00ebr, t\u00eb ndrysh\u00ebm nga kombi kosovar. Bie fjala, Gjergj Kastrioti, Pjet\u00ebr Bogdani, Frang Bardhi e Ismail Qemaili, nuk do t\u00eb ishin m\u00eb pjes\u00eb e kultur\u00ebs dhe e mbamendjes historike t\u00eb kombit kosovar, do duheshin k\u00ebrkuar heronj t\u00eb tjer\u00eb, heronj t\u00eb cil\u00ebt do t\u00eb datonin nga viti 2008 e tutje.<\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Gjuha shqipe, ose do duhej rikonstruktuar e pasuruar me fjal\u00eb jo shqipe, sikur p\u00ebr t\u00eb ting\u00eblluar ndryshe nga gjuha q\u00eb flitet n\u00eb Shqip\u00ebri, apo mbase do duhej krijuar nj\u00eb gjuh\u00eb e re, gjuha e kombit Kosovar. Ose t\u00eb gjitha k\u00ebto mund t\u00eb hidhen tutje dhe vazhdohet m\u00eb t\u00eb nj<\/span>\u00ebjt\u00ebn kultur\u00eb, gjuh\u00eb e histori, por identiteti kulturor nuk konsiderohet shqiptar, por tanim\u00eb identitet kosovar.<\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u00c7far\u00eb do t<\/span>\u00eb krijonte nj\u00eb situat\u00eb e till\u00eb?!<\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Dy shtet-kombet do ishin shtete fqinje, me marr\u00ebdh\u00ebnie normale si pjes\u00eb t\u00eb nj\u00eb rajoni t\u00eb nj<\/span>\u00ebjt\u00eb. Pas rreth 10 ose 15 vitesh, k\u00ebto shtet\/kombe, \u00e7udit\u00ebrisht do t\u00eb vinin re se kultura n\u00eb t\u00eb cil\u00ebn thirren k\u00ebto dy shtete\/kombe, gjuha t\u00eb cil\u00ebn e flasin dhe historia t\u00eb cil\u00ebn e pretendojn\u00eb, jan\u00eb t\u00eb ngjashme. Situata do t\u00eb ftohej dhe marr\u00ebdh\u00ebniet zyrtare do ngriheshin. Do t\u00eb nevojitej nd\u00ebrhyrja e nd\u00ebrkomb\u00ebtar\u00ebve, p\u00ebr t\u2019i b\u00ebr\u00eb k\u00ebto dy shtete q\u00eb t\u00eb komunikojn\u00eb e t\u00eb p\u00ebrmir\u00ebsojn\u00eb raportet. Madje, do t\u00eb duhej q\u00eb t\u00eb n\u00ebnshkruheshin marr\u00ebveshje t\u00eb ve\u00e7anta t\u00eb respektimit t\u00eb figurave t\u00eb historis\u00eb s\u00eb p\u00ebrbashk\u00ebt, sikur p\u00ebr t\u00eb njohur t\u00eb kaluar\u00ebn dhe lidhjen e dikurshme q\u00eb e zot\u00ebrojn\u00eb t\u00eb dyja shtetet.<\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">P\u00ebr ilustrim:<em>\u00a0<\/em><\/span><em>Kryeministri i Shqip\u00ebris\u00eb dhe Kryeministri i Kosov\u00ebs do t\u00eb zhvillonin nderime t\u00eb p\u00ebrbashk\u00ebta para shtatores s\u00eb Gjergj Kastriotit dhe t\u00eb Adem Jasharit, por asesi nuk duhej gabuar me identifikimin e k\u00ebtyre personaliteteve si \u201cshqiptar\u201d apo \u201ckosovar\u201d, por si personalitete t\u00eb shquara t\u00eb t\u00eb dyja kombeve\/shteteve, sikund\u00ebr b\u00ebn\u00eb kryeministrat e Maqedonis\u00eb dhe Bullgaris\u00eb respektivisht, duke u p\u00ebrkulur para Goce Delcev, i cili luftoi p\u00ebr Maqedonin\u00eb, por konsiderohej etnikisht bullgar, figura e t\u00eb cilit ishte objekt tensionimi mdis dy shteteve, por u b\u00eb figur\u00eb pajtimi pas vendimit p\u00ebr t\u2019i rregulluar raportet nd\u00ebrmjet vete.<\/em><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Rruga e nd\u00ebrmjetme; konsolidimi i shtetit<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">T\u00eb diskutohet p\u00ebr krijimin e Kosov\u00ebs si komb, ose t\u00eb diskutohet mbi p\u00ebrcaktimin nd\u00ebrmjet modeleve t\u00eb krijimit t\u00eb kombit, \u00ebsht\u00eb fillimisht luks i tep\u00ebrt. P\u00ebrderisa Kosova rrezikon q\u00eb t\u00eb humb\u00eb edhe legjitimitetin nd\u00ebrkomb\u00ebtar si shtet, pas paqart\u00ebsive rreth njohjeve e \u00e7njohjeve nga disa shtete por edhe nga mosshtrirja e sovranitetit shtet\u00ebror n\u00eb t\u00ebr\u00eb territorin e saj, q\u00eb \u00ebsht\u00eb nj\u00eb nga kushtet e ekzistenc\u00ebs s\u00eb shtetit, jan\u00eb fare t\u00eb panevojshme diskutimet e paramendimet se si duhet t\u00eb vazhdoj\u00eb tutje Kosova n\u00eb aspektin e kombit. P\u00ebr shkak t\u00eb shum\u00eb problemeve t\u00eb brendshme dhe mosshtrirjes s\u00eb pushtetit n\u00eb t\u00ebr\u00eb territorin, Kosova mund t\u00eb rr\u00ebshqas\u00eb n\u00eb grupin e\u00a0<\/span>pothuajse shteteve (quasi-states) ose shteteve t\u00eb d\u00ebshtuara (failed-states).<\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">P\u00ebrderisa pjesa m\u00eb e madhe e qytetar\u00ebve i p\u00ebrkasin kultur\u00ebs shqiptare dhe n\u00eb disa studime \u00ebsht\u00eb konkluduar se shumica e qytetar\u00ebve duan bashkimin me Shqip\u00ebrin\u00eb, kombi kosovar \u00ebsht\u00eb i destinuar t\u00eb ngritet si \u00e7\u00ebshtje vet\u00ebm kur ka suksese a paraqitje t\u00eb mira t\u00eb kosovar\u00ebve n\u00eb fush\u00ebn e kultur\u00ebs, artit apo sportit.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Pakicat kan\u00eb t\u00eb drejtat e tyre t\u00eb rregulluara me Kushtetut\u00eb dhe akte t\u00eb tjera ligjore, gj\u00eb q\u00eb plot\u00ebson detyrimet p\u00ebr t\u00eb respektuar t\u00eb drejtat e njeriut dhe t\u00eb drejtat e pakicave etnike, religjioze apo gjuh\u00ebsore. Pakicat kan\u00eb festat e tyre komb\u00ebtare, simbolet e tyre por mbi t\u00eb gjitha, lirin\u00eb p\u00ebr t\u00eb zgjedhur se si duan t\u00eb identifikohen, madje edhe n\u00ebse kjo n\u00ebnkupton cil\u00ebsimin e vetes si qytetar\u00eb kosovar\u00eb. Vllah\u00ebt jan\u00eb grupi etnik gjenetikisht m\u00eb homogjen n\u00eb Ballkan por vetidentifikohen me kultur\u00ebn mbizot\u00ebruese t\u00eb shtetit n\u00eb t\u00eb cilin jetojn\u00eb, anipse t\u00eb drejtat e tyre si pakic\u00eb jan\u00eb t\u00eb njohura dhe respektohen nga organet shtet\u00ebrore p\u00ebrkat\u00ebse. Taki Fiti, ish minist\u00ebr dhe an\u00ebtar i Akademis\u00eb s\u00eb Shkencave dhe Arteve n\u00eb Maqedoni (me origjin\u00eb vllahe), para disa dit\u00ebve foli n\u00eb mbrojtje t\u00eb kultur\u00ebs dhe gjuh\u00ebs maqedonase, pas mohimit dhe sulmeve q\u00eb i b\u00ebri Akademia e Shkencave e Bullgaris\u00eb n\u00eb drejtim t\u00eb gjuh\u00ebs maqedonase.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Rruga e duhur n\u00eb debatin q\u00eb u shtjellua n\u00eb k\u00ebt\u00eb shkrim do t\u00eb ishte q\u00eb aspekti i rregullimit t\u00eb shtetit me tipare komb\u00ebtare ose jo t\u2019i lihej shoq\u00ebris\u00eb, n\u00ebse vler\u00ebsohet e nevojshme p\u00ebr t\u2019u diskutuar e p\u00ebr t\u2019u p\u00ebrcaktuar p\u00ebr nj\u00eb format t\u00eb dh\u00ebn\u00eb.
