D\u00ebgjoj ankesa dhe zhg\u00ebnjime t\u00eb ndryshme, sidomos nga prind\u00ebrit, q\u00eb \u201cnuk u pranua n\u00eb gjimnaz\/universitet edhepse ka sukses akademik t\u00eb shk\u00eblqyesh\u00ebm\u201d ose \u201cdon\u2019 me mbet\u00eb n\u00eb shkoll\u00eb profesionale ose pa diplom\u00eb\u201d. T\u00eb gjitha k\u00ebto shqet\u00ebsime jan\u00eb t\u00eb arsyetueshme duke konsideruar norm\u00ebn shoq\u00ebrore e cila \u00ebsht\u00eb krijuar kundrejt krijimit t\u00eb imazhit t\u00eb nj\u00eb njeriu t\u00eb suksessh\u00ebm \u2013 (1) shkon n\u00eb shkoll\u00eb profesionale \u00ebsht\u00eb baraz me nuk ka arritur t\u00eb regjistrohet n\u00eb \u2018gjimnaz\u2019 ose (2) nuk pranohet n\u00eb fakultet \u00ebsht\u00eb baraz me \u2018mbet\u00eb rrug\u00ebve\u2019.<\/p>\n<p>E un\u00eb kam dy replika p\u00ebr k\u00ebto deklarime: (1) shkolla profesionale \u00ebsht\u00eb shnd\u00ebrruar n\u00eb nj\u00eb nd\u00ebr faktor\u00ebt ky\u00e7\u00eb n\u00eb zbutjen e papun\u00ebsis\u00eb s\u00eb rinis\u00eb n\u00eb Evrop\u00eb duke p\u00ebrmbushur k\u00ebrkesat e tregut t\u00eb pun\u00ebs p\u00ebrmes shkollimit\/trajnimit, dhe (2) n\u00ebse nj\u00eb kosovar ka mbaruar fakultetin dhe nuk posedon shkatht\u00ebsit\u00eb e k\u00ebrkuara nga tregu i pun\u00ebs ose nuk k\u00ebrkohet n\u00eb treg si fuqi pun\u00ebtore, at\u00ebher\u00eb me t\u00eb v\u00ebrtet\u00eb ka \u2018mbet\u00eb rrug\u00ebve\u2019. Ka ardhur koha q\u00eb si shoq\u00ebri t\u00eb ndryshojm\u00eb gjykimin ton\u00eb n\u00eb suksesshm\u00ebrin\u00eb e nj\u00eb kosovari nga posedimi i nj\u00eb diplom\u00eb t\u00eb fakultetit n\u00eb posedimin e shkatht\u00ebsive t\u00eb k\u00ebrkuara nga tregu i pun\u00ebs. Kjo do t\u00eb thot\u00eb q\u00eb duhet t\u00eb vler\u00ebsojm\u00eb lart shkollimin profesional dhe t\u00eb shtyjm\u00eb p\u00ebrpara politikat arsimore n\u00eb p\u00ebrmir\u00ebsimin dhe zhvillimin e shkollave profesionale. Duke qen\u00eb se ky ndryshim i qasjes shoq\u00ebrore do shum\u00eb sqarime, koh\u00eb dhe shembuj, m\u00eb posht\u00eb do t\u00eb mundohem t\u00eb shtjelloj arsyet pse shkollimi profesional \u00ebsht\u00eb i r\u00ebnd\u00ebsish\u00ebm; si t\u00eb zhvillojm\u00eb shkollat profesionale dhe kush jan\u00eb akter\u00ebt kryesor\u00eb.<\/p>\n<p><strong>Pse?\u00a0<\/strong><\/p>\n<p>Tregu i pun\u00ebs \u00ebsht\u00eb duke ndryshuar n\u00eb m\u00ebnyr\u00eb t\u00eb vazhdueshme. P\u00ebr m\u00eb tep\u00ebr, k\u00ebrkesat e pun\u00ebdh\u00ebn\u00ebsve p\u00ebr pun\u00ebsim kan\u00eb ndryshuar: tash, fokus kryesor ka eksperienca dhe posedimi i shkatht\u00ebsive t\u00eb nd\u00ebrlidhura me pun\u00eb dhe nj\u00eb p\u00ebrqindje e vog\u00ebl e vler\u00ebsimit, n\u00ebse jo inekzistente, i jepet diplom\u00ebs s\u00eb shkollimit. Si rrjedhoj\u00eb, politikat e arsimit dhe t\u00eb pun\u00ebs duhet t\u00eb p\u00ebrqendrohen n\u00eb harmonizimin e arsimimit me k\u00ebrkesat e tregut t\u00eb pun\u00ebs.<\/p>\n<p><strong>Si?<\/strong><\/p>\n<p>Politikb\u00ebr\u00ebsit duhet t\u00eb promovojn\u00eb m\u00ebsimin e bazuar n\u00eb pun\u00eb praktike duke p\u00ebrfshir\u00eb p\u00ebrgjat\u00eb procesit akter\u00eb relevant si: kompanit\u00eb, oda ekonomike dhe shkollat profesionale. K\u00ebta akter\u00eb do t\u00eb duhej t\u00eb jen\u00eb strukturat kryesore q\u00eb zhvillojn\u00eb shkollimin profesional dhe duhet t\u00eb zhvillohen politika q\u00eb leht\u00ebsojn\u00eb k\u00ebt\u00eb nd\u00ebrveprim \u2013 kompanit\u00eb dhe oda ekonomike japin statistikat p\u00ebrmes nj\u00eb sistemi t\u00eb krijuar p\u00ebr gjenerim t\u00eb t\u00eb dh\u00ebnave rreth k\u00ebrkesave t\u00eb tyre t\u00eb pun\u00ebs dhe shkollat profesionale p\u00ebrputhin programet e tyre me k\u00ebto k\u00ebrkesa. Duke marr\u00eb parasysh dinamik\u00ebn e tregut, si pasoj\u00eb e paq\u00ebllimt\u00eb n\u00eb k\u00ebt\u00eb politik\u00eb do t\u00eb mund t\u00eb ishte pamund\u00ebsia e shkollave profesionale t\u00eb ndjekin k\u00ebto ndryshime me p\u00ebrdit\u00ebsime n\u00eb kurrikul\u00eb. Zbutja e k\u00ebsaj pasoje do t\u00eb mund t\u00eb b\u00ebhej me p\u00ebrfshirjen e kompanive n\u00eb m\u00ebsimdh\u00ebnie; n\u00eb Sllovaki \u2013 shteti me shkollimin profesional tejet t\u00eb zhvilluar ku rreth 65% e student\u00ebve n\u00eb shkoll\u00eb t\u00eb mesme vijojn\u00eb shkollimin profesional \u2013 qeveria ka prezantuar nj\u00eb skem\u00eb t\u00eb dyfisht\u00eb (kompani dhe shkoll\u00eb profesionale) e cila lejon kompanit\u00eb t\u00eb mbajn\u00eb trajnimet e nevojshme p\u00ebr student\u00ebt. P\u00ebr m\u00eb tep\u00ebr, si pik\u00eb ky\u00e7e n\u00eb axhend\u00ebn e qeveris\u00eb Sllovake kundrejt arsimit \u00ebsht\u00eb parashikimi dhe evidentimi i shkatht\u00ebsive t\u00eb nevojitura i b\u00ebr\u00eb nga kompanit\u00eb dhe institucionet arsimore.<\/p>\n<p><strong>Kush?<\/strong><\/p>\n<p>Padyshim q\u00eb rolin kryesor n\u00eb zhvillimin e shkollimit profesional kan\u00eb kompanit\u00eb q\u00eb ofrojn\u00eb pun\u00eb dhe institucionet arsimore q\u00eb ofrojn\u00eb shkollim profesional.
