P\u00ebr disa vite normalizimi i marr\u00ebdh\u00ebnieve ishte menduar t\u00eb arrihej p\u00ebrmes\u00a0<a href=\"https:\/\/balkaneu.com\/pompeo-mutual-recognition-based-on-normalization-of-serbia-kosovo-relations\/\">njohjes reciproke<\/a>, por veprimet e jav\u00ebve dhe muajve t\u00eb fundit, si n\u00eb Bruksel ashtu edhe n\u00eb Washington, kan\u00eb dh\u00ebn\u00eb shenja p\u00ebr p\u00ebrqendrim n\u00eb marr\u00ebveshje teknike ose ekonomike. Dialogu n\u00eb vitin 2011 filloi si nj\u00eb proces teknik. Shumica e marr\u00ebveshjeve t\u00eb arritura, duke p\u00ebrfshir\u00eb marr\u00ebveshjet q\u00eb ishin menduar si pjes\u00eb t\u00eb normalizimit politik,\u00a0<a href=\"http:\/\/kdi-kosova.org\/wp-content\/uploads\/2020\/04\/28-7-Vite-pas-marreveshjes-se-pare-per-normalizim-Kosove-Serbi-Raport-03.pdf\">nuk jan\u00eb zbatuar<\/a>\u00a0ose jan\u00eb zbatuar pjes\u00ebrisht. Edhe n\u00ebse nuk mund t\u00eb injorohen krejt\u00ebsisht, ndikimi i tyre nuk ka qen\u00eb ai q\u00eb ishte menduar n\u00eb momentin e n\u00ebnshkrimit.<\/p>\n<p>M\u00eb tutje, ambiguiteti konstruktiv i p\u00ebrdorur nga Bashkimi Evropian (BE) si leht\u00ebsues i procesit, ve\u00e7an\u00ebrisht p\u00ebr t\u00eb akomoduar interesat e Serbis\u00eb, nuk ka kontribuar n\u00eb shuarjen e divergjencave mes dy shteteve. P\u00ebrkundrazi, p\u00ebrgjat\u00eb viteve, qasja e ndjekur vet\u00ebm sa ka shtuar atmosfer\u00ebn e mosbesimit, dyshimit, por edhe mund\u00ebsit\u00eb p\u00ebr sabotim nga Serbia p\u00ebr zbatimin e marr\u00ebveshjet e arritura. Madje, edhe marr\u00ebveshjet q\u00eb eventualisht jan\u00eb zbatuar, si\u00a0<a href=\"http:\/\/www.qendrore.com\/newperspektivawp\/wp-content\/uploads\/2016\/11\/Raport-mbi-Gjendjen-ne-Zbatimin-e-Marreveshjeve-te-Brukselit-Qershor-2016.pdf\">p\u00ebr kodin shtet\u00ebror p\u00ebr Kosov\u00ebn dhe marr\u00ebveshjen p\u00ebr funksionimin e pavarur t\u00eb sistemit t\u00eb transmisionit t\u00eb energjis\u00eb s\u00eb Kosov\u00ebs (KOSTT)<\/a>, ishin bllokuar paraprakisht nga Serbia p\u00ebr nj\u00eb koh\u00eb t\u00eb konsiderueshme, duke i shkaktuar shtetit t\u00eb Kosov\u00ebs kosto financiare.<\/p>\n<p>Disa viteve m\u00eb von\u00eb, p\u00ebrs\u00ebri i kemi hyr\u00eb nj\u00eb procesi t\u00eb ri, por i cili nuk adreson k\u00ebto l\u00ebshime. Prandaj, qeveria e Kosov\u00ebs do t\u00eb ishte e p\u00ebrligjur n\u00ebse do ta m\u00ebdyshte procesin p\u00ebr t\u00eb kuptuar m\u00eb mir\u00eb p\u00ebrfitimet e tij, p\u00ebr faktin e thjesht\u00eb se nj\u00eb proces i ngjash\u00ebm m\u00eb her\u00ebt kishte d\u00ebshtuar t\u00eb ofronte rezultate. Ta z\u00ebm\u00eb, ende nuk dihet se \u00e7ka n\u00ebnkupton normalizimi p\u00ebr t\u00eb tri pal\u00ebt: Kosov\u00ebn, Serbin\u00eb dhe BE-n\u00eb. Gjasat e mira jan\u00eb q\u00eb t\u00eb tre pal\u00ebt kan\u00eb paramendime t\u00eb ndryshme, ndoshta edhe kontradiktore. P\u00ebrderisa paqart\u00ebsia vazhdon ta karakterizoj\u00eb k\u00ebt\u00eb proces, nuk jan\u00eb nxjerr\u00eb m\u00ebsimet e duhura nga e kaluara.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, ideja se normalizimi i marr\u00ebdh\u00ebnieve duhet synuar p\u00ebrmes rritjes s\u00eb bashk\u00ebpunimit ekonomik gjithashtu v\u00ebshtir\u00eb se q\u00ebndron n\u00eb k\u00ebmb\u00eb t\u00eb veta. Paradoksalisht, ekonomia \u00ebsht\u00eb nd\u00ebr sektor\u00ebt e vet\u00ebm mes Kosov\u00ebs dhe Serbis\u00eb, q\u00eb ka funksionuar n\u00eb vazhdim\u00ebsi pas vitit 1999, p\u00ebrkund\u00ebr se barrierat ekonomike nga ana e Serbis\u00eb p\u00ebr produktet kosovare kan\u00eb ekzistuar. Edhe p\u00ebr faktin se t\u00eb dy shtetet jan\u00eb an\u00ebtare t\u00eb CEFTA, shk\u00ebmbimi ekonomik nuk \u00ebsht\u00eb ndaluar asnj\u00ebher\u00eb plot\u00ebsisht. S\u2019do mend se n\u00eb koh\u00ebn kur qeveria e Kosov\u00ebs vendosi tarif\u00ebn 100% p\u00ebr produktet nga Serbia, kah fundi i vitit 2018, hyrja e mallrave serbe n\u00eb Kosov\u00eb sh\u00ebnoi\u00a0<a href=\"https:\/\/indeksonline.net\/bie-importi-nga-serbia-per-99\/\">r\u00ebnie drastike<\/a>. Sidoqoft\u00eb, n\u00eb vazhdim\u00ebsi n\u00eb vitet e pasluft\u00ebs, Serbia ka kryesuar list\u00ebn e shteteve importuese brenda Kosov\u00ebs. Shk\u00ebmbimi tregtar rifilloi posa qeveria e Kosov\u00ebs largoi tarif\u00ebn n\u00eb fillim t\u00eb vitit 2020. N\u00eb gjasht\u00eb mujorin e par\u00eb t\u00eb vitit 2020, kompanit\u00eb serbe eksportuan mallra n\u00eb Kosov\u00eb n\u00eb vler\u00eb prej\u00a0<a href=\"https:\/\/epilogu.com\/serbia-thote-se-e-ka-kthyer-58-te-tregut-te-humbur-te-kosoves\/\">95 milion\u00eb euro<\/a>\u00a0(tarifa ishte hequr n\u00eb fund t\u00eb muajit Shkurt).<\/p>\n<p>Nuk kontestohet se n\u00eb planin afatgjat\u00eb shk\u00ebmbimi i zgjeruar ekonomik mes Kosov\u00ebs dhe Serbis\u00eb, si dy shtete t\u00eb barabarta, mund t\u00eb jet\u00eb parakusht p\u00ebr nd\u00ebrtimin e raporteve dypal\u00ebshe edhe n\u00eb sfera t\u00eb tjera. S\u00eb k\u00ebndejmi, p\u00ebrparimi i raporteve ekonomike do t\u00eb rriste mund\u00ebsit\u00eb p\u00ebr paqe t\u00eb q\u00ebndrueshme afatgjat\u00eb. Por, duhet cekur se problemet e hasura nga Kosova, burojn\u00eb nga bllokimi i vazhduesh\u00ebm politik dhe diplomatik i Serbis\u00eb, rrjedhimisht nuk jan\u00eb t\u00eb lidhura me sektorin ekonomik. Problemi duhet shprishur n\u00eb folen\u00eb e vet: n\u00eb Kushtetut\u00ebn e Serbis\u00eb, e cila e cil\u00ebson Kosov\u00ebn si pjes\u00eb t\u00eb territorit serb; si dhe n\u00eb qasjen, veprimet dhe synimet armiq\u00ebsore t\u00eb jashtme serbe ndaj shtetit t\u00eb Kosov\u00ebs dhe qytetar\u00ebve t\u00eb saj.<\/p>\n<p>Si p\u00ebrfundim, marr\u00ebveshja e normalizimit t\u00eb raporteve mes Kosov\u00ebs dhe Serbis\u00eb do duhej t\u00eb zgjidhte pik\u00ebrisht k\u00ebt\u00eb nyj\u00eb, pra t\u00eb avanconte raportin juridik dhe politik mes dy shteteve, p\u00ebrmes njohjes reciproke. N\u00eb t\u00eb kund\u00ebrt, vlera e marr\u00ebveshjeve mbi aspektet teknike dhe ekonomike mbetet e zbeht\u00eb.
