Dukej sikur ne nuk e kishim p\u00ebr ngut t\u00eb p\u00ebrgatiteshim p\u00ebr at\u00eb me t\u00eb cil\u00ebn po ballafaqohej i gjith\u00eb globi. Kishim gajlen e ndarjes s\u00eb pozitave dhe prioriteteve qeveritare, e jo parap\u00ebrgatitjen p\u00ebr ballafaqimin me k\u00ebt\u00eb armik t\u00eb pam\u00ebshirsh\u00ebm. Por kjo nuk \u00ebsht\u00eb histori e re p\u00ebr ne. Qeverin\u00eb e Kosov\u00ebs ende e befason d\u00ebbora n\u00eb dhjetor. Ndoshta kjo pse Kosova p\u00ebr shekuj ishte nd\u00ebr vendet m\u00eb t\u00eb izoluara, dhe thjesht\u00eb n\u00eb vete kemi krijuar nj\u00eb bindje se ajo \u00e7far\u00eb ndodh\u00eb n\u00eb bot\u00eb, v\u00ebshtir\u00eb q\u00eb arrin tek ne.<\/p>\n<p>Tre dit\u00eb pasi Organizata Bot\u00ebrore e Sh\u00ebndet\u00ebsis\u00eb kishte shpallur COVID-19 nj\u00eb emergjenc\u00eb t\u00eb sh\u00ebndetit publik n\u00eb nivel nd\u00ebrkomb\u00ebtar, n\u00eb Kosov\u00eb, m\u00eb n\u00eb fund u themelua Qeveria. Derisa tregjet globale po mbylleshin, oferta po zvog\u00eblohej e k\u00ebrkesa po rritej, Qeveria e re e Kosov\u00ebs ishte fokusuar n\u00eb rishikimin e projekt propozimit t\u00eb buxhetit se cilat investime kapitale t\u00eb largohen e cilat t\u00eb futen n\u00eb buxhetin e Kosov\u00ebs p\u00ebr vitin 2020.<\/p>\n<p>Ndjenja se kosovar\u00ebt ishin super qenie imune ndaj k\u00ebtij rreziku shpejt u venit! Me 13 mars Kosova sh\u00ebnoi dy rastet e para t\u00eb t\u00eb infektuarve me virusin vdekje prur\u00ebs, dhe 40 dit\u00eb pas themelimit t\u00eb qeveris\u00eb, Kosova u ballafaqua me nj\u00eb emergjenc\u00eb t\u00eb cil\u00ebn e kishte injoruar deri m\u00eb tani. Dy dit\u00eb pas sh\u00ebnimit t\u00eb rasteve t\u00eb para, Kuvendi i Kosov\u00ebs kishte aprovuar buxhetin p\u00ebr vitin 2020, por aty mungonte nj\u00eb komponent\u00eb ky\u00e7e. Qeveria e Kosov\u00ebs nuk kishte alokuar asnj\u00eb linj\u00eb mjek\u00ebsore apo ekonomike p\u00ebr p\u00ebrballje me pandemin\u00eb. Mbase shpresonim se do t\u00eb merrnim ndihma nga bota, por bota kishte hallin e vet! N\u00eb 43 dit\u00ebt nga shpallja e pandemis\u00eb, Qeveria e jon\u00eb nuk ishte kujtuar asnj\u00ebher\u00eb t\u00eb mate stoqet, e t\u00eb sigurohej se kishte materialet e nevojshme, t\u00eb siguronte pak treg, n\u00eb koh\u00ebn kur shtetet prodhuese madje po ndalonin eksportin e produkteve mbrojt\u00ebse p\u00ebr t\u2019u siguruar q\u00eb kishin mjaftuesh\u00ebm p\u00ebr nevojat e tyre, e rritja alarmante e \u00e7mimeve t\u00eb maskave ishte tem\u00eb e lajmeve gjithandej.<\/p>\n<p>Meq\u00eb Kosova nuk kishte shfryt\u00ebzuar ato 43 dit\u00eb para ballafaqimit me pandemin\u00eb p\u00ebr t\u2019u p\u00ebrgatitur, tani gjith\u00e7ka ishte n\u00eb reagim emergjent. Dhe reagimet emergjente jan\u00eb nj\u00eb thik\u00eb n\u00eb zem\u00ebr p\u00ebr transparenc\u00ebn, si hapi i par\u00eb n\u00eb luft\u00ebn kund\u00ebr korrupsionit. T\u00eb gjitha institucionet buxhetore filluan prokurimet emergjente menj\u00ebher\u00eb, e me k\u00ebt\u00eb procedur\u00eb t\u00eb mbyllur p\u00ebr publikun u shpenzuan mbi 33 milion euro p\u00ebr periudh\u00ebn shkurt \u2013 korrik 2020.<\/p>\n<p>N\u00eb nj\u00eb vend ku llogaridh\u00ebnia \u00ebsht\u00eb minimale, kjo po q\u00eb ishte nj\u00eb parajs\u00eb p\u00ebr keqp\u00ebrdorime. Por kujt po i intereson korrupsioni kur \u00ebsht\u00eb jeta e njeriut n\u00eb pyetje?!<\/p>\n<p>Raporte n\u00eb Kosov\u00eb tregojn\u00eb se maskat q\u00eb u importuan me vler\u00ebn 2.5\u20ac iu shit\u00ebn Institucioneve tona mesatarisht 8 \u20ac. Jan\u00eb dy maska m\u00eb pak q\u00eb nuk u blen\u00eb! Jan\u00eb dy pacient m\u00eb pak q\u00eb nuk i mor\u00ebn sh\u00ebrbimet, jan\u00eb dy mjek m\u00eb pak q\u00eb nuk u mbrojt\u00ebn!<\/p>\n<p>Shfaqja e SARS n\u00eb vitin 2003, kishte ndikuar ekonomin\u00eb globale me 2.3% ulje. Megjithat\u00eb, edhe pse n\u00eb nj\u00eb shkall\u00eb shum\u00eb t\u00eb vog\u00ebl t\u00eb shp\u00ebrndarjes n\u00eb krahasim me COVID-19, t\u00eb vetmet q\u00eb kishin fituar miliardat nga SARS ishin kompanit\u00eb e maskave. Duke e ditur k\u00ebt\u00eb problem, shtetet e Evrop\u00ebs dhe Azis\u00eb, q\u00eb n\u00eb shfaqjen e virusit kishin filluar t\u00eb b\u00ebnin plane. Madje p\u00ebr t\u00eb kursyer parat\u00eb, shum\u00eb shtete t\u00eb Evrop\u00ebs Lindore, t\u00eb cilat kishin probleme me llogaridh\u00ebnien nj\u00ebjt\u00eb sikurse ne, kishin ftuar shoq\u00ebrin\u00eb civile dhe bizneset si partner\u00eb n\u00eb qeverisje t\u00eb mir\u00eb.<\/p>\n<p>Gjat\u00eb nj\u00eb emergjence, kontratat publike duhet t\u00eb jen\u00eb sa m\u00eb t\u00eb shpejta dhe t\u00eb thjeshta, t\u00eb pakt\u00ebn derisa t\u00eb gjitha mallrat e nevojshme jan\u00eb n\u00eb dispozicion n\u00eb treg dhe t\u00eb vendosen \u00e7mime t\u00eb qarta t\u00eb tregut. Por edhe prokurimi urgjent duhet t\u00eb jet\u00eb plot\u00ebsisht transparent. P\u00ebr shembull, n\u00eb Kazakistan, t\u00eb dh\u00ebnat e prokurimit p\u00ebr COVID-19, si t\u00eb gjitha t\u00eb dh\u00ebnat e tjera, jan\u00eb mbledhur n\u00eb portalin elektronik t\u00eb prokurimit qeveritar n\u00eb nj\u00eb format t\u00eb lexuesh\u00ebm nga makina, dhe n\u00eb koh\u00eb reale. Ukraina, me sistemin e saj Prozorro, madje krijoi nj\u00eb metod\u00eb t\u00eb re p\u00ebr raportimin e prokurimit COVID-19, ku me nj\u00eb klikim mund t\u00eb zgjedh\u00ebsh dhe shoh\u00ebsh t\u00eb gjitha prokurimet p\u00ebr pandemin\u00eb. P\u00ebr t\u00eb ndihmuar qeverin\u00eb, bizneset dhe qytetar\u00ebt, n\u00eb Ukrain\u00eb u krijua edhe platforma YouControl, e cila n\u00eb koh\u00eb reale tregon n\u00ebse spitalet e tyre par\u00ebsore p\u00ebr koronavirusin kan\u00eb mjaft pajisje mbrojt\u00ebse dhe mjek\u00ebsore, dhe sa shtret\u00ebr dhe mjek\u00eb jan\u00eb n\u00eb dispozicion. N\u00eb Moldavi, fillimisht qeveria kishte mbyllur t\u00eb gjitha t\u00eb dh\u00ebnat lidhur me prokurimin p\u00ebr COVID-19. Megjithat\u00eb, pas themelimit t\u00eb nj\u00eb koalicioni prej rreth 30 OJQ dhe n\u00eb negociata me Ministrin\u00eb e Sh\u00ebndetit, brenda pak dit\u00ebve u krijua platforma Tender.Health, e cila mund\u00ebson analiz\u00eb t\u00eb shpejt\u00eb t\u00eb shpenzimeve, p\u00ebrfshir\u00eb specifikat e prokurimit dhe \u00e7mimet e produkteve. Kjo platform\u00eb jo q\u00eb sh\u00ebrbente vet\u00ebm si mjet i transparenc\u00ebs ndaj qytetar\u00ebve, por u ndihmonte edhe institucioneve t\u00eb shihnin \u00e7mimet m\u00eb t\u00eb mira dhe t\u00eb identifikonin furnitor\u00ebt m\u00eb t\u00eb mir\u00eb. K\u00ebto mjete t\u00eb transparenc\u00ebs kishin ndihmuar n\u00eb kursimin e disa milionave n\u00eb prokurime publike emergjente.<\/p>\n<p>Por si ishte situata n\u00eb Kosov\u00eb? Gjat\u00eb periudh\u00ebs shkurt \u2013 korrik 2020 u zhvilluan mbi 180 prokurime t\u00eb mbyllura emergjente. P\u00ebr m\u00eb shum\u00eb, transparenca n\u00eb shpenzimet publike, p\u00ebr t\u00eb cil\u00ebn shoq\u00ebria kosovare kishte luftuar me dekada t\u00eb t\u00ebra, u mbyt fare. Qytetar\u00ebt nuk kishin njohuri, e ende nuk kan\u00eb, as p\u00ebr nevojat institucionale, e as \u00e7far\u00eb \u00e7mimesh po ofronin bizneset? Nj\u00eb institucion bleu maska me 3.5 euro, shum\u00eb t\u00eb tjera me 8 euro, e ndonj\u00eb edhe me 10 e 12 euro p\u00ebr cop\u00eb p\u00ebr t\u00eb nj\u00ebjtat. Dikush ka paguar veshjet mbrojt\u00ebse 10 euro e dikush 25 euro. Dhe k\u00ebto dallime qytetar\u00ebt i m\u00ebsuan vet\u00ebm pas n\u00ebnshkrimit t\u00eb kontratave. Platforma elektronike e prokurimit nuk jepte mund\u00ebsin\u00eb e shkarkimit t\u00eb t\u00eb dh\u00ebnave n\u00eb m\u00ebnyr\u00eb t\u00eb ri-p\u00ebrdorshme, e dokumentet e menaxhimit t\u00eb kontratave si faturat e raportet e pranimit, ende vazhdojn\u00eb t\u00eb jen\u00eb t\u00eb mbyllura. Po deshe t\u2019i shoh\u00ebsh k\u00ebto dokumente, duhet t\u00eb b\u00ebsh k\u00ebrkes\u00ebn p\u00ebr qasje n\u00eb dokumente publike, e q\u00eb p\u00ebr shkak t\u00eb numrit t\u00eb reduktuar t\u00eb pun\u00ebtor\u00ebve n\u00eb institucione, mund ti marr\u00ebsh pas 2-3 muajve apo t\u00eb mos i marr\u00ebsh fare. Dhe derisa hetimet nga kuvendi, prokuroria e agjencia p\u00ebr mbrojtjen e konkurrenc\u00ebs vazhdojn\u00eb, qytetar\u00ebt ende nuk e shohin se ku po shkojn\u00eb paret e tyre.<\/p>\n<p>Para pak dite n\u00eb kuvend nuk kaloi ligji p\u00ebr furnizim t\u00eb qytetar\u00ebve m\u00eb t\u00eb varf\u00ebr n\u00eb Evrop\u00eb me maska falas. Kjo n\u00ebn arsyetimin se nuk kemi buxhet. Ndoshta sikur t\u00eb mos i paguanim maskat e 2.5 eurove 8 euro do t\u00eb kishim nj\u00eb mund\u00ebsi.<\/p>\n<p>Por, pandemia si\u00e7 duket do t\u00eb jet\u00eb mes nesh edhe p\u00ebr nj\u00eb koh\u00eb! Dhe n\u00eb k\u00ebt\u00eb koh\u00eb, qeveria e Kosov\u00ebs ka mund\u00ebsi t\u00eb b\u00ebj\u00eb di\u00e7ka ndryshe, di\u00e7ka m\u00eb t\u00eb mir\u00eb. Ministria e Sh\u00ebndet\u00ebsis\u00eb mund t\u00eb ndjek shembujt e shteteve t\u00eb tjera, dhe t\u00eb ftoj Shoq\u00ebrin\u00eb Civile dhe bizneset t\u00eb bashk\u00ebngjiten n\u00eb k\u00ebt\u00eb betej\u00eb t\u00eb ashp\u00ebr p\u00ebr jet\u00eb a vdekje. Mund t\u00eb nis iniciativa t\u00eb cilat do t\u00eb ndihmonin Kosov\u00ebn jo vet\u00ebm sot, por t\u00eb p\u00ebrdoreshin edhe n\u00eb t\u00eb ardhmen. T\u00eb krijoheshin platforma transparente e t\u00eb dixhitalizoheshin procese. Fundja \u00ebsht\u00eb paraja e qytetarit n\u00eb pyetje. \u00c7do euro e kursyer, do t\u00eb mund t\u00eb ndihmonte n\u00eb shp\u00ebtimin e nj\u00eb jete m\u00eb shum\u00eb. Me shum\u00eb pak mund e shum\u00eb vullnet, PO, Kosova do t\u00eb mund ta b\u00ebnte k\u00ebt\u00eb.
