Tash n\u00eb UP nj\u00eb profesor i ka mbi 20 student\u00eb.<\/em><\/p>\n<p>Forcimi me kuadro, p\u00ebrkat\u00ebsisht freskimi i shkollave t\u00eb larta dhe i fakulteteve me kuadro t\u00eb reja, n\u00eb rend t\u00eb par\u00eb me \u00a0asistent, \u00ebsht\u00eb nj\u00ebra nd\u00ebr detyrat dhe preokupimet e dor\u00ebs s\u00eb par\u00eb t\u00eb t\u00eb gjitha asociacioneve t\u00eb Universitetit t\u00eb Prishin\u00ebs. Orinetimi m\u00eb k\u00ebmb\u00ebngul\u00ebs p\u00ebr p\u00ebrs\u00ebritjen e shkolimit t\u00eb lart\u00eb me kuadro t\u00eb reja pik\u00ebs\u00ebpari synon ngritjen e cil\u00ebsis\u00eb s\u00eb pun\u00ebs shkencore dhe mund\u00ebsin\u00eb p\u00ebr p\u00ebrcjelljen e t\u00eb arriturave m\u00eb bashk\u00ebkohore t\u00eb shkenc\u00ebs, si dhe p\u00ebr eleminimin e dob\u00ebsive q\u00eb jan\u00eb paraqitur deri tash n\u00eb k\u00ebt\u00eb sfer\u00eb. Si\u00e7 \u00a0u tha edhe n\u00eb mbledhjen e fundit t\u00eb KA t\u00eb UP, n\u00eb Universitet, por edhe m\u00eb gjer\u00eb n\u00eb shoq\u00ebri, mungon aksioni p\u00ebr shfry\u00ebzimin maksimal t\u00eb potencialeve shkencore e krijuese, megjith\u00ebse dihet se n\u00eb Univesitet punojn\u00eb rreth 80 p\u00ebr qind t\u00eb numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb kuadrit shkencor. Nd\u00ebrsa pjesa d\u00ebrrmuese e pun\u00ebs profesionale shkencore lidhet me marrjene gradave akademike shkencore, me hartimin e teksteve m\u00ebsimore, tezave t\u00eb magjistratur\u00ebs e doktoratur\u00ebs etj.. e m\u00eb pak n\u00eb l\u00ebmin e k\u00ebrkimeve t\u00eb themelta , meq\u00eb kjo nuk \u00ebsht\u00eb nxitur as nga politika ekzistuese e financimit t\u00eb pun\u00ebs shkencore e as nga aksioni praktik i punonj\u00ebsve shkencor\u00eb t\u00eb institucioneve shkencore dhe t\u00eb fakulteteve.<\/p>\n<p><strong>Pengesa materiale, por edhe dob\u00ebsi subjective<\/strong><\/p>\n<p>Megjith\u00ebse nuk mund t\u00eb mohohen rezultatet q\u00eb u arrit\u00ebn gjat\u00eb viteve t\u00eb fundit p\u00ebr sigurimin e kuadrit t\u00eb ri, p\u00ebrkat\u00ebsisht, asistent\u00ebv\u00eb n\u00eb fakultetet e ndryshme t\u00eb Universitetit t\u00eb Prishtin\u00ebs, prap\u00ebseprap\u00eb nuk mund t\u00eb thuhet se u b\u00eb ndonj\u00eb hap i madh. Kompetent\u00ebt e Universitetit t\u00eb Prishtin\u00ebs k\u00ebt\u00eb n\u00eb rend t\u00eb par\u00eb e lidhin me munges\u00ebn e mjeteve materiale, financimit jo t\u00eb mjaftuesh\u00ebm t\u00eb pun\u00ebs m\u00ebsimore e shkencore. Prandaj, n\u00eb munges\u00eb t\u00eb tyre n\u00eb disa sfera jan\u00eb shk\u00ebputur lidhjet me t\u00eb arriturat e shkenc\u00ebs bot\u00ebrore dhe gjithnj\u00eb e m\u00eb v\u00ebshtir\u00eb po njihen rezultatet e saj. Nuk po mund sigurohen mjete p\u00ebr sigurimin e revistave shkencore si dhe jan\u00eb v\u00ebshtir\u00ebsuar kushtet p\u00ebr publikimin e arritjeve k\u00ebrkimore shkencore, sidomos n\u00eb shkencat eksperimentale, por edhe n\u00eb ato shkencore. Puna k\u00ebrkimore shkencore n\u00eb shkencat humanitare n\u00eb shumic\u00ebn e rasteve zhvilohet individualisht e m\u00eb pak n\u00eb m\u00ebnyr\u00eb t\u00eb organizuar. Asistent\u00ebt t\u00eb shumt\u00ebn jan\u00eb t\u00eb angazhuar me mbajtjen e m\u00ebsimit e shum\u00eb m\u00eb pak p\u00ebr ngritjen profesionalet\u00eb tyre, p\u00ebrmes pun\u00ebs hulumtuese shkencore. T\u00eb gjitha k\u00ebto n\u00eb nj\u00ebr\u00ebn an\u00eb si dhe r\u00ebnia e standardit t\u00eb t\u00eb gjitha kategorive t\u00eb arsimit pra edhe e atyre t\u00eb fakulteteve, kushtet e r\u00ebnda t\u00eb pun\u00ebs, mossigurimi i banesave gjithnj\u00eb e m\u00eb shum\u00eb po e largon interesimin e student\u00ebv\u00eb t\u00eb aft\u00eb q\u00eb t\u00eb mbesin n\u00eb fakultete, kurse n\u00eb an\u00ebn tjet\u00ebr edhe nga asistent\u00ebt e tash\u00ebm ka t\u00eb interesuar q\u00eb t\u00eb gjejn\u00eb pun\u00eb n\u00eb veprimtari t\u00eb tjera.<\/p>\n<p>Krahas faktorit objektiv formimi i kuadrit t\u00eb ri universitar n\u00eb disa mjedise ndesh edhe n\u00eb problemin e monopolit, izolimit, familjarizimit, privatizimit, madje edhe n\u00eb kritere joshkencore n\u00eb procesin e zgjedhjes s\u00eb asistent\u00ebve. Nga ana tjet\u00ebr disa m\u00ebsimdh\u00ebn\u00ebs nuk japin ndihm\u00ebn e tyre profesionale konkrete p\u00ebr sigurimin e asistent\u00ebve, madje ka edhe t\u00eb atill\u00eb q\u00eb jan\u00eb para pensionit dhe nuk kan\u00eb siguruar ende pasardh\u00ebs q\u00eb do t\u00eb zavend\u00ebsonte denj\u00ebsisht pas pensionimit t\u00eb tyre. Dob\u00ebsi tjet\u00ebr \u00ebsht\u00eb edhe mosinteresimi p\u00ebr mbetjen e bursist\u00ebve t\u00eb Universitetit n\u00eb fakultete pas mbarimit t\u00eb studimeve. Prandaj, kjo ka b\u00ebr\u00eb q\u00eb n\u00eb disa fakultete duksh\u00ebm t\u00eb v\u00ebrehet mungesa e asistent\u00ebve.<\/p>\n<p><strong>Nevojiten mbi 300 asistent\u00eb<\/strong><\/p>\n<p>Pasi q\u00eb orientimi i subjekteve t\u00eb Universitetit t\u00eb Prishtin\u00ebs \u00ebsht\u00eb q\u00eb secili profesor n\u00eb fakultet t\u00eb ket\u00eb edhe asistentit \u00ebsht\u00eb e nevojshme tash p\u00ebr tash q\u00eb t\u00eb sigurohen edhe 360 asistent\u00eb. E kur dihet se gati 70 profesor\u00eb jan\u00eb para pensionimit e mosha mesatare e asistent\u00ebve \u00ebsht\u00eb 35 vje\u00e7, e ka bile edhe 45 vje\u00e7ar\u00eb nevoja p\u00ebr sigurimin e kuadrit t\u00eb ri shtohet edhe m\u00eb. Gjithashtu orientimi \u00ebsht\u00eb q\u00eb t\u00eb arrihen parametrat bot\u00ebror\u00eb ku nj\u00eb profesor duhet t\u2019i ket\u00eb m\u00eb shum\u00eb se 9-12 student\u00eb. Derisa n\u00eb Jugosllavi profesori tash ka 14 student\u00eb, nd\u00ebrsa n\u00eb Kosov\u00eb mbi 20 , q\u00ebllimi \u00ebsht\u00eb q\u00eb t\u00eb arrihen nj\u00ebh\u00ebr\u00eb parametrat jugosllav\u00eb e pastaj ata bot\u00ebror\u00eb. Sepse, si\u00e7 thot\u00eb Muhamet Bicaj, prorektor n\u00eb Universitetin e Prishtin\u00ebs, p\u00ebrderisa t\u00eb mos sigurohet nj\u00eb kuad\u00ebr i till\u00eb, sipas k\u00ebryre parametrave, v\u00ebshtir\u00eb se mund t\u2019i p\u00ebrcjellim t\u00eb arriturat e shkenc\u00ebs bashk\u00ebkohore, prandaj mu p\u00ebr k\u00ebt\u00eb po b\u00ebh\u00ebn p\u00ebrpjekje q\u00eb t\u00eb sigurohen kritere t\u00eb nj\u00ebsuara p\u00ebr pranimin e asistent\u00ebve. Gjithashtu, n\u00eb t\u00eb gjitha nivelet, si\u00e7 thot\u00eb Muhamet Bicaj, e kemi ashp\u00ebrsuar p\u00ebrgjegj\u00ebsin\u00eb ndaj atyre q\u00eb ikin prej asistent\u00ebve, apo keqp\u00ebrdorin pranimin e tyre. Kurse me ligjin e ri q\u00eb pritet q\u00eb freskimi me kuadri t\u00eb reja do t\u00eb zgjidhet n\u00eb m\u00ebnyr\u00eb m\u00eb efikase. Mir\u00ebpo, \u00e7\u00ebshtja e asistent\u00ebve nuk duhet t\u00eb jet\u00eb pun\u00eb vet\u00ebm e fakulteteve por edhe e subjekteve t\u00eb tjer\u00eb shoq\u00ebror\u00eb.<\/p>\n<p><strong>M\u00eb joshes m\u00ebsimdh\u00ebn\u00ebsit se asistent\u00ebt<\/strong><\/p>\n<p>Nga viti shkollor 1981\/ 82 e deri sivjet n\u00eb fakultete t\u00eb ndryshme e SHI, n\u00eb UP jan\u00eb pranuar 512 m\u00ebsimdh\u00ebn\u00ebs e bashk\u00ebpun\u00ebtor, prej tyre 174 asistent\u00eb. P\u00ebrderisa n\u00eb vitin 1981 kishte kishte gjithsej 1444 m\u00ebsimdh\u00ebn\u00ebs pre tyre 928 p\u00ebr m\u00ebsim n\u00eb gjuh\u00ebn shqipe dhe 516 n\u00eb gjuh\u00ebn serbokroate, n\u00eb vitin 1987 \/88 ky num\u00ebr u rrit n\u00eb 1956, n\u00eb m\u00ebsim n\u00eb gjuh\u00ebn shqipe dhe n\u00eb at\u00eb serbokroate 789.
