Roli i shoq\u00ebris\u00eb civile \u00ebsht\u00eb vital p\u00ebr demokracin\u00eb. Organizatat e shoq\u00ebris\u00eb civile paraqesin nj\u00eb m\u00ebnyr\u00eb alternative t\u00eb mbrojtjes s\u00eb interesave t\u00eb qytetar\u00ebve, kanalizimit t\u00eb pik\u00ebpamjeve t\u00eb ndryshme, prezantim t\u00eb interesave tek vendim-marr\u00ebsit apo edhe t\u00eb ofrimit t\u00eb sh\u00ebrbimeve sociale. Ky rol kaq i gjer\u00eb i shoq\u00ebris\u00eb civile n\u00eb sfer\u00ebn publike nuk ka kaluar pa u kontestuar. P\u00ebr disa studiues, akter\u00ebt e shoq\u00ebris\u00eb civile kan\u00eb fituar shum\u00eb pushtet politik pa qen\u00eb t\u00eb zgjedhur apo t\u00eb em\u00ebruar nga askush. Shikuar nga perspektiva teorike, organizatat e shoq\u00ebris\u00eb civile jan\u00eb pjes\u00eb e demokracis\u00eb pjes\u00ebmarr\u00ebse dhe jo demokracis\u00eb p\u00ebrfaq\u00ebsuese. Ato nuk jan\u00eb trupa t\u00eb zgjedhur por grumbullime t\u00eb qytetar\u00ebve rreth nj\u00eb q\u00ebllimi t\u00eb caktuar. Legjitimiteti i tyre buron nga pjes\u00ebmarrja n\u00eb procese publike p\u00ebr \u00e7\u00ebshtjet t\u00eb cilat i adresojn\u00eb.<\/p>\n<p><strong>2.<\/strong><\/p>\n<p>Organizatat e shoq\u00ebris\u00eb civile (OSHC) n\u00eb Kosov\u00eb jan\u00eb pjes\u00ebmarr\u00ebs aktiv n\u00eb konceptimin dhe krijimin e politikave publike, mbik\u00ebqyrjen e zbatimit t\u00eb politikave nga qeveria, si dhe k\u00ebrkimin e p\u00ebrgjegj\u00ebsis\u00eb nga autoritetet publike. P\u00ebrve\u00e7 ushtrimit t\u00eb veprimtaris\u00eb si organizata individuale, organizatat e shoq\u00ebris\u00eb civile kan\u00eb avancuar p\u00ebr nga m\u00ebnyra e organizimit duke bashkuar energjit\u00eb p\u00ebrmes krijimit t\u00eb rrjet\u00ebzimeve p\u00ebr tema t\u00eb caktuara. K\u00ebto rrjete sot i hasim duke avokuar p\u00ebr barazi gjinore, duke kontribuar n\u00eb transparenc\u00ebn e zgjedhjeve, apo edhe mbrojtjen dhe avancimin e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve. Puna e p\u00ebrditshme e k\u00ebtyre rrjeteve, e ve\u00e7an\u00ebrisht e organizatave individuale, ka b\u00ebr\u00eb q\u00eb besimi i publikut n\u00eb OJQ-t\u00eb t\u00eb jet\u00eb prej m\u00eb t\u00eb lart\u00ebve krahasuar me sektor\u00ebt tjer\u00eb. N\u00eb matjen e fundit t\u00eb opinionin publik t\u00eb UNDP-s\u00eb, mbi 50% e t\u00eb anketuarve mendojn\u00eb se shoq\u00ebria civile n\u00eb Kosov\u00eb sh\u00ebrben si monitorues i sinqert\u00eb i zhvillimeve demokratike n\u00eb vend. P\u00ebrve\u00e7 monitorimit, organizatat e shoq\u00ebris\u00eb civile plot\u00ebsojn\u00eb mjaft\u00eb mir\u00eb edhe fush\u00ebn e hulumtimeve dhe analizave t\u00eb politikave publike. Nga bashk\u00ebpunimi i OSHC-ve me mediat \u00ebsht\u00eb arritur identifikimi i defekteve dhe demaskimi i rasteve t\u00eb panum\u00ebrta t\u00eb korrupsionit n\u00eb institucionet publike, pun\u00ebsimeve n\u00eb baza nepotiste dhe klienteliste n\u00eb administrat\u00ebn shtet\u00ebrore, si dhe keqp\u00ebrdorimeve t\u00eb tjera me pushtetin.<\/p>\n<p><strong>3.<\/strong><\/p>\n<p>E gjith\u00eb kjo ekspertiz\u00eb e shoq\u00ebris\u00eb civile e akumuluar p\u00ebrgjat\u00eb nj\u00ebzet\u00eb viteve t\u00eb fundit, nuk guxon t\u00eb mbetet vet\u00ebm n\u00eb rrafshin e identifikimit t\u00eb problemeve dhe dh\u00ebnies s\u00eb rekomandimeve. Kritikat dhe konfrontimi me shtetin \u00ebsht\u00eb vet\u00ebm nj\u00eb mjet. Bashk\u00ebpunimi me autoritetet publike \u00ebsht\u00eb nj\u00eb mjet tjet\u00ebr i cili duhet t\u00eb shihet si interes i p\u00ebrbashk\u00ebt. Bashk\u00ebpunimi i shoq\u00ebris\u00eb civile me institucionet \u00ebsht\u00eb i domosdosh\u00ebm, ndon\u00ebse nuk \u00ebsht\u00eb nj\u00eb proces i leht\u00eb pasi k\u00ebrkon vullnet t\u00eb dyansh\u00ebm. OSHC-t\u00eb i frikohen politizimit dhe tendencave p\u00ebr kontroll t\u00eb veprimtaris\u00eb s\u00eb tyre nga qeveria, kurse autoritetet publike ende nuk e njohin dhe kuptojn\u00eb mir\u00ebfilli rolin e shoq\u00ebris\u00eb civile. Deri m\u00eb tani, bashk\u00ebpunimi i organizatave t\u00eb shoq\u00ebris\u00eb civile me qeverin\u00eb ka qen\u00eb m\u00eb shum\u00eb sporadik, i bazuar n\u00eb vullnetin politik t\u00eb disa udh\u00ebheq\u00ebse dhe i kontakteve dhe njohjeve personale. Vendosja e marr\u00ebdh\u00ebnies s\u00eb Qeveris\u00eb me shoq\u00ebrin\u00eb civile brenda nj\u00eb kornize institucionale p\u00ebr her\u00eb t\u00eb par\u00eb ka ndodhur n\u00eb vitin 2013 p\u00ebrmes themelimit t\u00eb K\u00ebshillit p\u00ebr Bashk\u00ebpunim t\u00eb Qeveris\u00eb me Shoq\u00ebrin\u00eb Civile. Hartimi i strategjive p\u00ebr bashk\u00ebpunim ka vendosur bazat e partneritetit dhe krijimit t\u00eb nj\u00eb fryme t\u00eb hapur t\u00eb komunikimit t\u00eb rregullt dhe t\u00eb strukturuar. E gjith\u00eb kjo n\u00eb funksion t\u00eb hartimit t\u00eb politikave te\u0308 q\u00ebndrueshme publike dhe rritjes t\u00eb llogaridh\u00ebnies dhe transparenc\u00ebs.<\/p>\n<p><strong>4.<\/strong><\/p>\n<p>Gati p\u00ebr nj\u00eb dekad\u00eb Kosova gjendet n\u00eb proces t\u00eb dialogut me Serbin\u00eb p\u00ebr normalizim t\u00eb marr\u00ebdh\u00ebnieve. Procesi i dialogut ka qen\u00eb i gjat\u00eb, mjaft\u00eb rraskapit\u00ebs dhe deri m\u00eb tani nuk ka dh\u00ebn\u00eb rezultatet e pritura si pasoj\u00eb e mos zbatimit t\u00eb plot\u00eb t\u00eb t\u00eb gjitha marr\u00ebveshjeve t\u00eb arritura. P\u00ebrmbyllja e k\u00ebtij procesi me sukses p\u00ebr vendin ton\u00eb \u00ebsht\u00eb tejet i r\u00ebnd\u00ebsishme, pasi p\u00ebrmes tij synohet konsolidimi i subjektivitetit nd\u00ebrkomb\u00ebtar t\u00eb Kosov\u00ebs. P\u00ebrmbyllja e dialogut do t\u00eb krijoj\u00eb m\u00eb shum\u00eb stabilitet p\u00ebr qeverin\u00eb dhe fokusim t\u00eb akter\u00ebve politik n\u00eb problemet e p\u00ebrditshme t\u00eb qeverisjes. T\u00eb pakt\u00ebn dy prej qeverive t\u00eb fundit ishin viktim\u00eb e procesit t\u00eb dialogut, gj\u00eb q\u00eb ka shkaktuar kriza politike t\u00eb nj\u00ebpasnj\u00ebshme. P\u00ebr nj\u00eb shtet t\u00eb ri si Kosova, krizat e tilla politike do t\u00eb ken\u00eb pasoja n\u00eb zhvillimet socio-ekonomike.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, procesi i dialogut \u00ebsht\u00eb deformuar aq shum\u00eb saq\u00eb ka hezitim nga akter\u00ebt politik vendor q\u00eb t\u00eb p\u00ebrfshihen n\u00eb t\u00eb. Mungesa e transparenc\u00ebs ka ngritur shum\u00eb pik\u00ebpyetje p\u00ebr p\u00ebrmbajtjen e marr\u00ebveshjes p\u00ebrfundimtare e cila mendohet t\u00eb jet\u00eb ligj\u00ebrisht e obligueshme p\u00ebr t\u00eb dyja pal\u00ebt. Partit\u00eb opozitare vazhdimisht kan\u00eb refuzuar t\u00eb ken\u00eb rol aktiv dhe t\u00eb marrin p\u00ebrgjegj\u00ebsi shtes\u00eb. Nd\u00ebrkoh\u00eb, shpesh d\u00ebgjojm\u00eb deklarata nga udh\u00ebheq\u00ebsit institucionale p\u00ebr p\u00ebrfshirje edhe t\u00eb shoq\u00ebris\u00eb civile n\u00eb k\u00ebt\u00eb proces. Organizatat e shoq\u00ebris\u00eb civile n\u00eb Kosov\u00eb vazhdimisht kan\u00eb transformuar aktivitetet e tyre duke ia p\u00ebrshtatur realitetit dhe nevojave t\u00eb reja. Di\u00e7ka e till\u00eb ka ndodhur edhe me dialogun. Nj\u00eb num\u00ebr i OSHC-ve ka krijuar potencial profesional q\u00eb mund ta v\u00ebn\u00eb n\u00eb dispozicion t\u00eb qeveris\u00eb p\u00ebr realizimin e q\u00ebllimeve t\u00eb p\u00ebrbashk\u00ebta. Andaj, dialogu duhet t\u00eb jet\u00eb fokusi i bashk\u00ebpunimit n\u00eb mes t\u00eb dy sektor\u00ebve. Suksesi n\u00eb dialog \u00ebsht\u00eb sukses i p\u00ebrbashk\u00ebt.
