Ky proces \u00ebsht\u00eb karakterizuar me d\u00ebshtime, tensione dhe sukses modest.<\/p>\n<p>Dinamika e negociatave \u00ebsht\u00eb diktuar kryesisht nga zhvillimet e brendshme politike dhe nd\u00ebrkomb\u00ebtare, me \u00e7\u2019rast Kosova dhe Serbia jan\u00eb gjetur n\u00eb qend\u00ebr t\u00eb v\u00ebmendjes t\u00eb ngjarjeve politike europiane.<\/p>\n<p>Dialogu Kosov\u00eb-Serbi ka p\u00ebrjetuar dinamika t\u00eb ndryshme: nga ndryshimet n\u00eb delegacionet e vendeve p\u00ebrkat\u00ebse, rinovimet e p\u00ebrfaq\u00ebsuesve t\u00eb lart\u00eb t\u00eb BE-s\u00eb dhe nd\u00ebrmjet\u00ebsuesve, marr\u00ebveshja n\u00eb Washington D.C. me sponsorizim t\u00eb ish-presidentit Donald Trump, deri te shfaqja e temave si korrigjimi i mundsh\u00ebm i kufijve nd\u00ebrmjet t\u00eb dyja vendeve.<\/p>\n<p>Pavar\u00ebsisht trajektores s\u00eb paq\u00ebndrueshme t\u00eb dialogut, n\u00eb dy vjet\u00ebt e fundit jan\u00eb v\u00ebn\u00eb re disa faktor\u00eb t\u00eb ndrysh\u00ebm q\u00eb kan\u00eb ndryshuar ecurin\u00eb e dialogut.<\/p>\n<p>Tashm\u00eb Kosova qeveriset nga nj\u00eb shumic\u00eb e fuqishme, me L\u00ebvizjen Vet\u00ebvendosje q\u00eb ka marr\u00eb 50.7 % t\u00eb votave n\u00eb zgjedhjet e p\u00ebrgjithshme nacionale, nj\u00eb rezultat i paprecedent n\u00eb historin\u00eb politike t\u00eb Kosov\u00ebs.<\/p>\n<p>Kjo shumic\u00eb parlamentare ka siguruar q\u00eb \u00e7\u00ebshtja e p\u00ebrfaq\u00ebsimit t\u00eb vullnetit politik n\u00eb dialog nuk \u00ebsht\u00eb m\u00eb n\u00eb pik\u00ebpyetje, p\u00ebr dallim nga qeverit\u00eb e kaluara. Si rezultat, ky element i ofron kryeministrit Kurti legjitimitet t\u00eb plot\u00eb n\u00eb negociata.<\/p>\n<p>Nj\u00eb zhvillim tjet\u00ebr i r\u00ebnd\u00ebsish\u00ebm \u00ebsht\u00eb koordinimi aktual transatlantik BE-ShBA, q\u00eb \u00ebsht\u00eb n\u00eb nivel shum\u00eb m\u00eb t\u00eb mir\u00eb sesa gjat\u00eb administrat\u00ebs s\u00eb Donald Trump.<\/p>\n<p>K\u00ebsisoj, Kosova nuk gjendet n\u00eb pozicione \u2018zgjidh e merr\u2019, si\u00e7 ishte n\u00eb periudh\u00ebn 2018-2020. Ky koordinim i sh\u00ebrben pozitivisht dialogut dhe ve\u00e7an\u00ebrisht pozicionit kosovar n\u00eb dialog.<\/p>\n<p>S\u00eb treti, lufta n\u00eb Ukrain\u00eb ka ndryshuar peizazhin gjeopolitik dhe paradigm\u00ebn e stabilitetit n\u00eb Europ\u00eb. N\u00eb k\u00ebt\u00eb drejtim, nevoja p\u00ebr shuarjen e konflikteve t\u00eb ngrira dhe mosp\u00ebrs\u00ebritja e skenar\u00ebve t\u00eb ngjash\u00ebm mbetet imperative p\u00ebr Per\u00ebndimin, gj\u00eb q\u00eb shton nevoj\u00ebn p\u00ebr nj\u00eb zgjidhje p\u00ebrfundimtare mes Kosov\u00ebs dhe Serbis\u00eb.<\/p>\n<p>Duke marr\u00eb p\u00ebr baz\u00eb rrethanat aktuale, Hulumtimi i\u00a0<a href=\"http:\/\/www.legalpoliticalstudies.org\/wp-content\/uploads\/2022\/09\/Policy-Note_Evaluating-Kosovo%E2%80%99s-position-in-the-Dialogue-with-Serbia-GLPS-2022.pdf\" target=\"_blank\" rel=\"noopener\">Grupit p\u00ebr Studime Juridike dhe Politike<\/a>\u00a0argumenton se pozicioni aktual i Kosov\u00ebs n\u00eb dialog \u00ebsht\u00eb parimor.<\/p>\n<p>Ky pozicionim ka rezultuar i suksessh\u00ebm n\u00eb rastin e vendosjes s\u00eb reciprocitetit n\u00eb \u00e7\u00ebshtjen e targave dhe kartave t\u00eb identitetit, por n\u00eb an\u00ebn tjet\u00ebr ka krijuar pak\u00ebnaq\u00ebsi dhe bllokad\u00eb n\u00eb rastin e implementimit t\u00eb marr\u00ebveshjes p\u00ebr themelimin e Asociacionit t\u00eb Komunave me shumic\u00eb Serbe (AKS).<\/p>\n<p>P\u00ebrgjith\u00ebsisht,\u00a0<a href=\"http:\/\/www.legalpoliticalstudies.org\/wp-content\/uploads\/2022\/09\/Policy-Note_Evaluating-Kosovo%E2%80%99s-position-in-the-Dialogue-with-Serbia-GLPS-2022.pdf\" target=\"_blank\" rel=\"noopener\">kryefjala e qeveris\u00eb Kurti n\u00eb k\u00ebt\u00eb proces ka qen\u00eb reciprociteti me Serbin\u00eb.<\/a>\u00a0Nj\u00eb parim tjet\u00ebr q\u00eb Qeveria Kurti po e ndjek n\u00eb proces \u00ebsht\u00eb kornizimi i dialogut drejt marr\u00ebveshjes finale dhe jo te marr\u00ebveshjet e tjera.<\/p>\n<p>Sidoqoft\u00eb, ka disa marr\u00ebveshje q\u00eb jan\u00eb rinegociuar nga e kaluara, duke p\u00ebrfshir\u00eb targat, energjin\u00eb dhe personat e zhdukur. P\u00ebrparim i duksh\u00ebm \u00ebsht\u00eb arritur me marr\u00ebveshjen e p\u00ebrkohshme p\u00ebr targat, p\u00ebrmes s\u00eb cil\u00ebs u vendos nj\u00eb regjim ngjit\u00ebsish dhe u garantua liria e l\u00ebvizjes.<\/p>\n<p>Tutje, parimi i tret\u00eb q\u00eb Kosova \u00ebsht\u00eb duke ndjekur n\u00eb dialog \u00ebsht\u00eb se asgj\u00eb nuk mund t\u00eb p\u00ebrfshihet n\u00eb marr\u00ebveshjen p\u00ebrfundimtare, e cila v\u00eb n\u00eb pik\u00ebpyetje sovranitetin, integritetin territorial e funksionalitetin e institucioneve shtet\u00ebrore t\u00eb Kosov\u00ebs.<\/p>\n<p>S\u00eb kat\u00ebrti, Kosova ka refuzuar \u00e7do p\u00ebrpjekje p\u00ebr t\u00eb pranuar formimin e AKS-s\u00eb \u2013 premtim elektoral i LVV-s\u00eb \u2013 p\u00ebrkund\u00ebr vendimit t\u00eb Gjykat\u00ebs Kushtetuese dhe presionit publik nga p\u00ebrfaq\u00ebsuesit e BE-s\u00eb.<\/p>\n<p>Racionalja e mospropozimit t\u00eb ndonj\u00eb alternative p\u00ebr statutin e AKS-s\u00eb, sipas Qeveris\u00eb, q\u00ebndron n\u00eb faktin q\u00eb Asociacioni praktikisht me vendimin e Gjykat\u00ebs Kushtetuese \u00ebsht\u00eb shnd\u00ebrruar n\u00eb nj\u00eb organizat\u00eb joqeveritare (OJQ). Rrjedhimisht, Qeveria nuk themelon OJQ.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb thuhet q\u00eb dialogu tash e nj\u00eb dekad\u00eb po karakterizohet nga e ashtuquajtura &#8216;paqart\u00ebsi konstruktive&#8217; (\u2018constructive ambiguity\u2019) nga BE-ja, qasje e cila e shteroi vetveten dhe nuk ishte n\u00eb gjendje t\u00eb arrinte nj\u00eb marr\u00ebveshje.<\/p>\n<p>Pozicionet e ngurta t\u00eb t\u00eb dyja pal\u00ebve n\u00eb negociata dhe d\u00ebshtimi i BE-s\u00eb p\u00ebr t\u00eb krijuar stimuj p\u00ebr p\u00ebrparim t\u00eb konsideruesh\u00ebm e kan\u00eb penguar procesin, i cili m\u00eb pas u shoq\u00ebrua me periudha ng\u00ebr\u00e7i.<\/p>\n<p>N\u00eb vler\u00ebsimin e qasjes s\u00eb Qeveris\u00eb Kurti mund t\u00eb nxjerrim p\u00ebrfundimin se Kosova ka qen\u00eb proaktive n\u00eb proces dhe e angazhuar n\u00eb m\u00ebnyr\u00eb aktive n\u00eb \u00e7\u00ebshtjet q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me dialogun.<\/p>\n<p>Mund t\u00eb thuhet se ka nj\u00eb diskurs t\u00eb ri nga qeveria e Kurtit, diskurs i cili e\u00a0 njeh r\u00ebnd\u00ebsin\u00eb e madhe q\u00eb ka dialogu me Serbin\u00eb, por n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb po nd\u00ebrtohet nj\u00eb ligj\u00ebrim i ri nga Qeveria Kurti, q\u00eb dialogun e sheh n\u00eb kuad\u00ebr t\u00eb nd\u00ebrtimit t\u00eb marr\u00ebdh\u00ebnieve t\u00eb mira fqinj\u00ebsore me Serbin\u00eb si dy shtete t\u00eb barabarta, e jo si proces q\u00eb \u00ebsht\u00eb i nd\u00ebrlidhur me ekzistenc\u00ebn e shtet\u00ebsis\u00eb s\u00eb Kosov\u00ebs.<\/p>\n<\/div>\n<div class=\"news-right\">\n<div class=\"post\">\n<p class=\"author\">\n<\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Ka kaluar m\u00eb shum\u00eb se nj\u00eb dekad\u00eb q\u00eb nga fillimi i dialogut p\u00ebr normalizimin e gjithansh\u00ebm t\u00eb marr\u00ebdh\u00ebnieve nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb.
