Nj\u00eb ve\u00e7ori q\u00eb karakterizoi Kosov\u00ebn ishte frekuenca me t\u00eb cil\u00ebn ndryshonte qeveria gjat\u00eb fazave t\u00eb hershme t\u00eb pandemis\u00eb.<\/p>\n<p>N\u00eb mars t\u00eb vitit 2021, vet\u00ebm 50 dit\u00eb pas formimit t\u00eb qeveris\u00eb s\u00eb koalicionit t\u00eb udh\u00ebhequr nga Lidhja Demokratike e Kosov\u00ebs (LDK) dhe L\u00ebvizja Vet\u00ebvendosje (LVV) n\u00eb krye me Albin Kurtin si kryeminist\u00ebr, u p\u00ebrdor mocion mosbesimi nga partneri i koalicionit t\u00eb LVV-s\u00eb, LDK, q\u00eb rezultoi me rr\u00ebzimin e Qeveris\u00eb Kurti I.<\/p>\n<p>Nga data 3 qershor 2021, ekzekutivi m\u00eb pas u udh\u00ebhoq nga Avdullah Hoti, i cili drejtoi koalicionin LDK-AAK-NISMA-Lista Serbe. Gjersa e gjith\u00eb kjo ngjarje po ndodhte n\u00eb kulmin e pandemis\u00eb, Gjykata Kushtetuese me verdiktin e saj vler\u00ebsoi se Qeveria Hoti ishte zgjedhur n\u00eb m\u00ebnyr\u00eb jokushtetuese. Rrjedhimisht, Kosova pati edhe nj\u00eb pal\u00eb zgjedhjeje ku fitimtare doli LVV-ja, q\u00eb s\u00eb bashku me \u201cList\u00ebn Guxo\u201d t\u00eb Vjosa Osmanit formuan Qeverin\u00eb e re Kurti II.<\/p>\n<p>Si pasoj\u00eb e rr\u00ebmuj\u00ebs politike, k\u00ebto tri ndryshime kontribuuan n\u00eb p\u00ebrpjekjet e vonuara dhe t\u00eb ngat\u00ebrruara t\u00eb rim\u00ebk\u00ebmbjes nga pandemia.<\/p>\n<p>Qeverit\u00eb e Kosov\u00ebs tentuan ta p\u00ebrmir\u00ebsojn\u00eb gjendjen p\u00ebrmes kat\u00ebr programeve:\u00a0<a href=\"https:\/\/mf.rks-gov.net\/page.aspx?id=1,2,851\" target=\"_blank\" rel=\"noopener\">Pakos Emergjente Fiskale<\/a>,\u00a0<a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=35478\" target=\"_blank\" rel=\"noopener\">Ligjit p\u00ebr Rim\u00ebk\u00ebmbjen Ekonomike<\/a>,\u00a0<a href=\"https:\/\/mf.rks-gov.net\/desk\/inc\/media\/FEC082F0-53E1-46B9-BC9B-5F23C29920CE.pdf?fbclid=IwAR2c6uVrwnmK8WtMFkNO-eNLCi4Heol25BQoP_Ydmq-wc131NTAfh2XVv6Q\" target=\"_blank\" rel=\"noopener\">Pakos s\u00eb Rim\u00ebk\u00ebmbjes Ekonomike<\/a>\u00a0dhe\u00a0<a href=\"https:\/\/mf.rks-gov.net\/desk\/inc\/media\/D3A6FA8F-6A6A-42AA-A090-52062568DC47.pdf\" target=\"_blank\" rel=\"noopener\">Pakos p\u00ebr Ringjallje Ekonomike<\/a>. P\u00ebrkund\u00ebr masave t\u00eb nd\u00ebrmarra, k\u00ebto programe nuk kishin koherenc\u00eb p\u00ebr t\u00eb pasur rezultate t\u00eb k\u00ebnaqshme.<\/p>\n<p>Kriza ekonomike v\u00ebshtir\u00ebsoi dhe pati ndikim jasht\u00ebzakonisht t\u00eb madh n\u00eb shoq\u00ebrin\u00eb kosovare. Shum\u00eb sh\u00ebrbime sociale nuk funksionuan gjat\u00eb pandemis\u00eb dhe kjo pati pasoja negative n\u00eb mir\u00ebqenien e qytetar\u00ebve. Mbyllja totale dhe ndalimi i veprimtarive ndikuan drejtp\u00ebrdrejt n\u00eb p\u00ebrkeq\u00ebsimin e gjendjes financiare t\u00eb tyre.<\/p>\n<p>Tutje, sektori privat dhe t\u00eb papun\u00ebt u p\u00ebrball\u00ebn me sfida t\u00eb m\u00ebdha. Pun\u00ebtor\u00ebt informal\u00eb ishin grupi m\u00eb i prekur nga pandemia. Bllokimi dhe kufizimet e r\u00ebnda t\u00eb vendosura n\u00eb industri dhe aktivitete ishin t\u00eb d\u00ebmshme p\u00ebr fuqin\u00eb pun\u00ebtore n\u00eb vend. T\u00eb ardhurat u ul\u00ebn, nd\u00ebrsa papun\u00ebsia u rrit. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, njer\u00ebzit shpenzonin m\u00eb shum\u00eb para p\u00ebr gj\u00ebra esenciale, si\u00e7 jan\u00eb ushqimi dhe barnat.<\/p>\n<p>N\u00eb vjesht\u00eb t\u00eb 2021-t\u00ebs, Instituti i Prishtin\u00ebs p\u00ebr Studime Politike (PIPS) zhvilloi nj\u00eb\u00a0<a href=\"https:\/\/pips-ks.org\/sq\/Detaje\/ArtMID\/1446\/ArticleID\/4230\/Ndikimi-Socio-Ekonomik-i-Pandemis235-n235-Kosov235\" target=\"_blank\" rel=\"noopener\">studim<\/a>\u00a0p\u00ebr mbledhjen e t\u00eb dh\u00ebnave mbi efektet socio-ekonomike t\u00eb pandemis\u00eb n\u00eb Kosov\u00eb. Studimi p\u00ebrb\u00ebhej nga tri fokus-grupe q\u00eb p\u00ebrb\u00ebnin sip\u00ebrmarr\u00ebs nga bizneset e vogla dhe t\u00eb mesme, qytetar\u00eb dhe pun\u00ebtor\u00eb, si dhe politik\u00ebb\u00ebr\u00ebs nga sektori publik dhe i shoq\u00ebris\u00eb civile.<\/p>\n<p>Si pjes\u00eb e k\u00ebtij studimi u p\u00ebrfshi edhe nj\u00eb anket\u00eb nga 100 familje n\u00eb Kosov\u00eb. Sipas anket\u00ebs, 29% e familjeve t\u00eb anketuara raportuan r\u00ebnie t\u00eb t\u00eb ardhurave, 17% e familjeve deklaruan se an\u00ebtar\u00ebt e familjes s\u00eb tyre kishin humbur pun\u00ebn, nd\u00ebrsa 30% e familjeve raportuan raste t\u00eb zhvendosjes s\u00eb pun\u00ebs s\u00eb tyre virtualisht ose me koh\u00eb t\u00eb pjesshme. 81% e familjeve deklaruan se shpenzonin m\u00eb shum\u00eb p\u00ebr ushqim dhe 78% se shpenzonin m\u00eb shum\u00eb p\u00ebr ila\u00e7e.<\/p>\n<p>Si pasoj\u00eb e gjendjes s\u00eb r\u00ebnduar ekonomike, pandemia gjithashtu ka thelluar pabarazit\u00eb sociale. Mes t\u00eb tjerash, u zgjerua hendeku i pabarazis\u00eb gjinore, u p\u00ebrkeq\u00ebsua sh\u00ebndeti mendor i qytetar\u00ebve, n\u00eb ve\u00e7anti i f\u00ebmij\u00ebve.<\/p>\n<p>P\u00ebrtej sh\u00ebndetit mendor t\u00eb f\u00ebmij\u00ebve, nj\u00eb pjes\u00eb e konsiderueshme e tyre nuk pat\u00ebn qasje n\u00eb m\u00ebsimin online si pasoj\u00eb e munges\u00ebs s\u00eb teknologjis\u00eb adekuate. Sipas\u00a0<a href=\"https:\/\/pips-ks.org\/sq\/Detaje\/ArtMID\/1446\/ArticleID\/4230\/Ndikimi-Socio-Ekonomik-i-Pandemis235-n235-Kosov235\" target=\"_blank\" rel=\"noopener\">studimit\u00a0<\/a>t\u00eb PIPS-it, 37% e t\u00eb anketuarve kan\u00eb deklaruar se nuk kan\u00eb qasje n\u00eb internet dhe vet\u00ebm 32.5% e tyre kan\u00eb th\u00ebn\u00eb se posedojn\u00eb nj\u00eb laptop personal.<\/p>\n<p>Sikur kjo t\u00eb mos mjaftonte, rolet tradicionale gjinore dhe normat sociale n\u00eb Kosov\u00eb b\u00ebn\u00eb q\u00eb stabiliteti financiar i grave t\u00eb prishej ve\u00e7an\u00ebrisht nga pandemia. Kur institucionet e kujdesit p\u00ebr f\u00ebmij\u00ebt dhe sh\u00ebrbimeve sociale u mbyll\u00ebn, barra ra kryesisht te grat\u00eb. Rreziku i grave dhe f\u00ebmij\u00ebve nga dhuna n\u00eb familje u rrit gjithashtu.<\/p>\n<p>Si\u00e7 pasqyrohet n\u00eb t\u00eb dh\u00ebna, efekti socio-ekonomik i pandemis\u00eb n\u00eb Kosov\u00eb \u00ebsht\u00eb ndikuar nga politikat dhe sjelljet e qeveris\u00eb; 79% e familjeve t\u00eb anketuara kan\u00eb th\u00ebn\u00eb se nuk kan\u00eb p\u00ebrfituar nga asnj\u00eb nga pakot e rim\u00ebk\u00ebmbjes ekonomike t\u00eb qeveris\u00eb.<\/p>\n<p>\u00cbsht\u00eb e domosdoshme q\u00eb qeveria t\u00eb p\u00ebrqendroj\u00eb m\u00eb shum\u00eb v\u00ebmendje n\u00eb zinxhir\u00ebt e shp\u00ebrndarjes s\u00eb ndihm\u00ebs, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mund t\u2019i zbus\u00eb barrierat p\u00ebr shp\u00ebrndarjen e drejt\u00eb t\u00eb burimeve. Masat akute t\u00eb Qeveris\u00eb p\u00ebr mbylljen e industrive dhe bizneseve ndikuan negativisht n\u00eb t\u00eb ardhurat e konsumin, si dhe rrezikuan mir\u00ebqenien e shoq\u00ebris\u00eb. Fushata #NOLOCKDOWN ishte nj\u00eb manifestim i duksh\u00ebm i k\u00ebtij sentimenti t\u00eb p\u00ebrhapur.<\/p>\n<p>Si p\u00ebrfundim, politik\u00ebb\u00ebr\u00ebsit duhet t\u00eb kryejn\u00eb konsultime t\u00eb thelluara me akter\u00eb t\u00eb ndrysh\u00ebm n\u00eb shoq\u00ebri p\u00ebr t\u00eb krijuar nj\u00eb plan veprimi t\u00eb informuar q\u00eb u p\u00ebrgjigjet nevojave t\u00eb qytetar\u00ebve n\u00eb m\u00ebnyr\u00eb adekuate. Duhet t\u00eb ket\u00eb gjithashtu nj\u00eb qasje statistikore p\u00ebr trajtimin e politikave n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb zbuten pabarazit\u00eb e fshehura.
