N\u00eb mes t\u00eb janarit t\u00eb vitit 2022, Grupi Punues ia ka dor\u00ebzuar Komisionit Ekzekutiv\u00a0<a href=\"https:\/\/konsultimet.rks-gov.net\/viewConsult.php?ConsultationID=41337&amp;fbclid=IwAR3T8nLNN4QUvyVmtEiUtXirJPA0WM7aHtJW5UEDHIOJPApfoY0ob-eE-Vg\" target=\"_blank\" rel=\"noopener\">Koncept-Dokumentin p\u00ebr themelimin e Fondit Sovran t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs<\/a>.<\/p>\n<p>Detajet e k\u00ebtij dokumenti tashm\u00eb jan\u00eb publike dhe \u00ebsht\u00eb e panevojshme t\u00eb p\u00ebrs\u00ebriten. Por, p\u00ebr ta v\u00ebn\u00eb n\u00eb pah kontributin potencial t\u00eb Fondit Sovran n\u00eb ndryshimin paradigmatik t\u00eb ekonomis\u00eb, \u00ebsht\u00eb i r\u00ebnd\u00ebsish\u00ebm nj\u00eb trajtim nga k\u00ebndv\u00ebshtrimi i historis\u00eb s\u00eb ekonomis\u00eb politike p\u00ebrgjat\u00eb m\u00eb shum\u00eb se kat\u00ebr dekadave t\u00eb fundit.<\/p>\n<p>\u201cNuk ka alternativ\u00eb\u201d ishte postulati i famsh\u00ebm q\u00eb e p\u00ebrs\u00ebriste kryeministrja e Britanis\u00eb s\u00eb Madhe, Margaret Thatcher, me t\u00eb cilin donte t\u2019i shuante diskutimet e m\u00ebtejme e kritikat ndaj politikave ekonomike q\u00eb po merrnin pushtet n\u00eb vitet \u201870. Ndon\u00ebse liria ishte rr\u00ebnja e nocionit t\u00eb neoliberalizmit, insistimi n\u00eb munges\u00eb t\u00eb alternativ\u00ebs ishte qasje fukuyamaiste e fundit t\u00eb historis\u00eb. Por, si mund t\u00eb ket\u00eb liri n\u00ebse nuk ka alternativ\u00eb?<\/p>\n<p>Paradoksi vazhdonte me mohimin e karakterit politik t\u00eb vet\u00eb projektit. Dogma e vet\u00ebrregullimit t\u00eb tregut nga e ashtuquajtura \u201cdora e padukshme\u201d \u2013 pa\u00e7ka se ky nocion p\u00ebrmendet vet\u00ebm tri her\u00eb te\u00a0<em>Pasuria e Kombeve<\/em>\u00a0e Adam Smith-it \u2013 dhe insistimi n\u00eb mosnd\u00ebrhyrjen e qeveris\u00eb n\u00eb ekonomi, ushqeheshin nga i nj\u00ebjti zell po aq politik, sikurse ai p\u00ebr ekonomi t\u00eb centralizuar n\u00eb an\u00ebn tjet\u00ebr.<\/p>\n<p>Nj\u00eb projekti politik q\u00eb m\u00ebtonte m\u00eb shum\u00eb liri t\u00eb tregut duke e ndar\u00eb ekonomin\u00eb nga politika, megjithat\u00eb, i mungonte nj\u00eb program koherent ekonomik. Ai i kishte disa masa ky\u00e7e si liberalizimi ekonomik, privatizimi i nd\u00ebrmarrjeve publike dhe stabilizimi i inflacionit, t\u00eb cilat\u00a0 n\u00eb krye me Milton Friedman-in ia kishin ofruar me ngaz\u00ebllim diktatorit t\u00eb Kilit, Augusto Pinochet. Pra, projekti politik q\u00eb n\u00eb thelb thuhej se kishte lirin\u00eb, tash ishte n\u00eb sh\u00ebrbim t\u00eb diktatorit q\u00eb kishte ardhur n\u00eb pushtet p\u00ebrmes pu\u00e7it ushtarak.<\/p>\n<p>Por, fasada m\u00eb gjith\u00ebp\u00ebrfshir\u00ebse ekonomike e k\u00ebtij projekti q\u00eb p\u00ebrgjith\u00ebsisht quhet neoliberaliz\u00ebm u b\u00eb rreth nj\u00eb dekad\u00eb e gjysm\u00eb m\u00eb von\u00eb nga dhjet\u00ebpik\u00ebshi i ekonomistit John Williamson, i cili e paraqiti at\u00eb si\u00a0<a href=\"https:\/\/www.piie.com\/blogs\/realtime-economic-issues-watch\/what-washington-consensus\" target=\"_blank\" rel=\"noopener\">Konsensusin e Uashington<\/a>-it. Ndon\u00ebse ato politika ishin shkruar duke pasur n\u00eb mendje problemet ekonomike n\u00eb Amerik\u00ebn Latine, shpejt u b\u00ebn\u00eb \u201cterapia\u201d q\u00eb u p\u00ebrshkruhej vendeve t\u00eb asaj q\u00eb n\u00eb terma kolonial\u00eb e quanin Bota e Tret\u00eb. K\u00ebshtu edhe Kosov\u00ebs m\u00eb von\u00eb do t\u2019i ofrohej nj\u00eb recet\u00eb e till\u00eb.<\/p>\n<p>Disa reforma neoliberale n\u00eb Kosov\u00eb kishin nisur n\u00eb fillet e per\u00ebndimit t\u00eb Jugosllavis\u00eb, por vitet \u201890 karakterizohen m\u00eb shum\u00eb me diskriminimin sistemik dhe d\u00ebbimin nga puna q\u00eb u b\u00ebri qindra-mij\u00ebra pun\u00ebtor\u00ebve shqiptar\u00eb regjimi fashist i Sllobodan Millosheviq-it. Dekada e fundit e shekullit t\u00eb kaluar \u00ebsht\u00eb d\u00ebshmitare e shum\u00eb krimeve makabre t\u00eb kryera nga i nj\u00ebjti regjim, por q\u00eb p\u00ebrfunduan me luft\u00ebn \u00e7lirimtare t\u00eb popullit ton\u00eb n\u00eb krye me Ushtrin\u00eb \u00c7lirimtare t\u00eb Kosov\u00ebs.<\/p>\n<p>Periudha e menj\u00ebhershme e pasluft\u00ebs u karakterizua me protektoratin nd\u00ebrkomb\u00ebtar ku UNMIK-u p\u00ebrmes shtyll\u00ebs s\u00eb kat\u00ebrt t\u00eb tij kishte p\u00ebrgjegj\u00ebsin\u00eb p\u00ebr restaurimin dhe zhvillimin ekonomik. Terapia tashm\u00eb ishte gati. Ishte provuar n\u00eb shum\u00eb vende t\u00eb tjera. U p\u00ebrshkrua edhe n\u00eb Kosov\u00eb.<\/p>\n<p>\u201cIla\u00e7i\u201d kryesor n\u00eb terapin\u00eb e p\u00ebrshkruar ishte privatizimi i aseteve shoq\u00ebrore e publike. Fillimisht p\u00ebrmes Agjencis\u00eb Kosovare t\u00eb Mir\u00ebbesimit e m\u00eb pas p\u00ebrmes Agjencis\u00eb Kosovare t\u00eb Privatizimit, u shit\u00ebn mbi 2 mij\u00eb asete t\u00eb tilla. Disa p\u00ebrmes likuidimit e disa p\u00ebrmes spin off-it, nd\u00ebrruan pron\u00ebsi nga publiku te privati.<\/p>\n<p>Nd\u00ebrmarrjet publike q\u00eb mbet\u00ebn pa u privatizuar p\u00ebrgjith\u00ebsisht u keqp\u00ebrdor\u00ebn nga qeverit\u00eb e u keqmenaxhuan nga njer\u00ebzit q\u00eb i kishin v\u00ebn\u00eb n\u00eb drejtimin tyre. Kur ato kishin divident\u00eb p\u00ebr t\u2019i dh\u00ebn\u00eb qeveris\u00eb, dividenta nuk u p\u00ebrdor p\u00ebr zhvillimin e tyre apo industrive t\u00eb tjera nga qeveria. Gjendja financiare e shumic\u00ebs prej tyre ishte aq e keqe saq\u00eb vit pas viti duheshin subvencione q\u00eb t\u2019i mbulonin shpenzimet e domosdoshme si\u00e7 jan\u00eb pagat e pun\u00ebtor\u00ebve.<\/p>\n<p>Pra, ky ishte modeli: privatizim dhe keqp\u00ebrdorim. Model i paraqitur si i paalternativ\u00eb.<\/p>\n<p>Por, n\u00eb fakt, ka alternativa. Ja nj\u00eb alternativ\u00eb \u2013 Fondi Sovran.<\/p>\n<p>Fondi Sovran q\u00eb kemi propozuar ne \u00ebsht\u00eb antipod i k\u00ebtij modeli. Ai e ruan pron\u00ebsin\u00eb e aseteve publike. Ai synon q\u00eb ta p\u00ebrmir\u00ebsoj\u00eb menaxhimin e tyre duke e kufizuar ndikimin politik n\u00eb nivel t\u00eb synimeve t\u00eb p\u00ebrgjithshme t\u00eb zhvillimit ekonomik. Duke qen\u00eb entitet i ve\u00e7ant\u00eb, Fondi do ta ket\u00eb mbik\u00ebqyrjen e performanc\u00ebs financiare t\u00eb nd\u00ebrmarrjeve publike. P\u00ebr p\u00ebrmir\u00ebsimin e saj, jan\u00eb minimalisht dy parakushte t\u00eb p\u00ebrgjithshme: ristrukturim dhe p\u00ebrmir\u00ebsim i menaxhimit operacional.<\/p>\n<p>Si i till\u00eb, Fondi Sovran sh\u00ebnon nj\u00eb pik\u00eb kthese dhe mund\u00ebsi t\u00eb jasht\u00ebzakonshme p\u00ebr ndryshimin e modelit ekonomik n\u00eb sektorin publik. Nd\u00ebrmarrjet publike m\u00eb nuk trajtohen as si instrumente p\u00ebr t\u00eb p\u00ebrmbushur objektiva meskine politike, e as nuk jan\u00eb barr\u00eb p\u00ebr buxhetin publik. Atyre u hapet nj\u00eb horizont i ri p\u00ebr t\u2019u zhvilluar e p\u00ebr t\u00eb zhvilluar.<\/p>\n<p>Natyrisht se Fondi Sovran nuk i zgjidh t\u00eb gjitha problemet ekonomike q\u00eb ka Kosova. Mbesin edhe shum\u00eb sfida q\u00eb k\u00ebrkojn\u00eb politika, institucione e instrumente shtes\u00eb. Por ama as nuk ka qen\u00eb ndonj\u00ebher\u00eb ky synimi i Fondit Sovran.<\/p>\n<p>Ai mbetet nj\u00eb projekt me potencial p\u00ebr t\u00eb sh\u00ebnuar moment kthese e ndryshim n\u00eb modelin ekonomik q\u00eb ka dominuar gjer tani, karshi aseteve publike.
