Vet\u00ebm liberal demokracia i shnd\u00ebrron identitetet n\u00eb aksesor\u00eb jorelevant\u00eb n\u00eb jet\u00ebn e qytetarit.<\/strong><\/p>\n<p>Ashiqare gjendjet e ekzagjeruara identitare, r\u00ebndom shfaqen si populliz\u00ebm, p\u00ebr t\u2019u rritur shpesh\u00ebher\u00eb n\u00eb komuniz\u00ebm dhe fashiz\u00ebm. Gustav Le Bone te\u00a0<a href=\"https:\/\/www.shtepiaelibrit.com\/store\/sq\/psikologjia\/4005-psikologjia-e-popujve-dhe-e-turmave-gustave-le-bon-9789994352319.html\" target=\"_blank\" rel=\"noopener\">\u201cPsikologjia e popujve dhe e turmave\u201d<\/a>\u00a0\u00ebsht\u00eb i sakt\u00eb, kur thot\u00eb se sa m\u00eb gjat\u00eb koh\u00eb t\u00eb zhvillohen demagogjit\u00eb populliste p\u00ebr aq koh\u00eb ato merren si t\u00eb v\u00ebrteta nga turmat. Sepse, sipas k\u00ebtij autori, gjat\u00eb k\u00ebtij p\u00ebrpunimi p\u00ebrjashtohet arsyeja. Kur nderkoh\u00eb, idet\u00eb i jan\u00eb n\u00ebnshtruar p\u00ebrpunimit t\u00eb ngadalsh\u00ebm, fuqia e tyre \u00ebsht\u00eb mjaft e konsiderueshme, sepse ARSYEJA nuk ka tutje pushtet mbi to. Le Bone v\u00ebren s\u00eb turmat nuk binden kurr\u00eb me prova, por me pik\u00ebpamje dhe autoriteti i k\u00ebtyre pik\u00ebpamjeve varet nga joshja q\u00eb zot\u00ebron ai qe i thot\u00eb ato.<\/p>\n<p><a href=\"https:\/\/sbunker.net\/teh\/89827\/cfare-iu-bejne-popullistet-demokracive\/\" target=\"_blank\" rel=\"noopener\">Popullizmi si gjendje<\/a>\u00a0euforike identitare e sociale shfaqet si simptom\u00eb deliri dhe turm\u00ebs \u201cia siguron\u201d jo\u00a0<em>t\u00eb mundshmen<\/em>\u00a0por\u00a0<em>t\u00eb d\u00ebshirueshmen<\/em>, qoft\u00eb edhe me kushtin e p\u00ebrplasj\u00ebs shoq\u00ebrore. N\u00eb k\u00ebt\u00eb sens, Jan &#8211; Werner M\u00fcller tek \u201c<a href=\"https:\/\/www.librat.al\/web\/C_eshte_populizmi_149_1.php?stp=prfl&amp;bid=8975\" target=\"_blank\" rel=\"noopener\">\u00c7\u2019\u00ebsht\u00eb popullizmi?\u201d<\/a>\u00a0thot\u00eb se polarizimi nuk p\u00ebrmban problem p\u00ebr popullist\u00ebt, \u00ebsht\u00eb nj\u00eb mjet p\u00ebr ta siguruar pushtetin. T\u2019u m\u00ebshosh fort retorikave kund\u00ebr \u201csunduesve t\u00eb vjet\u00ebr\u201d dhe \u201celitave t\u00eb korruptuara\u201d, askush s\u2019pyet p\u00ebr rezultatin final, porse t\u00eb gjith\u00eb ekzaltohen \u2013 gjat\u00eb evokimit p\u00ebr d\u00ebshirat e tyre t\u00eb ndrydhura &#8211; duke u dh\u00ebn\u00eb turmave at\u00eb q\u00eb duan, p\u00ebraf\u00ebrsisht ky \u00ebsht\u00eb popullizmi.<\/p>\n<p><a href=\"https:\/\/sbunker.net\/teh\/88575\/a-po-shperbehet-europa\/\" target=\"_blank\" rel=\"noopener\">Popullizmi<\/a>\u00a0konsiston n\u00eb t\u00eb folurit me shpirtin e turmave, porse nga prizmi kushtetues \u00ebsht\u00eb i rreziksh\u00ebm, prandaj burrat dhe grat\u00eb e shtetit duhet t\u2019ia mbajn\u00eb an\u00ebn mbrojtj\u00ebs s\u00eb kushtetutshm\u00ebnis\u00eb dhe jo t\u00eb njejt\u00ebsohen me turmat, me trurin n\u00eb muskuj!\u00a0N\u00eb kontekstin kosovar, popullizmi p\u00ebrthith t\u00eb gjitha energjit\u00eb komb\u00ebtare, duke i dh\u00ebn\u00eb vendit vet\u00ebm mjerim.<\/p>\n<p><strong>E majta dhe popullizmi<\/strong><\/p>\n<p>Rreshtimi mas ideologjis\u00eb s\u00eb t\u00eb majt\u00ebs revolucionare \u00ebsht\u00eb shprehje e nj\u00eb gjendjeje tensioni t\u00eb p\u00ebrhersh\u00ebm dhe ankthi &#8211; si p\u00ebrkat\u00ebsi identitare dhe politike &#8211; q\u00eb mobilizon n\u00eb frik\u00eb nga persekutimi permanent, nga mospasja, nga armiqt\u00eb\u00a0\u00a0e jasht\u00ebm e t\u00eb brendsh\u00ebm; nga liberalizmi, globalizimi, e ndonj\u00ebher\u00eb edhe nga fuqi t\u00eb padukshme.<\/p>\n<p>Idet\u00eb dhe aktivitetet politike nga e djathta ose e majta, e q\u00eb kan\u00eb p\u00ebr q\u00ebllim t\u00eb marrin mb\u00ebshtetjen e njer\u00ebzve t\u00eb r\u00ebndomt\u00eb, n\u00eb teori quhen populliz\u00ebm.\u00a0Popullizmi nuk ka zgjidhur asnj\u00eb problem t\u00eb popujve e shteteve, porse shum\u00eb sosh i ka shp\u00ebn\u00eb n\u00eb luft\u00eb civile dhe shkat\u00ebrrim.<\/p>\n<p>T\u2019u jap\u00ebsh mb\u00ebshtetje shqet\u00ebsimeve emotive t\u00eb njer\u00ebzve t\u00eb zakonsh\u00ebm, kjo dometh\u00ebn\u00eb ta shpiesh shtetin n\u00eb qorrsokak, duke e legjitimuar paligj\u00ebsin\u00eb dhe ndonj\u00ebher\u00eb duke e suspenduar Kushtetut\u00ebn.<\/p>\n<p>Duke qen\u00eb se konstituimi shpirt\u00ebror n\u00eb kontekstin e shoq\u00ebris\u00eb kosovare, \u00ebsht\u00eb b\u00ebr\u00eb n\u00ebn postulatet e Kanunit t\u00eb Maleve, n\u00eb oda dhe n\u00ebn diktatin e patriarkalizmit e autoriteteve supreme, betimet e pleqve t\u00eb fiseve, \u00ebsht\u00eb e qart\u00eb se n\u00eb fund t\u00eb fundit popullizmi identifikohet me etnopsikologjin\u00eb dhe folklorin, prandaj \u00ebsht\u00eb \u2018teknik\u00eb\u2019 e leht\u00eb dhe efektive p\u00ebr manipulimin e masave.<\/p>\n<p><strong>E djathta dhe popullizmi<\/strong><\/p>\n<p>Nacionalizmi \u00ebsht\u00eb s\u00ebmundje: gjendje nervoze dhe paranojake identitare &#8211; frik\u00eb nga zhb\u00ebrja etnike \u2013 q\u00eb shpesh manifestohet si populliz\u00ebm, e q\u00eb mund t\u00eb degradoj\u00eb n\u00eb trajta ekstreme si fashizmi.\u00a0 Fashizmi shpreh st\u00ebrkeqjen e rend\u00eb t\u00eb k\u00ebsaj s\u00ebmundjeje!<\/p>\n<p><a href=\"https:\/\/www.jstor.org\/stable\/3245839\" target=\"_blank\" rel=\"noopener\">Nacionalizmi<\/a>\u00a0\u00ebsht\u00eb ki\u00e7 nga ana estetike thoshte shkrimtari Danilo Kish.\u00a0\u00a0Nacionalizmi \u00ebsht\u00eb paranoj\u00eb kolektive dhe individuale &#8211; pra semundje &#8211; kurse nacionalisti \u00ebsht\u00eb i padish\u00ebm dhe\u00a0\u00a0inferior ndaj\u00a0<em>tjetrit\/tjetres<\/em>, por dhe moralisht i lig&#8230;<\/p>\n<p>Shoq\u00ebria kosovare po d\u00ebshmohet e paaft\u00eb me u p\u00ebrball\u00eb me vet\u00ebn, me t\u00eb kaluar\u00ebn, prandaj ka marr\u00eb arratin\u00eb duke r\u00ebn\u00eb gjithnj\u00eb e m\u00eb dendur viktim\u00eb e politikave paranojake, izolacioniste dhe vetshkat\u00ebrruese t\u00eb atyre q\u00eb n\u00eb em\u00ebr t\u00eb mbrojtjes s\u00eb Kosov\u00ebs p\u00ebrpiqen p\u00ebr ta konsoliduar pushtetin e turmave! Etnonacionalizmi (si nacionaliz\u00ebm lindor) q\u00eb ka shp\u00ebrthy\u00ebr n\u00eb diskursin publik, ve\u00e7mas n\u00eb rrjetet sociale dhe, \u00e7\u2019\u00ebsht\u00eb m\u00eb e liga, n\u00eb majat e pushtetit si dhe n\u00eb Kuvendin e Kosov\u00ebs, ku kerc\u00ebnohet verbalisht opozita si zgjatim i \u201cregjimit t\u00eb vjet\u00ebr\u201d dhe media si dezinformator\u00eb e ndonj\u00ebher\u00eb t\u00eb nd\u00ebrlidhura me \u201cagjenturat t\u00eb huaja\u201d, po e c\u00ebnon kohezionin dhe emancipimin shoq\u00ebror.<\/p>\n<p><strong>Kthimi n\u00eb gjendjen natyrore me arm\u00ebt \u201djonatyrore\u201d\u00a0<\/strong><\/p>\n<p>Mendja e instrumentalizueme kriminale nuk e projekton m\u00eb p\u00ebrjashtomin, vrasjen e\u00a0<em>tjetrit\/tjetres<\/em>, p\u00ebr arsye diversiteti, feje a ideologjie tjet\u00ebr, por nga frika e njejt\u00ebsimit me\u00a0<em>tjetrin\/tjetren<\/em>, shkrirjes dhe humbjes s\u00eb tipareve identitare t\u00eb paraardh\u00ebsve.<\/p>\n<p>Francis Fukuyama paralajm\u00ebronte se \u2018njer\u00ebzit e mbram\u00eb\u2019 t\u00eb historis\u00eb mund t\u00eb \u2018zmbraps\u00ebn n\u00eb revolucion\u2019, jo prej nevoj\u00ebs, por prej pak\u00ebnaq\u00ebsis\u00eb me p\u00ebrparimin.<\/p>\n<p>Ky \u00ebsht\u00eb fundi i tregimit.<\/p>\n<p>Kosova ishte parajs\u00eb e t\u00eb ndryshm\u00ebve t\u00eb ngjash\u00ebm n\u00eb liri, barazi e vllaz\u00ebri, deri m\u00eb 14 shkurt 2021, kur u shfaq \u2018<em>homo naturalis\u2019<\/em>\u00a0i konceptit voltair\u00e9an, i pak\u00ebnaqur me p\u00ebrparimin. Ai b\u00ebhet p\u00ebrjashtues ndaj atyre q\u00eb i kishte pandehur p\u00ebr armiq,\u00a0i frik\u00ebsuar p\u00ebrgjat\u00eb rritjes dhe edukimit t\u00eb tij, se do t\u2019u p\u00ebrngjaj\u00eb pik\u00ebrisht atyre!<\/p>\n<p>Qytet\u00ebrimi po e p\u00ebrjeton fundin e kultur\u00ebs &#8211; bashk\u00ebjetes\u00ebn n\u00eb diversitet &#8211; nga frika e nj\u00ebjt\u00ebsimit dhe humbjes s\u00eb cil\u00ebsive supremaciste dhe identitare p\u00ebrball\u00eb dhe ndaj kulturave tjera, karshi numrave t\u00eb vegj\u00ebl, madje edhe p\u00ebrball\u00eb globalizimit. Kjo narrativ\u00eb politike p\u00ebr tjetrin si armik i progresit, shquhet p\u00ebr nga demagogjia.<\/p>\n<p>Prema\u00a0<a href=\"https:\/\/www.shtepiaelibrit.com\/store\/sq\/filozofia-sociologjia\/5720-c-eshte-demokracia-giovanni-sartori-9789992731273.html\" target=\"_blank\" rel=\"noopener\">Giovanni Sartorit<\/a>, demagogu u b\u00ebn thirrje turmave, duke b\u00ebrtitur se populli ka gjithnj\u00eb t\u00eb drejt\u00eb.<\/p>\n<p>Por, parimi demokratik nuk e mb\u00ebshtet k\u00ebt\u00eb absurditet. Sipas k\u00ebtij parimi, populli \u00ebsht\u00eb sovran edhe n\u00eb t\u00eb drejt\u00ebn p\u00ebr t\u00eb gabuar. Dhe n\u00ebse populli e ka t\u00eb drejt\u00ebn t\u00eb gaboj\u00eb, nuk do t\u00eb thot\u00eb se duhet ta shtysh t\u00eb gaboj\u00eb. N\u00eb an\u00ebn tjet\u00ebr, Raymond Aron vler\u00ebson se historia q\u00eb tregon partia &#8211; \u00ebsht\u00eb e v\u00ebrtet\u00eb n\u00eb vija t\u00eb trasha &#8211; \u00ebsht\u00eb e nj\u00eb v\u00ebrtet\u00ebsie sip\u00ebrore ndaj s\u00eb v\u00ebrtet\u00ebs materiale dhe fakteve.<\/p>\n<p>Po qe se themi se qeverit\u00eb paraprake kan\u00eb b\u00ebr\u00eb aq t\u00eb k\u00ebqija dhe n\u00ebse \u00ebsht\u00eb p\u00ebrligjur ndryshimi, me nj\u00eb vot\u00eb plebishitare, duhet ditur po ashtu se s\u00ebrish dikush duhet \u201cta b\u00ebj\u00eb xhandarin\u201d (ushtrimin e dhun\u00ebs legjitime) dhe barometrin e tregut, e t\u00eb menaxhoj\u00eb dhe shp\u00ebrndaj\u00eb pasurit\u00eb komb\u00ebtare, paran\u00eb publike.<\/p>\n<p><a href=\"https:\/\/kallxo.com\/lajm\/shpenzimet-e-deputeteve-ne-udhetime-ne-vitin-2019-dokument\/\" target=\"_blank\" rel=\"noopener\">Publikimi i t\u00eb dh\u00ebnave<\/a>\u00a0t\u00eb shpenzimeve si kompensim p\u00ebr udh\u00ebtim t\u00eb disa deputet\u00ebve, q\u00eb jetojn\u00eb me vite n\u00eb Prishtin\u00eb, (si an\u00ebtar\u00eb t\u00eb \u201crojtarit t\u00eb qes\u00ebs\u201d si\u00e7 e cil\u00ebson Sartori Kuvendin) nd\u00ebr t\u00eb cil\u00ebt kishte edhe deputet\u00eb q\u00eb i p\u00ebrkasin L\u00ebvizj\u00ebs Vet\u00ebvendosje, d\u00ebshmoi se edhe ata q\u00eb proklamojn\u00eb ndryshimin jo gjithmon\u00eb jan\u00eb t\u00eb kujdessh\u00ebm me paran\u00eb publike.<\/p>\n<p><a href=\"https:\/\/sbunker.net\/op-ed\/91218\/revolucionari-albin-vs-revizionisti-kurti\/\" target=\"_blank\" rel=\"noopener\">Aron paralajm\u00ebron<\/a>\u00a0se duhet t\u00eb kaloj\u00eb shum\u00eb koh\u00eb q\u00eb t\u00eb sh\u00ebrohen t\u00eb k\u00ebqijat q\u00eb l\u00eb prapa nj\u00eb revolucion, madje edhe n\u00eb rastin kur ky revolucion ka sh\u00ebruar t\u00eb k\u00ebqijat e regjimit t\u00eb rr\u00ebzuar. Kur rr\u00ebzohet nj\u00eb regjim i ligjsh\u00ebm, at\u00ebher\u00eb fatin e p\u00ebrbashk\u00ebt e merr n\u00eb dor\u00eb nj\u00eb grup njer\u00ebzish, pa profil t\u00eb spikatur, (vendin e kleptokracis\u00eb e z\u00eb kakistokracia) madje her\u00eb-her\u00eb nj\u00eb njeri i vet\u00ebm. K\u00ebsisoj, forcat e ndryshimit,\u00a0si k\u00ebto kosovare, gjithnj\u00eb nd\u00ebrtojn\u00eb dhe i japin legjitimitet popullor nj\u00eb lideri (i cili \u00ebsht\u00eb \u201cflijuar\u201d sepse i ka r\u00ebn\u00eb shpesh t\u00eb kaloj\u00eb n\u00ebp\u00ebr burgjet e regjimit) q\u00eb n\u00eb t\u00eb shumt\u00ebn \u00ebsht\u00eb nj\u00eb lider me prirje populliste dhe autoritariste.<\/p>\n<p>Franz Neumann, duke iu p\u00ebrgjigjur pyetjes se \u00e7far\u00eb e mban mas\u00ebn s\u00eb bashku, thot\u00eb se \u201cshpirti i mas\u00ebs\u201d \u00ebsht\u00eb i pad\u00ebshmuar, mir\u00ebpo masa ka nevoj\u00eb p\u00ebr identifikim afektiv me liderin-hipnotizues, pra masat e frik\u00ebsuara nga e panjohura b\u00ebhen tok rreth atij q\u00eb ua premton shp\u00ebtimin &#8211; parajs\u00ebn n\u00eb tok\u00eb &#8211; pas gjith\u00eb atyre vuajtjeve.<\/p>\n<p>N\u00ebse analizohet gjendja aktuale n\u00eb Kosov\u00eb, del e sakt\u00eb teza e\u00a0<a href=\"https:\/\/www.researchgate.net\/publication\/318600479_Anxiety_and_Politics\" target=\"_blank\" rel=\"noopener\">Neumannit<\/a>\u00a0se atje ku n\u00eb politik\u00eb ndodh identifikimi afektiv me liderin, masa dhe lideri e krijojn\u00eb nj\u00eb imazh historik thua se fatkeq\u00ebsia q\u00eb e ka goditur mas\u00ebn, \u00ebsht\u00eb e nxitur nga ndonj\u00eb komplot i njer\u00ebzve ose ndonj\u00eb grupi t\u00eb caktuar kund\u00ebr bashk\u00ebsis\u00eb (n\u00eb rastin e Kosov\u00ebs, per\u00ebndimor\u00ebt, Hashim Tha\u00e7i me \u201cKlanin Pronto\u201d, Isa Mustafa si rilegjitimues i tij, pastaj koalicioni PAN-i etj.)<\/p>\n<p><strong>Liberal demokracia e shtyn n\u00eb margjina popullizmin<\/strong><\/p>\n<p>Liberal demokracia \u00ebsht\u00eb gjendja m\u00eb normale e shprehj\u00ebs identitare: Kur s\u2019ke nevoj\u00eb me u shpreh\u00eb fare p\u00ebr identitetin, sepse nuk ta k\u00ebrkon askush! T\u00eb jetosh me\u00a0<em>tjetren\/tjetrin<\/em>\u00a0pa u trazuar dmth. ta m\u00ebsosh syrin dhe mendj\u00ebn me di\u00e7ka t\u00eb ndryshme nga vetja. Pra si\u00e7 thot\u00eb Fareed\u00a0Zakaria, thelbi i politikes s\u00eb demokracis\u00eb liberale \u00ebsht\u00eb nd\u00ebrtimi i nj\u00eb rendi social, t\u00eb fort\u00eb, kompleks e jo t\u00eb dominuar nga nj\u00eb ide e vetme.<\/p>\n<p>Liberal demokrati \u00ebsht\u00eb i duruar, jo vet\u00ebm tolerant, ai \u00ebsht\u00eb i m\u00ebsuar t\u00eb jetoj\u00eb me t\u00eb dallueshm\u00ebn. Samuel Huntington e sheh liberal demokracin\u00eb si nj\u00eb virtyt publik, jo i vetmi, dhe, marr\u00ebdh\u00ebniet e demokracis\u00eb me virtytet dhe veset tjera publike mund t\u00eb kuptohen vet\u00ebm n\u00ebse demokracia ndahet qartazi nga karakteristikat e tjera t\u00eb sistemeve politike.<\/p>\n<p>Uniformiteti i mendimit &#8211; ve\u00e7mas p\u00ebr historin\u00eb dhe figurat komb\u00ebtare &#8211; \u00ebsht\u00eb i ngulitur thell\u00eb n\u00eb psik\u00ebn e komb\u00ebtaristit, bariun dhe profesorin i shquan narrativa e nj\u00ebjt\u00eb identitare, mend\u00ebsia uniforme p\u00ebr iden\u00eb e kombit unik, gjuh\u00ebs s\u00eb unisuar dhe s\u00ebfundi edhe p\u00ebr nazifashizmin si \u201cshp\u00ebtimtar\u201d t\u00eb shqiptar\u00ebve, pa e kuptuar se fashizmi nuk mund t\u00eb jet\u00eb i mir\u00eb me raste dhe i keq kur shfaqet larg nesh dhe nuk prek\u00eb interesat tona direkt.<\/p>\n<p>Prandaj, p\u00ebr Giovanni Sartorin, liberaldemokracin\u00eb nuk e b\u00ebjn\u00eb t\u00eb till\u00eb vet\u00ebm zgjedhjet e lira por t\u00eb pasurit opinion secili zgjedh\u00ebs. Ai shprehet se zgjedhje t\u00eb lira pa opinion t\u00eb lir\u00eb nuk shprehin asgj\u00eb.<\/p>\n<p>Ne themi se populli duhet te jet\u00eb sovran, shkruan Sartori, po nj\u00eb sovran qe s\u2019ka gj\u00eb n\u00eb dor\u00eb, qe s\u2019ka \u00e7\u2019t\u00eb thot\u00eb, q\u00eb nuk ka opinion t\u00eb vetin, \u00ebsht\u00eb vet\u00ebm nj\u00eb ratifikues i thjesht\u00eb, ai as nuk mund t\u00eb quhet sovran.<\/p>\n<p><strong>Epilog<\/strong><\/p>\n<p>Shoq\u00ebria kosovare duhet t\u00eb kujdeset q\u00eb t\u00eb siguroj\u00eb kohezionin, duke mos r\u00ebn\u00eb n\u00eb kurthin e popullizmit dhe t\u00eb nj\u00eb \u201clideri t\u00eb vet\u00ebm\u201d sado \u2018i popullit\u2019 dhe popullor t\u00eb p\u00ebrceptohet nga turmat, sepse edhe Stalini ishte nj\u00eb nga ta. Qeverisje e popullit, nga populli, per popullin &#8211; fraza e Linkolnit, leht\u00ebsisht mund t\u2019i p\u00ebrshkruhet Stalinit, ose secilit lider t\u00eb ideologjive t\u00eb m\u00ebdha. Sartori v\u00ebren se qeverisja staliniste ishte e popullit n\u00eb kuptimin krejt t\u00eb lejuesh\u00ebm gramatikor: se ai e qeveriste popullin.
