Q\u00eb nga vitet komuniste n\u00ebn ish-Jugosllavi, qytetar\u00ebt e Kosov\u00ebs iu n\u00ebnshtruan nj\u00eb sistemi ku ata drejtoheshin dhe u tregohej se si t\u00eb\u00a0 silleshin n\u00eb nj\u00eb nd\u00ebrtes\u00eb apo hap\u00ebsir\u00eb administrative, ku t\u00eb prisnin, me k\u00eb t\u00eb flisnin dhe ku t\u00eb n\u00ebnshkruanin nj\u00eb dokument t\u00eb caktuar.<\/div>\n<div class=\"news-left\">\n<p>P\u00ebrderisa sistemi n\u00eb fjal\u00eb nuk ishte ekskluziv p\u00ebr Kosov\u00ebn, pasi digjitalizimi i sh\u00ebrbimeve \u00ebsht\u00eb nj\u00eb zhvillim i koh\u00ebve t\u00eb fundit n\u00eb qytet\u00ebrimin modern, Kosova n\u00eb at\u00eb koh\u00eb nuk ishte shtet i pavarur si\u00e7 \u00ebsht\u00eb sot. Q\u00eb nga fillimi i viteve 2000, kur Kosova filloi t\u2019i themelonte institucionet e saj dhe t\u2019i digjitalizonte gradualisht sh\u00ebrbimet, grat\u00eb dhe burrat jan\u00eb p\u00ebrshtatur me nj\u00eb sistem vet\u00ebqeverisjeje, duke u mund\u00ebsuar atyre q\u00eb t\u00eb k\u00ebrkojn\u00eb dhe t\u00eb marrin sh\u00ebrbime n\u00eb m\u00ebnyr\u00eb t\u00eb pavarur.<\/p>\n<p>Tranzicioni n\u00eb fjal\u00eb, nga ai fizik n\u00eb at\u00eb digjital, ka ardhur me sfida t\u00eb caktuara, por edhe leht\u00ebsira dhe p\u00ebrpar\u00ebsi, duke pasur parasysh disa rrethana t\u00eb caktuara faktike. M\u00eb sakt\u00ebsisht, popullsia n\u00eb mosh\u00eb mesatarisht t\u00eb re e Kosov\u00ebs, niveli i lart\u00eb i dep\u00ebrtimit t\u00eb internetit, si dhe disponueshm\u00ebria e gjer\u00eb e pajisjeve inteligjente.<\/p>\n<p>Nj\u00eb nga aspektet thelb\u00ebsore q\u00eb do ta forcoj\u00eb m\u00eb tej q\u00ebndrueshm\u00ebrin\u00eb e Kosov\u00ebs drejt nd\u00ebrtimit t\u00eb nj\u00eb sistemi demokratik, ku t\u00eb dh\u00ebnat e hapura jan\u00eb leht\u00ebsisht t\u00eb qasshme, t\u00eb sakta dhe gjith\u00ebp\u00ebrfshir\u00ebse, me zgjidhje digjitale dhe sh\u00ebrbime t\u00eb centralizuara, \u00ebsht\u00eb an\u00ebtar\u00ebsimi i Kosov\u00ebs n\u00eb Partneritetin p\u00ebr Qeverisje t\u00eb Hapur (OGP).<\/p>\n<p>P\u00ebrpjekja e Kosov\u00ebs p\u00ebr t&#8217;iu bashkuar 76 shteteve n\u00eb kuad\u00ebr t\u00eb OGP-s\u00eb, t\u00eb cilat n\u00eb nivel global p\u00ebrb\u00ebjn\u00eb rreth dy miliard\u00eb banor\u00eb, filloi n\u00eb vitin 2013. Si proces u iniciua nga L\u00ebvizja FOL, nj\u00eb OJQ lokale e specializuar n\u00eb praktikat dhe politikat e qeverisjes s\u00eb mir\u00eb. N\u00eb at\u00eb koh\u00eb, L\u00ebvizja Fol me Ministrin\u00eb e Integrimeve Evropiane iniciuan hapa konkret\u00eb p\u00ebr an\u00ebtar\u00ebsim n\u00eb OGP. U hartua Plani i par\u00eb Komb\u00ebtar i Veprimit, u plot\u00ebsuan t\u00eb gjitha kriteret dhe kushtet nga OGP, iu caktuan detyra dhe p\u00ebrgjegj\u00ebsi institucioneve p\u00ebrkat\u00ebse. Plani i par\u00eb Komb\u00ebtar i Veprimit nuk u zbatua n\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebanshme nga Qeveria e Kosov\u00ebs n\u00eb at\u00eb koh\u00eb. Qeveria e Kosov\u00ebs kishte marr\u00eb nj\u00eb let\u00ebr njoftuese se nuk mund t\u00eb jet\u00eb pjes\u00eb e iniciativ\u00ebs. Q\u00eb at\u00ebher\u00eb, Republika e Kosov\u00ebs \u00ebsht\u00eb p\u00ebrkushtuar ndaj parimeve t\u00eb qeverisjes s\u00eb hapur dhe t\u00eb p\u00ebrgjegjshme.<\/p>\n<p>Nj\u00eb tipar shum\u00eb i fort\u00eb i procesit t\u00eb digjitalizimit t\u00eb Kosov\u00ebs \u00ebsht\u00eb bashk\u00ebpunimi i fuqish\u00ebm nd\u00ebrmjet institucioneve publike me shoq\u00ebrin\u00eb civile dhe qytetar\u00ebt e saj n\u00eb p\u00ebrgjith\u00ebsi. Nj\u00eb bashk\u00ebpunim i till\u00eb \u00ebsht\u00eb kusht kritik i vendosur nga OGP p\u00ebr shtetet e saj t\u00eb mundshme an\u00ebtare. Duke pasur parasysh k\u00ebt\u00eb, jan\u00eb b\u00ebr\u00eb p\u00ebrpjekje dhe orvatje t\u00eb vazhdueshme p\u00ebr ta futur Kosov\u00ebn n\u00eb sfer\u00ebn e qeverisjes digjitale.<\/p>\n<p>Nj\u00eb portal i t\u00eb dh\u00ebnave t\u00eb hapura \u00ebsht\u00eb zhvilluar nga organizata lokale jofitimprur\u00ebse Open Data Kosovo (ODK). Portali n\u00eb fjal\u00eb i ishte caktuar Agjencis\u00eb p\u00ebr Shoq\u00ebri t\u00eb Informacionit dhe ishte plot\u00ebsuar me t\u00eb dh\u00ebna nga disa institucione n\u00eb komuna t\u00eb ndryshme, p\u00ebrfshir\u00eb t\u00eb dh\u00ebnat e prokurimit, statistikat e ndryshme, etj.<\/p>\n<p>Duke pasur parasysh se Kosova nuk arriti t\u00eb an\u00ebtar\u00ebsohet n\u00eb OGP, qeveria vendosi t\u00eb filloj\u00eb t\u2019i b\u00ebj\u00eb detyrat e sht\u00ebpis\u00eb, p\u00ebrkat\u00ebsisht hapjen e t\u00eb dh\u00ebnave. N\u00eb vitin 2016, Karta e t\u00eb Dh\u00ebnave t\u00eb Hapura u publikua dhe Agjencia p\u00ebr Shoq\u00ebrin\u00eb e Informacionit (ASHI) u caktua t\u00eb zhvilloj\u00eb portalin e t\u00eb dh\u00ebnave t\u00eb hapura. Kjo kart\u00eb u krijua me q\u00ebllimin q\u00eb t\u2019i p\u00ebrfshinte t\u00eb gjitha institucionet n\u00eb vend p\u00ebr ta rritur transparenc\u00ebn e tyre, duke synuar krijimin e nj\u00eb kulture t\u00eb hapjes s\u00eb t\u00eb dh\u00ebnave dhe rritjen e bashk\u00ebpunimit nd\u00ebrmjet institucioneve dhe pal\u00ebve t\u00eb interesuara.<\/p>\n<p>N\u00eb vitin 2019 u miratua Ligji p\u00ebr Qasje n\u00eb Dokumente Zyrtare, me nj\u00eb kapitull t\u00eb ve\u00e7ant\u00eb mbi parimet dhe publikimin e t\u00eb dh\u00ebnave t\u00eb hapura. Ligji n\u00eb fjal\u00eb tani sh\u00ebrben si z\u00ebvend\u00ebsues i ligjit t\u00eb m\u00ebparsh\u00ebm t\u00eb miratuar n\u00eb vitin 2007, t\u00eb quajtur Ligji p\u00ebr Qasje n\u00eb Dokumente Zyrtare.<\/p>\n<p>Pasuan vendime t\u00eb tjera, si ngritja e strukturave institucionale p\u00ebr t\u00eb dh\u00ebnat e hapura, ku personave t\u00eb p\u00ebrgjegj\u00ebs iu caktuan detyrat dhe p\u00ebrgjegj\u00ebsit\u00eb p\u00ebrkat\u00ebse.<\/p>\n<p>P\u00ebrpjekjet n\u00eb fjal\u00eb nga institucionet dhe organizatat e shoq\u00ebris\u00eb civile kan\u00eb rezultuar n\u00eb arritje t\u00eb prekshme. K\u00ebtu mund t\u00eb p\u00ebrmenden disa iniciativa dhe p\u00ebrpjekje p\u00ebr hapjen e t\u00eb dh\u00ebnave dhe nd\u00ebrtimin e institucioneve transparente dhe t\u00eb p\u00ebrgjegjshme.\u00a0<a href=\"https:\/\/opendata.rks-gov.net\/en\/\" target=\"_blank\" rel=\"noopener\">Portali p\u00ebr t\u00eb Dh\u00ebna t\u00eb Hapura<\/a>,\u00a0<a href=\"https:\/\/konsultimet.rks-gov.net\/index.php\" target=\"_blank\" rel=\"noopener\">Platforma p\u00ebr Konsultime Publike<\/a>,\u00a0<a href=\"http:\/\/eparticipimi.opendatakosovo.org\/issues\" target=\"_blank\" rel=\"noopener\">e-pjes\u00ebmarrja<\/a><u>,\u00a0<\/u><a href=\"https:\/\/ekosova.rks-gov.net\/\" target=\"_blank\" rel=\"noopener\">e-Kosova<\/a>,\u00a0<a href=\"http:\/\/ojqfinancime.rks-gov.net\/en\/ballina-kryesore\/\" target=\"_blank\" rel=\"noopener\">Platforma p\u00ebr Financim Publik t\u00eb Organizatave t\u00eb Shoq\u00ebris\u00eb Civile<\/a>,\u00a0<a href=\"https:\/\/e-prokurimi.rks-gov.net\/HOME\/ClanakItemNew.aspx?id=327\" target=\"_blank\" rel=\"noopener\">e-prokurimi<\/a>, dhe t\u00eb tjera.<\/p>\n<p>M\u00eb 8 qershor 2021, Qeveria e Kosov\u00ebs edhe nj\u00eb her\u00eb mori vendim p\u00ebr ta vazhduar iniciativ\u00ebn p\u00ebr an\u00ebtar\u00ebsim n\u00eb OGP. Ministria drejtuese e caktuar p\u00ebr ta koordinuar dhe nxitur iniciativ\u00ebn komb\u00ebtare \u00ebsht\u00eb Ministria e Administrimit t\u00eb Pushtetit Lokal. Plani Komb\u00ebtar i Veprimit do ta mbuloj\u00eb periudh\u00ebn 2022-2024 dhe do t\u00eb ofroj\u00eb veprime konkrete t\u00eb realizueshme q\u00eb synojn\u00eb rritjen e transparenc\u00ebs qeveritare, duke p\u00ebrfshir\u00eb t\u00eb gjitha organizatat e shoq\u00ebris\u00eb civile si katalizator\u00eb kryesor\u00eb dhe aleat\u00eb t\u00eb fuqish\u00ebm t\u00eb\u00a0<a href=\"https:\/\/ogpkosova.org\/\" target=\"_blank\" rel=\"noopener\">iniciativ\u00ebs<\/a>. An\u00ebtar\u00ebsimi n\u00eb OGP do t\u00eb hapte rrug\u00ebn drejt promovimit t\u00eb nj\u00eb qeverisjeje t\u00eb hapur dhe transparente, pjes\u00ebmarrjes s\u00eb qytetar\u00ebve n\u00eb vendimmarrje, gjith\u00ebp\u00ebrfshirjes dhe qeverisjes s\u00eb p\u00ebrgjegjshme.<\/p>\n<p>Megjithat\u00eb, ka ende v\u00ebshtir\u00ebsi q\u00eb hasen me tranzicionin n\u00eb fjal\u00eb. V\u00ebshtir\u00ebsit\u00eb rrjedhin nga fakti se zgjidhjeve aktuale digjitale u mungon pasuria e p\u00ebrmbajtjes, mungesa e t\u00eb dh\u00ebnave n\u00eb p\u00ebrgjith\u00ebsi, deri te shqet\u00ebsimet q\u00eb lidhen me cil\u00ebsin\u00eb e t\u00eb dh\u00ebnave. P\u00ebr m\u00eb tep\u00ebr, n\u00eb nj\u00eb far\u00eb mase, ekziston skepticiz\u00ebm n\u00eb mesin e qytetar\u00ebve p\u00ebr legjitimitetin e sh\u00ebrbimeve digjitale duke pasur parasysh tradit\u00ebn e gjat\u00eb t\u00eb k\u00ebrkimit dhe marrjes s\u00eb sh\u00ebrbimeve n\u00eb form\u00eb fizike, materiale.<\/p>\n<p><a name=\"_heading=h.gjdgxs\"><\/a>Sfida n\u00eb fjal\u00eb po leht\u00ebsohet me mjete t\u00eb ndryshme. N\u00eb ASHI, p\u00ebr shembull, pas lansimit t\u00eb platform\u00ebs e-Kosova n\u00eb fillim t\u00eb pandemis\u00eb COVID-19, u krijuan linja telefonike pa pages\u00eb dhe u pun\u00ebsua staf shtes\u00eb p\u00ebr t\u2019iu p\u00ebrgjigjur thirrjeve dhe p\u00ebr t\u2019u ofruar qytetar\u00ebve ndihm\u00ebn e nevojshme n\u00eb p\u00ebrdornin e sh\u00ebrbimeve digjitale.<\/p>\n<p>Nj\u00eb \u00e7\u00ebshtje tjet\u00ebr e r\u00ebnd\u00ebsishme n\u00eb lidhje me sfidat e Kosov\u00ebs ndaj hapjes s\u00eb t\u00eb dh\u00ebnave p\u00ebrfshin \u00e7\u00ebshtjen e nd\u00ebrveprimit t\u00eb t\u00eb dh\u00ebnave. Me fjal\u00eb t\u00eb tjera, ndon\u00ebse ka platforma t\u00eb dh\u00ebnash q\u00eb jan\u00eb publike, n\u00eb shumic\u00ebn e rasteve t\u00eb dh\u00ebnat nuk mund t\u00eb krijohen, shk\u00ebmbehen dhe konsumohen p\u00ebr t\u00eb pasur pritshm\u00ebri t\u00eb qarta, t\u00eb p\u00ebrbashk\u00ebta p\u00ebr p\u00ebrmbajtjen, kontekstin dhe kuptimin e atyre t\u00eb dh\u00ebnave.<\/p>\n<p><a name=\"_heading=h.loaoewxbqlde\"><\/a>Si p\u00ebrgjigje ndaj munges\u00ebs s\u00eb interoperabilitetit, u zhvillua nj\u00eb platform\u00eb bazuar n\u00eb standardet e larta t\u00eb siguris\u00eb.\u00a0<a href=\"https:\/\/ashi-upi.rks-gov.net\/sq\/Pages\/Details\/12\" target=\"_blank\" rel=\"noopener\">Platforma n\u00eb fjal\u00eb<\/a>\u00a0siguron interoperabilitetin ose shk\u00ebmbimin e t\u00eb dh\u00ebnave nd\u00ebrmjet institucioneve t\u00eb m\u00ebposhtme: Agjencia e Regjistrimit t\u00eb Bizneseve t\u00eb Kosov\u00ebs, Agjencia e Regjistrimit Civil, Administrata Tatimore e Kosov\u00ebs, Dogana, Agjencia Kadastrale e Kosov\u00ebs, etj.<\/p>\n<p><a name=\"_heading=h.ft80z5gidzvk\"><\/a>Kjo platform\u00eb e interoperabilitetit \u00ebsht\u00eb nj\u00eb nga iniciativat e para p\u00ebr ta nxitur komunikimin nd\u00ebrmjet t\u00eb dh\u00ebnave nga institucionet e ndryshme. P\u00ebrndryshe, \u00e7do institucion mbledh t\u00eb dh\u00ebna dhe i ruan n\u00eb sistemin e tij, k\u00ebshtu q\u00eb t\u00eb dh\u00ebnat shp\u00ebrndahen n\u00ebp\u00ebr k\u00ebto institucione. P\u00ebr rrjedhoj\u00eb, p\u00ebrgjegj\u00ebsia p\u00ebr sigurin\u00eb e t\u00eb dh\u00ebnave t\u00eb tilla \u00ebsht\u00eb e shp\u00ebrndar\u00eb edhe brenda k\u00ebtyre institucioneve. Si\u00e7 raportohet nga ASHI, ekzistojn\u00eb rreth 100 baza t\u00eb t\u00eb dh\u00ebnave digjitale n\u00eb k\u00ebto institucione.<\/p>\n<p>Nuk mund t\u00eb theksohet sa duhet nevoja dhe r\u00ebnd\u00ebsia e nd\u00ebrtimit t\u00eb mjeteve t\u00eb reja dhe paraqitja e zgjidhjeve t\u00eb reja digjitale, si dhe p\u00ebrmir\u00ebsimi i atyre ekzistuese. Ky q\u00ebndrim nuk \u00ebsht\u00eb specifik p\u00ebr Kosov\u00ebn, pasi procesi i digjitalizimit dhe qeverisja e hapur po ndodhin me nj\u00eb rit\u00ebm t\u00eb paprecedent dhe revolucioni teknologjik po ndryshon rr\u00ebnj\u00ebsisht m\u00ebnyr\u00ebn se si ne e perceptojm\u00eb qeverisjen, qytetarin\u00eb, agjencin\u00eb e njer\u00ebzve dhe rolin e tyre n\u00eb vendimmarrje.<\/p>\n<p>Megjithat\u00eb, duhet theksuar se an\u00ebtar\u00ebsimi i Kosov\u00ebs n\u00eb OGP nuk varet vet\u00ebm nga fakti n\u00ebse vendi i p\u00ebrmbush kriteret e p\u00ebrcaktuara nga OGP. Sfida kryesore e Kosov\u00ebs drejt an\u00ebtar\u00ebsimit n\u00eb OGP mbetet aspekti politik. P\u00ebrkat\u00ebsisht fakti q\u00eb disa vende an\u00ebtare n\u00eb OGP nuk e njohin shtet\u00ebsin\u00eb e Kosov\u00ebs, gj\u00eb q\u00eb e bllokon Kosov\u00ebn n\u00eb procesin e an\u00ebtar\u00ebsimit.<\/p>\n<p>Derisa lobimi efektiv nga zyrtar\u00eb qeveritar\u00eb dhe p\u00ebrfaq\u00ebsues\/e t\u00eb shoq\u00ebris\u00eb civile drejt an\u00ebtar\u00ebsimit t\u00eb saj n\u00eb OGP vazhdon, pal\u00ebt e mobilizuara t\u00eb interesit n\u00eb Kosov\u00eb vazhdojn\u00eb t\u00eb kontribuojn\u00eb drejt nd\u00ebrtimit t\u00eb nj\u00eb qeverisjeje t\u00eb hapur dhe t\u00eb q\u00ebndrueshme. Sipas\u00a0<a href=\"https:\/\/www.transparency.org\/en\/cpi\/2021\/index\/ksv\" target=\"_blank\" rel=\"noopener\">Indeksit t\u00eb Perceptimit t\u00eb Korrupsionit t\u00eb Transparency International 2021<\/a>, Kosova ka treguar progres n\u00eb luft\u00ebn kund\u00ebr korrupsionit. Nga vendi 104, tani renditet n\u00eb vendin 87.<\/p>\n<p><a name=\"_heading=h.30j0zll\"><\/a>Me nivelin m\u00eb t\u00eb lart\u00eb t\u00eb p\u00ebrdorimit t\u00eb internetit, popullsin\u00eb mesatarisht m\u00eb t\u00eb re dhe m numrin m\u00eb t\u00eb lart\u00eb t\u00eb kompanive t\u00eb teknologjis\u00eb s\u00eb informacionit n\u00eb rajon, Kosova vazhdon t\u2019i b\u00ebj\u00eb detyrat e saj drejt hapjes s\u00eb t\u00eb dh\u00ebnave dhe ofrimit t\u00eb sh\u00ebrbimeve digjitale cil\u00ebsore p\u00ebr qytetar\u00ebt e saj.
