Megjithat\u00eb, Ministria e Arsimit, Shkenc\u00ebs, Teknologjis\u00eb dhe Inovacionit (MASHTI) ka shtuar p\u00ebrpjekjet e saj si p\u00ebrgjigje ndaj situat\u00ebs s\u00eb krijuar nga pandemia. Mir\u00ebpo, masat e nd\u00ebrmarra deri tash kan\u00eb d\u00ebshtuar t\u00eb sigurojn\u00eb qasje t\u00eb barabart\u00eb p\u00ebr t\u00eb gjith\u00eb nx\u00ebn\u00ebsit n\u00eb procesin m\u00ebsimor.<\/p>\n<p>N\u00eb Draft-strategjin\u00eb p\u00ebr e-m\u00ebsim t\u00eb vitit 2010-2015 fokusi q\u00ebndronte n\u00eb nd\u00ebrtimin e infrastruktur\u00ebs dhe n\u00eb identifikimin e l\u00ebnd\u00ebve\/klasave q\u00eb mund t\u00eb p\u00ebrfitonin nga m\u00ebsimi online (e-learning). Pal\u00ebt e interesit kishin kuptuar q\u00eb strategjia e re komb\u00ebtare p\u00ebr e-m\u00ebsimin do t\u2019i shtronte rrug\u00eb fillimit t\u00eb sektorit t\u00eb m\u00ebsimit n\u00eb distanc\u00eb. Edhe pse deri at\u00ebher\u00eb pa strategji t\u00eb mir\u00ebfillt\u00eb, vet\u00eb njohja e r\u00ebnd\u00ebsis\u00eb s\u00eb m\u00ebsimit online ishte nj\u00eb hap pozitiv. Profesionist\u00ebt dhe p\u00ebrfaq\u00ebsuesit e tjer\u00eb t\u00eb ekipit punues kishin theksuar se krijimi i nj\u00eb kornize ligjore do ta garantonte integrimin e m\u00ebsimit online n\u00eb nivele t\u00eb ndryshme t\u00eb arsimit n\u00eb vendin ton\u00eb.<\/p>\n<p>Draft-strategjia e e-m\u00ebsimit 2010-2015 parashihte \u201cnj\u00eb edukim cil\u00ebsor dhe konkurrues, p\u00ebr nj\u00eb shoq\u00ebri t\u00eb bazuar n\u00eb dije, me nj\u00eb sistem t\u00eb q\u00ebndruesh\u00ebm dhe gjith\u00ebp\u00ebrfshir\u00ebs t\u00eb e-m\u00ebsimit, i cili do t\u00eb leht\u00ebsonte zhvillimin socio-ekonomik dhe do t\u2019i rriste mund\u00ebsit\u00eb e t\u00eb m\u00ebsuarit gjat\u00eb gjith\u00eb jet\u00ebs (Lifelong Learning)\u201d.<\/p>\n<p>Krijimi i nj\u00eb kornize t\u00eb till\u00eb ligjore do t\u00eb ishte vendimtar n\u00eb zgjerimin e disponueshm\u00ebris\u00eb s\u00eb e-m\u00ebsimit, si dhe n\u00eb inkurajimin e m\u00ebsimdh\u00ebn\u00ebsve n\u00eb t\u00eb gjith\u00eb vendin p\u00ebr t\u00eb shprehur interesim p\u00ebr trajnime n\u00eb m\u00ebsimin online. P\u00ebr m\u00eb tep\u00ebr, studime t\u00eb ndryshme tregojn\u00eb se p\u00ebr nx\u00ebn\u00ebsit t\u00eb cil\u00ebt kan\u00eb qasje n\u00eb teknologji, t\u00eb m\u00ebsuarit online (digjital) mund t\u00eb jet\u00eb m\u00eb efektiv sesa thjesht t\u00eb m\u00ebsuarit tradicional. Kjo u mund\u00ebson atyre t\u00eb &#8220;m\u00ebsojn\u00eb me ritmin e tyre, duke lexuar, rilexuar ose duke kaluar koh\u00eb me konceptet q\u00eb ata d\u00ebshirojn\u00eb\u201d. Shikuar nga perspektiva e politik\u00ebb\u00ebrjes, \u00ebsht\u00eb e qart\u00eb se sigurimi i p\u00ebrfshirjes digjitale \u00ebsht\u00eb po aq i r\u00ebnd\u00ebsish\u00ebm sa nd\u00ebrtimi i aft\u00ebsive praktike kur b\u00ebhet fjal\u00eb p\u00ebr zgjerimin e mund\u00ebsive p\u00ebrmes &#8220;m\u00ebsimit online&#8221;. T\u00eb vetmet dokumente politik\u00ebb\u00ebr\u00ebse jan\u00eb manualet\/udh\u00ebzimet, t\u00eb cilat jan\u00eb miratuar nga MASHTI p\u00ebr p\u00ebrdorim n\u00eb shkollat q\u00eb kan\u00eb qen\u00eb t\u00eb detyruara t\u00eb p\u00ebrshtaten me pandemin\u00eb, nd\u00ebrkaq paralelisht \u00ebsht\u00eb ngritur nj\u00eb grup punues p\u00ebr hartimin e Strategjis\u00eb Shtet\u00ebrore t\u00eb Digjitalizimit t\u00eb Arsimit.<\/p>\n<p>Shikuar n\u00eb kontekstin aktual, grupi punues i sapoformuar ka p\u00ebr q\u00ebllim t\u00eb ndikoj\u00eb n\u00eb ndryshimin e politikave n\u00eb k\u00ebt\u00eb sektor. Megjithat\u00eb, a i kemi ne (Kosova) kapacitetet p\u00ebr t&#8217;i b\u00ebr\u00eb realitet k\u00ebto reforma? A kemi ofertues t\u00eb p\u00ebrshtatsh\u00ebm q\u00eb mund t\u2019i akomodojn\u00eb k\u00ebrkesat p\u00ebr regjistrim online? M\u00eb e r\u00ebnd\u00ebsishmja, a jan\u00eb m\u00ebsimdh\u00ebn\u00ebsit e klasave dhe administrator\u00ebt e shkollave t\u00eb gatsh\u00ebm p\u00ebr ta p\u00ebrqafuar integrimin e teknologjis\u00eb n\u00eb arsim formal?<\/p>\n<p>Nj\u00eb m\u00ebnyr\u00eb p\u00ebr t&#8217;iu p\u00ebrgjigjur k\u00ebtyre pyetjeve \u00ebsht\u00eb t\u00eb fillojm\u00eb t&#8217;i njoftojm\u00eb m\u00ebsimdh\u00ebn\u00ebsit me m\u00ebsimin online. N\u00ebse arrijm\u00eb t&#8217;i bindim k\u00ebta t\u00eb fundit se mund t\u00eb m\u00ebsojn\u00eb n\u00eb k\u00ebt\u00eb form\u00eb, at\u00ebher\u00eb nuk \u00ebsht\u00eb e v\u00ebshtir\u00eb p\u00ebr ta q\u00eb t\u00eb besojn\u00eb se nx\u00ebn\u00ebsit mund t\u00eb ken\u00eb sukses n\u00eb m\u00ebsim online.<\/p>\n<p>Pra, ata t\u00eb cil\u00ebt besojn\u00eb se m\u00ebnyra e vetme p\u00ebr t\u00eb m\u00ebsuar \u00ebsht\u00eb mes kat\u00ebr mureve t\u00eb shkoll\u00ebs jan\u00eb m\u00ebsimdh\u00ebn\u00ebsit, e jo nx\u00ebn\u00ebsit apo prind\u00ebrit. Por, n\u00ebse arrijm\u00eb ta ndryshojm\u00eb k\u00ebt\u00eb bindje p\u00ebr ta personalisht, ndoshta mund t\u00eb kemi ndryshime pozitive. P\u00ebr m\u00eb tep\u00ebr, k\u00ebrkon edhe krijimin e p\u00ebrmbajtjes digjitale si dhe p\u00ebrshtatjen e kurrikulave p\u00ebr t\u00eb mund\u00ebsuar p\u00ebrdorimin e teknologjis\u00eb n\u00eb arsim. P\u00ebrfundimisht, e gjith\u00eb kjo varet nga nj\u00eb mb\u00ebshtetje e gjer\u00eb e komunitetit n\u00eb vend. Kosova Center for Distance Education (KCDE) \u00ebsht\u00eb duke krijuar nj\u00eb rrjet\u00eb bashk\u00ebpunimi me politik\u00ebb\u00ebr\u00ebsit p\u00ebr t\u00eb fuqizuar zbatimin e e-m\u00ebsimit, duke ndar\u00eb ekspertiz\u00ebn me ta p\u00ebr t\u00eb siguruar q\u00eb zgjidhjet e ofruara adresojn\u00eb nevojat e t\u00eb gjith\u00eb nx\u00ebn\u00ebsve. Tutje, KCDE \u00ebsht\u00eb n\u00eb proces t\u00eb themelimit t\u00eb nj\u00eb komiteti p\u00ebr e-m\u00ebsim, i cili do t\u2019i identifikoj\u00eb hapat q\u00eb duhet t\u00eb nd\u00ebrmarrim n\u00eb ngritjen e k\u00ebtij sektori.
