Sipas t\u00eb dh\u00ebnave t\u00eb Organizat\u00ebs Bot\u00ebrore t\u00eb Sh\u00ebndetit, n\u00eb Serbi \u00e7do vit\u00a0<a href=\"https:\/\/serbia.un.org\/sites\/default\/files\/2019-10\/Health-impact-pollution-Serbia_0.pdf\" target=\"_blank\" rel=\"noopener\"><strong>m\u00eb shum\u00eb se 6,000<\/strong><\/a>\u00a0njer\u00ebz vdesin para kohe p\u00ebr shkak t\u00eb ndotjes s\u00eb ajrit, q\u00eb p\u00ebrfaq\u00ebson numrin fam\u00ebkeq t\u00eb dyt\u00eb t\u00eb vdekjeve t\u00eb parakohshme n\u00eb Evrop\u00eb p\u00ebr shkak t\u00eb ndotjes s\u00eb ajrit!<\/p>\n<p><strong>Pse pik\u00ebrisht tani flitet kaq shum\u00eb p\u00ebr ndotjen?<\/strong><\/p>\n<p>N\u00eb Serbi, Agjencia e Mbrojtjes s\u00eb Mjedisit ka botuar matje dhe p\u00ebrfundime n\u00eb form\u00ebn e nj\u00eb raporti q\u00eb nga viti 2010, dhe sipas\u00a0<a href=\"http:\/\/www.sepa.gov.rs\/download\/VAZDUH2010.pdf\" target=\"_blank\" rel=\"noopener\"><strong>raportit vjetor p\u00ebr gjendjen e cil\u00ebsis\u00eb s\u00eb ajrit<\/strong><\/a>. Ajri ka qen\u00eb i ndotur qysh nga viti 2010 dhe p\u00ebr dit\u00eb t\u00eb t\u00ebra jan\u00eb tejkaluar vlerat e lejuara t\u00eb grimcave t\u00eb shprehura n\u00eb mikrometra p\u00ebr met\u00ebr kub. Raport i\u00a0<a href=\"http:\/\/www.sepa.gov.rs\/download\/izv\/Vazduh2018_final.pdf\" target=\"_blank\" rel=\"noopener\"><strong>nj\u00ebjt\u00eb p\u00ebr vitin 2018<\/strong><\/a>\u00a0tregon t\u00eb dh\u00ebna edhe m\u00eb t\u00eb k\u00ebqija. Ajo q\u00eb bie n\u00eb sy \u00ebsht\u00eb fakti q\u00eb p\u00ebr k\u00ebt\u00eb problem t\u00eb mpreht\u00eb, me nj\u00eb intensitet t\u00eb till\u00eb, filloi t\u00eb flitej vet\u00ebm n\u00eb vitin 2019. Lajmi i mir\u00eb \u00ebsht\u00eb se aktivitetet dhe l\u00ebvizjet e shumta, si dhe gazetar\u00eb n\u00eb Ballkan, kan\u00eb arritur ta b\u00ebjn\u00eb k\u00ebt\u00eb tem\u00eb t\u00eb r\u00ebnd\u00ebsishme dhe t\u00eb dukshme.<\/p>\n<p>Sot, aleat\u00ebt e m\u00ebdhenj n\u00eb k\u00ebt\u00eb luft\u00eb jan\u00eb padyshim aplikacionet dhe ueb-faqet q\u00eb shfaqin t\u00eb dh\u00ebna nga stacionet private dhe qeveritare t\u00eb matjes. \u00c7do qytetar mundet m\u00eb leht\u00eb dhe m\u00eb shpejt\u00eb se kurr\u00eb m\u00eb par\u00eb, n\u00eb koh\u00eb reale, t\u00eb kontrolloj\u00eb nivelin e ndotjes s\u00eb ajrit nga parametra t\u00eb ndrysh\u00ebm.<\/p>\n<p>N\u00eb Ballkan, aplikacioni m\u00eb i njohur\u00a0<a href=\"https:\/\/getaircare.com\/\" target=\"_blank\" rel=\"noopener\"><strong>AirCare<\/strong><\/a>, i zhvilluar nga programuesi maqedonas\u00a0<a href=\"https:\/\/www.forbes.com\/sites\/rebeccabanovic\/2019\/01\/12\/meet-the-macedonian-software-engineer-fighting-air-pollution-with-an-app\/#72bedd8a6c82\" target=\"_blank\" rel=\"noopener\"><strong>Gorjan Jovanovski<\/strong><\/a>, dhe lokalizimin p\u00ebr Serbin\u00eb\u00a0<a href=\"https:\/\/nedavimobeograd.rs\/\" target=\"_blank\" rel=\"noopener\"><strong>e b\u00ebri iniciativa &#8220;T\u00eb mos e mbytim Beogradin&#8221; (Ne davimo Beograd<\/strong><\/a>).<\/p>\n<p><strong>Kush \u00ebsht\u00eb m\u00eb i rrezikuar?<\/strong><\/p>\n<p>Prema\u00a0<a href=\"https:\/\/airnow.gov\/index.cfm?action=pubs.aqguidepart\" target=\"_blank\" rel=\"noopener\"><strong>podacima<\/strong><\/a>\u00a0t\u00eb Agjencis\u00eb p\u00ebr mbrojtjen e mjedisit e SHBA-ve, m\u00eb t\u00eb rrezikuarit jan\u00eb sigurisht njer\u00ebzit me s\u00ebmundje t\u00eb zemr\u00ebs, probleme me frym\u00ebmarrjen (t\u00eb tilla si astma ose bllokimi kronik i mushk\u00ebrive), njer\u00ebzit me mbipesh\u00eb dhe diabetik\u00ebt. Personat e moshuar dhe f\u00ebmij\u00ebt jan\u00eb ve\u00e7an\u00ebrisht t\u00eb ekspozuar n\u00eb rrezik, q\u00eb tregon n\u00eb mos interesim t\u00eb plot\u00eb t\u00eb organeve shtet\u00ebrore p\u00ebr t\u00eb pafuqishmit. Tragjedia \u00ebsht\u00eb se ky grup p\u00ebrfshin gjithashtu ata q\u00eb p\u00ebrfaq\u00ebsojn\u00eb t\u00eb ardhmen n\u00eb kuptimin e mir\u00ebfillt\u00eb: grat\u00eb shtatz\u00ebna dhe t\u00eb porsalindurit.<\/p>\n<p>F\u00ebmij\u00ebt zhvillohen, kalojn\u00eb m\u00eb shum\u00eb koh\u00eb jasht\u00eb ku marrin frym\u00eb nga ajri i ndotur. Ata thithin m\u00eb shum\u00eb aj\u00ebr p\u00ebr kilogram t\u00eb pesh\u00ebs trupore n\u00eb krahasim me t\u00eb rriturit, gj\u00eb q\u00eb \u00e7on drejtp\u00ebrdrejt n\u00eb rritje t\u00eb astm\u00ebs s\u00eb f\u00ebmij\u00ebve dhe s\u00ebmundjeve t\u00eb tjera t\u00eb frym\u00ebmarrjes.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>PM10, PM2.5 dhe substanca t\u00eb tjera t\u00eb d\u00ebmshme<\/strong><\/p>\n<p>Numri n\u00eb shkurtes\u00ebn PM (<em>PM<\/em>) tregon madh\u00ebsin\u00eb e grimcave: PM10 \u00ebsht\u00eb 10 mikromet\u00ebr ose m\u00eb pak, PM 2.5 \u00ebsht\u00eb 2.5 mikromet\u00ebr ose m\u00eb pak. Kjo do t\u00eb thot\u00eb se ato jan\u00eb m\u00eb t\u00eb vogla se flok\u00ebt e njeriut dhe si t\u00eb tilla ato leht\u00eb mund t\u00eb ngjiten n\u00eb sip\u00ebrfaqen e goj\u00ebs, fytit, hund\u00ebs, dhe gjithashtu t\u00eb arrijn\u00eb n\u00eb mushk\u00ebri, ku mund t\u00eb shkaktojn\u00eb probleme serioze sh\u00ebndet\u00ebsore. Sa m\u00eb t\u00eb vogla t\u00eb jen\u00eb grimcat, aq m\u00eb t\u00eb rrezikshme jan\u00eb ato sepse dep\u00ebrtojn\u00eb m\u00eb thell\u00eb n\u00eb trup kur thithen dhe arrijn\u00eb n\u00eb qarkullimin e gjakut. P\u00ebrve\u00e7 grimcave PM, pajisjet mat\u00ebse kryesisht matin nivelet e p\u00ebrqendrimit t\u00eb oksideve t\u00eb d\u00ebmshme t\u00eb azotit dhe squfurit, si dhe t\u00eb ozonit dhe monoksidit t\u00eb karbonit.<\/p>\n<p>Sipas direktivave t\u00eb BE-s\u00eb, q\u00eb ajri t\u00eb konsiderohet i past\u00ebr, p\u00ebrqendrimi i PM10 nuk duhet t\u00eb kaloj\u00eb 40 mikrogram\u00eb p\u00ebr met\u00ebr kub, dhe tejkalimi nuk duhet t\u00eb zgjas\u00eb m\u00eb gjat\u00eb se 35 dit\u00eb n\u00eb vit. Me at\u00eb, sipas\u00a0<a href=\"http:\/\/www.sepa.gov.rs\/download\/izv\/Vazduh2018_final.pdf\" target=\"_blank\" rel=\"noopener\"><strong>podacima<\/strong><\/a>\u00a0t\u00eb Agjencive p\u00ebr Mbrojtjen e Mjedisit, n\u00eb vitin 2018 ky limit u tejkalua edhe 170 dit\u00eb n\u00eb Valjevo, nd\u00ebrsa n\u00eb Shkup vet\u00ebm n\u00eb 25 dit\u00ebt e para t\u00eb janarit t\u00eb k\u00ebtij viti\u00a0<a href=\"https:\/\/aqicn.org\/city\/macedonia\/centar\/\" target=\"_blank\" rel=\"noopener\"><strong>edhe 11 dit\u00eb<\/strong><\/a>\u00a0me nj\u00eb p\u00ebrqendrim t\u00eb lart\u00eb t\u00eb grimcave PM 2.5.<\/p>\n<div class=\"text-iamge\"><img decoding=\"async\" src=\"https:\/\/cdn.respublica.edu.mk\/wp-content\/uploads\/2020\/02\/Graganite-vo-borba-za-cist-vozduh-2.jpg\" alt=\"Graganite vo borba za cist vozduh 2\" \/><\/div>\n<p><strong>Autoritetet jan\u00eb n\u00eb l\u00ebvizje<\/strong><\/p>\n<p>K\u00ebt\u00eb vjesht\u00eb m\u00eb shum\u00eb se 15,000 qytetar\u00eb dhe qytetare kan\u00eb n\u00ebnshkruar peticionin p\u00ebr iniciativ\u00ebn&#8221; T\u00eb mos e mbytim Beogradin&#8221;. Peticioni u b\u00ebn thirrje autoriteteve t\u00eb marrin masa konkrete dhe urgjente p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar cil\u00ebsin\u00eb e ajrit. Masat ndahen n\u00eb afat t\u00eb shkurt\u00ebr dhe afatgjat\u00eb:<\/p>\n<p><strong>Masat afatshkurtra<\/strong>:<\/p>\n<p><strong>&#8211; Informim i rregullt, i sakt\u00eb dhe n\u00eb koh\u00eb i qytetar\u00ebve p\u00ebr cil\u00ebsin\u00eb e ajrit<\/strong>. \u00cbsht\u00eb e nevojshme publiku t\u00eb njoftohet rregullisht dhe me sakt\u00ebsi, me t\u00eb gjitha mjetet e informacionit publik, p\u00ebr statusin e p\u00ebrditsh\u00ebm t\u00eb cil\u00ebsis\u00eb s\u00eb ajrit. \u00cbsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb p\u00ebrcaktohen masa t\u00eb qarta p\u00ebr t\u00eb mbrojtur popullsin\u00eb n\u00eb dit\u00ebt kur banor\u00ebt jan\u00eb t\u00eb ekspozuar ndaj ndotjes s\u00eb konsiderueshme t\u00eb ajrit.<\/p>\n<p><strong>&#8211; N\u00eb dit\u00ebt e ndotjes ekstreme t\u00eb ajrit, ulja e trafikut n\u00eb zonat qendrore t\u00eb qytetit<\/strong>. T\u00eb zvog\u00eblohet trafiku i makinave rrept\u00ebsisht n\u00eb qend\u00ebr t\u00eb qytetit p\u00ebrmes, shembull, futjes s\u00eb sistemit t\u00eb l\u00ebvizjes s\u00eb automjeteve sipas parimit \u00e7ift dhe tek p\u00ebr koh\u00ebn e periudhave t\u00eb ndotjes ekstreme t\u00eb ajrit (n\u00eb dit\u00ebt \u00e7ift jan\u00eb t\u00eb lejuara automjetet targat e t\u00eb cil\u00ebve mbarojn\u00eb me num\u00ebr \u00e7ift).<\/p>\n<p><strong>&#8211; Mbrojtja e f\u00ebmij\u00ebve dhe t\u00eb rinjve<\/strong>. N\u00eb dit\u00ebt e ndotjes ekstreme t\u00eb ajrit, duhet t\u00eb merren masa p\u00ebr t\u00eb mbyllur p\u00ebrkoh\u00ebsisht kopshtet dhe shkollat e vendosura n\u00eb pjes\u00eb t\u00eb rrezikuara t\u00eb qyteteve.<\/p>\n<p><strong>&#8211; Mbrojtja e kategorive t\u00eb prekshme t\u00eb popullat\u00ebs, por edhe e personave t\u00eb sh\u00ebndetsh\u00ebm<\/strong>. Informimi i rregullt i qytetar\u00ebve p\u00ebr aktivitetet e lejuara t\u00eb popullat\u00ebs dhe k\u00ebshillat sh\u00ebndet\u00ebsor\u00eb n\u00eb dit\u00ebt kur ka ndotje t\u00eb lart\u00eb t\u00eb ajrit. \u00cbsht\u00eb e nevojshme q\u00eb institucionet n\u00eb nivel t\u00eb qytetit dhe komb\u00ebtar t\u00eb sigurojn\u00eb udh\u00ebzime t\u00eb qarta dhe t\u00eb sakta p\u00ebrmes mediave n\u00eb dispozicion p\u00ebr t\u00eb lejuar aktivitetet e t\u00eb moshuarve, grave shtatz\u00ebna, f\u00ebmij\u00ebve, njer\u00ebzve q\u00eb vuajn\u00eb nga s\u00ebmundje kronike t\u00eb mushk\u00ebrive ose zemr\u00ebs por edhe njer\u00ebzve t\u00eb sh\u00ebndetsh\u00ebm.<\/p>\n<p><strong>Masat afatgjata<\/strong>:<\/p>\n<p><strong>&#8211; P\u00ebrmir\u00ebsimi rr\u00ebnj\u00ebsor i transportit publik dhe zvog\u00eblimi i trafikut t\u00eb automjeteve<\/strong>. Meqen\u00ebse trafiku \u00ebsht\u00eb nj\u00eb burim i r\u00ebnd\u00ebsish\u00ebm i ndotjes, \u00ebsht\u00eb e nevojshme t\u00eb adaptohet infrastruktura e trafikut p\u00ebr transportin publik dhe t\u00eb punohet p\u00ebr uljen e p\u00ebrdorimit t\u00eb trafikut t\u00eb makinave n\u00eb qytet.<\/p>\n<p><strong>&#8211; T\u00eb sigurohen kushte p\u00ebr l\u00ebvizje pa ndotje n\u00ebp\u00ebr qytet (\u00e7ikliz\u00ebm, ecje)<\/strong>. T\u00eb aft\u00ebsohet infrastruktura e transportit t\u00eb llojeve t\u00eb q\u00ebndrueshme t\u00eb transportit duke nd\u00ebrtuar vendkalime p\u00ebr k\u00ebmb\u00ebsor\u00eb dhe shtigje bi\u00e7ikletash. M\u00ebnyrat e q\u00ebndrueshme t\u00eb transportit lejojn\u00eb liri m\u00eb t\u00eb madhe t\u00eb l\u00ebvizjes n\u00ebp\u00ebr qytet, ndikojn\u00eb pozitivisht n\u00eb sh\u00ebndet dhe zvog\u00eblojn\u00eb ndotjen.<\/p>\n<p><strong>&#8211; Kalimi nga karburantet fosile n\u00eb burime t\u00eb rinovueshme t\u00eb energjis\u00eb<\/strong>. T\u00eb krijohen kushte p\u00ebr t\u00eb rritur pjes\u00ebn e burimeve t\u00eb energjive t\u00eb rinovueshme n\u00eb vend q\u00eb t\u00eb p\u00ebrdorni karburantet fosile.<\/p>\n<p><strong>&#8211; Rritja e gazifikimit dhe ngrohjes s\u00eb qytetit dhe ulja e zjarreve individuale<\/strong>. T\u00eb p\u00ebrshpejtohet procesi i gazifikimit dhe ngrohjes duke lidhur ngrohjen qendrore me vendet e tjera individuale dhe kolektive t\u00eb ngrohjeve me zjarr n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb zvog\u00ebloni ndotjen e ajrit t\u00eb shkaktuar nga grimcat e ngurta. P\u00ebr t\u00eb stimuluar lidhjen e familjeve private me ngrohjen qendrore, \u00ebsht\u00eb e nevojshme t\u00eb korrigjoni (ulet) \u00e7mimi dhe t\u00eb ndryshoj\u00eb m\u00ebnyra e pages\u00ebs.<\/p>\n<p><strong>&#8211; Pyll\u00ebzimi dhe gjelb\u00ebrimi i qytetit<\/strong>. Sasia e gjelb\u00ebrimit n\u00eb qytet ndikon ndjesh\u00ebm n\u00eb cil\u00ebsin\u00eb e ajrit dhe t\u00eb gjith\u00eb ekosistemit. Zbatimi i nj\u00eb plani p\u00ebr mbjelljen masive t\u00eb pem\u00ebve, rritjen e sip\u00ebrfaqeve t\u00eb gjelbra, si dhe ngritjen e mureve vertikale t\u00eb gjelbra dhe stimulimin e nd\u00ebrtimit t\u00eb nd\u00ebrtesave t\u00eb gjelbra.<\/p>\n<p><strong>&#8211; Kontrollim m\u00eb i mir\u00eb i ndot\u00ebsve<\/strong>. T\u00eb insistohet q\u00eb ndot\u00ebsit industrial\u00eb t\u00eb punojn\u00eb me p\u00ebrgjegj\u00ebsi n\u00eb lidhje me sigurin\u00eb e njer\u00ebzve dhe mjedisit jet\u00ebsor. Me nj\u00eb plan specifik t\u00eb parashikohen aktivitete p\u00ebr zhvendosjen e ndot\u00ebsve individual\u00eb nga zona rezidenciale n\u00eb at\u00eb industriale.<\/p>\n<p><strong>&#8211; Monitorimi sistematik dhe raportimi i sakt\u00eb dhe objektiv i ndotjes s\u00eb ajrit<\/strong>. Siguroni pajisje laboratorike t\u00eb nevojshme p\u00ebr monitorimin sistematik t\u00eb nivelit t\u00eb ndotjes s\u00eb ajrit n\u00eb qytet dhe mir\u00ebmbajtjen dhe servisimin e stacioneve ekzistuese t\u00eb matjes. T\u00eb sigurohet q\u00eb publiku t\u00eb ket\u00eb qasje t\u00eb vazhdueshme n\u00eb informacione mbi p\u00ebrqendrimet e dioksidit t\u00eb squfurit, bloz\u00ebs, aero sdeimenteve, metaleve t\u00eb r\u00ebnda, ozonit tok\u00ebsor, si dhe materie ndot\u00ebse specifike.<\/p>\n<p><strong>&#8211; Anulimi i t\u00eb gjitha projekteve t\u00eb d\u00ebmshme q\u00eb do t\u00eb ndotin m\u00eb tej ajrin n\u00eb qytetet tona, si\u00e7 \u00ebsht\u00eb nd\u00ebrtimi i impiantit p\u00ebr djegieje n\u00eb Vin\u00e7a<\/strong>. T\u00eb punohet p\u00ebr parandalimin e mbeturinave, rip\u00ebrdorimin dhe riciklimin e mbeturinave, si dhe kompostimin. Zhvilloni ekonomi t\u00eb gjelb\u00ebr q\u00eb do t\u00eb pun\u00ebsoj\u00eb m\u00eb shum\u00eb njer\u00ebz dhe do t\u00eb ket\u00eb ndikim minimal n\u00eb aj\u00ebr dhe mjedis.<\/p>\n<p><strong>\u00c7far\u00eb ndodh kur shtetet nuk b\u00ebjn\u00eb aq sa duhet?<\/strong><\/p>\n<p>N\u00eb fakt, shpesh ekzistojn\u00eb ligje q\u00eb parashikojn\u00eb masa t\u00eb kontrollit t\u00eb ndotjes, por n\u00eb realitet zbatimi i tyre \u00ebsht\u00eb v\u00ebn\u00eb n\u00eb pik\u00ebpyetje. Lider\u00ebt merren vet\u00ebm parimisht me problemin e ndotjes, p\u00ebr shkak t\u00eb presionit publik n\u00eb form\u00ebn e protestave, peticioneve dhe padive. N\u00eb nj\u00eb rast, Presidenti i Serbis\u00eb\u00a0<a href=\"https:\/\/www.facebook.com\/watch\/?v=550311168845887\" target=\"_blank\" rel=\"noopener\"><strong>deklaroi<\/strong><\/a>\u00a0se n\u00eb Serbi ka ndotje vet\u00ebm dy deri tre dit\u00eb n\u00eb vit.
