Ky zgjerim ende \u00ebsht\u00eb i mundur n\u00ebse BE q\u00ebndron n\u00ebn \u00e7adr\u00ebn e siguris\u00eb amerikane dhe ka vullnet politik p\u00ebr t\u00eb evoluar.<\/p>\n<p>Fatkeq\u00ebsisht, shohim zbehje n\u00eb dy parakushtet kryesore.<\/p>\n<p>N\u00eb sfer\u00ebn e siguris\u00eb ka l\u00ebvizje gjeopolitike si Brexit, kriza rreth vizionit t\u00eb NATO-s p\u00ebr t\u00eb ardhmen, p\u00ebrfshirja ekonomike e Kin\u00ebs dhe nd\u00ebrhyrjet ushtarake t\u00eb Rusis\u00eb n\u00eb kontinent. T\u00eb gjitha s\u00eb bashku sinjalizojn\u00eb se baza e siguris\u00eb, n\u00eb t\u00eb cil\u00ebn \u00ebsht\u00eb krijuar BE, \u00ebsht\u00eb duke u l\u00ebkundur, gj\u00eb q\u00eb automatikisht n\u00ebnkupton m\u00eb pak konfidenc\u00eb n\u00eb arsyen dhe kapacitetin e BE-s\u00eb, dhe m\u00eb pak apetit p\u00ebr zgjerim.<\/p>\n<p>Vullneti politik gjithashtu ka p\u00ebsuar. Rritja e popullizmit ushqen sentimente nacionaliste q\u00eb bien ndesh me fuqizimin e Brukselit. Popullist\u00ebt n\u00eb p\u00ebrgjith\u00ebsi d\u00ebshirojn\u00eb q\u00eb qendrat e tyre p\u00ebrkat\u00ebse ta ken\u00eb n\u00eb duar fatin e vet. Brexit \u00ebsht\u00eb shembulli m\u00eb i mir\u00eb i saj, por edhe Austria, Danimarka, Italia dhe vende tjera rrezikojn\u00eb kahjen e BE-s\u00eb n\u00ebn influenc\u00ebn e partive populliste.<\/p>\n<p>P\u00ebrderisa e tanishmja karakterizohet me k\u00ebto dinamika, kan\u00eb dalur udh\u00ebheq\u00ebs si Makron t\u00eb cil\u00ebt e pranojn\u00eb se \u00e7far\u00eb po ndodh, dhe po mundohen t\u00eb kthejn\u00eb rrezikun n\u00eb mund\u00ebsi duke k\u00ebrkuar ridefinim t\u00eb BE-s\u00eb dhe thellim (jo zgjerim) p\u00ebrmes zhvillimit t\u00eb qendr\u00ebs politike, promovimit t\u00eb p\u00ebrbashk\u00ebt ekonomik dhe n\u00eb sfer\u00ebn e siguris\u00eb Evropiane (q\u00eb dallon prej NATO-s si aleanc\u00eb Euro-Atlantike.)<\/p>\n<p>Me k\u00ebto luhatje shfaqen vizionet e ndryshme p\u00ebr Evrop\u00ebn. Anglia me vot\u00eb po thot\u00eb se nuk beson n\u00eb projektin e bashkimit. Franca po k\u00ebrkon ridefinim, nd\u00ebrsa Gjermania vazhdim\u00ebsi. \u00c7ka del prej ndeshjeve t\u00eb vizioneve nuk e dijm\u00eb sepse e ardhmja nuk \u00ebsht\u00eb p\u00ebrcaktuar. Vet\u00ebm se nj\u00eb Evrop\u00eb m\u00eb e ndar\u00eb ose edhe nj\u00eb m\u00eb e fuqizuar por e pavarur nga Amerika &#8211; q\u00eb t\u00eb dy skenar\u00ebt prodhojn\u00eb politika ku vendeve p\u00ebrkat\u00ebse u intereson t\u00eb menaxhojn\u00eb raportin me Rusin\u00eb n\u00eb m\u00ebnyr\u00eb m\u00eb pragmatike edhe n\u00ebse ajo rezulton n\u00eb nj\u00eb lloj ndarje sferash ose zonash neutrale p\u00ebrfshir\u00eb Ballkanin Per\u00ebndimor.<\/p>\n<p>Nj\u00eb lloj \u201csfungjeri\u201d mes fuqive e kishim Ukrain\u00ebn dhe jo rast\u00ebsisht okupimi rus ndodhi n\u00eb koh\u00ebn kur Ukraina filloi t\u2019i afrohej Per\u00ebndimit me paket\u00ebn ekonomike. Me prezenc\u00ebn e thell\u00eb ruse n\u00eb Serbi nuk \u00ebsht\u00eb e pamundur n\u00ebse disa nga qendrat evropiane do t\u00eb gjenin kompromise me Rusin\u00eb, n\u00eb favor t\u00eb Serbis\u00eb, p\u00ebr hir t\u00eb menaxhimit t\u00eb marr\u00ebdh\u00ebnieve mes veti.<\/p>\n<p>Kjo \u00ebsht\u00eb Evropa e re, e pasigurt n\u00eb t\u00eb ardhmen e vet, me munges\u00eb vizioni dhe pa vullnet t\u00eb mjaftuesh\u00ebm politik.<\/p>\n<p><strong>Kosova n\u00eb k\u00ebt\u00eb kontekst<\/strong><\/p>\n<p>Me l\u00ebkundjen e shtyllave q\u00eb mund\u00ebsojn\u00eb Bashkimin Evropian, Kosova duhet t\u00eb vazhdoj\u00eb luft\u00ebn p\u00ebr integrim por dhe n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb ta komplementoj\u00eb at\u00eb q\u00ebllim me politika realiste q\u00eb reflektojn\u00eb trendet e Shekullit XXI.<\/p>\n<p>Konkretisht kisha propozuar q\u00eb Qeveria e Kosov\u00ebs ta p\u00ebrmir\u00ebsoj\u00eb diplomacin\u00eb e saj duke mos u varur vet\u00ebm n\u00eb parametra t\u00eb m\u00ebdha si integrimi n\u00eb BE kur a) dihet se jemi me vite mos dekada larg, dhe b) antar\u00ebsimi ose nuk \u00ebsht\u00eb i sigurt ose nuk do ta ket\u00eb t\u00eb nj\u00ebjtin efekt p\u00ebr sigurin\u00eb e shtetit kur\/n\u00ebse arrijm\u00eb aty.<\/p>\n<p>Fokusi shtes\u00eb duhet t\u00eb jet\u00eb n\u00eb thellimin e marr\u00ebdh\u00ebnieve bilaterale, por edhe krijimin e partner\u00ebve t\u00eb ri t\u00eb cil\u00ebt mund t\u00eb avancojn\u00eb interesat e shtetit.<\/p>\n<p>Si shembull Kosova ka \u00e7far\u00eb t\u00eb m\u00ebsoj\u00eb, interes nga i cili edhe mund t\u00eb lidhet me vendet lindore sikur Estonia, Finlanda dhe Polonia. N\u00eb hapin e par\u00eb edhe vet\u00ebm komunikim m\u00eb i rregullt dhe k\u00ebrkesa p\u00ebr k\u00ebshilla p\u00ebrmes forumeve kishin me qen\u00eb progres. K\u00ebto vende kan\u00eb interesa t\u00eb ngjashme strategjike, t\u00eb rrezikuara nga Rusia historikisht dhe m\u00eb t\u00eb p\u00ebraf\u00ebrta me Amerik\u00ebn si balanc natyral. N\u00eb vitin 2019, Finlanda, Suedia (jo an\u00ebtare t\u00eb NATO-s) dhe Amerika n\u00ebnshkruan marr\u00ebveshje trilaterale p\u00ebr bashk\u00ebpunim ushtarak q\u00eb p\u00ebrfshin st\u00ebrvitje, koordinim n\u00eb komunikim strategjik, ndarje t\u00eb informatave dhe aktivitete tjera q\u00eb thellojn\u00eb nd\u00ebrlidhjen. Estonia (an\u00ebtare e NATO-s) gjithashtu n\u00eb 2019 n\u00ebnshkroi marr\u00ebveshje p\u00ebr bashk\u00ebpunim n\u00eb mbrojtje me Amerik\u00ebn.<\/p>\n<p>Vet\u00ebm nga k\u00ebta shembuj shohim dy sfera t\u00eb reja t\u00eb bashk\u00ebpunimit strategjik q\u00eb i tejkalojn\u00eb p\u00ebrkufizimet por edhe benefitet institucionale t\u00eb nj\u00eb organizate t\u00eb r\u00ebnd\u00ebsishme si NATO.<\/p>\n<p>Ka hap\u00ebsir\u00eb dhe kuptim q\u00eb edhe Qeveria e Kosov\u00ebs t\u2019i shikoj\u00eb gj\u00ebrat p\u00ebrtej kanaleve ekzistuese, dhe t\u2019i hap\u00eb vetes udh\u00eb q\u00eb komplementojn\u00eb dhe ndihmojn\u00eb interesat vitale m\u00eb gjer\u00ebsisht. Fillimi \u00ebsht\u00eb ndryshimi i pik\u00ebpamjes ndaj BE-se jo vet\u00ebm si q\u00ebllim, por edhe si entitet q\u00eb ndryshon sipas rrethanave.
