P\u00ebr t\u2019u dh\u00ebn\u00eb p\u00ebrgjigje zhvillimeve t\u00eb reja dhe t\u00eb shpejta teknologjike, si dhe \u00e7\u00ebshtjeve ligjore dhe etike q\u00eb ka ngritur IA-ja, Bashkimi Evropian i \u00ebsht\u00eb p\u00ebrvjel\u00eb pun\u00ebs p\u00ebr ta miratuar legjislacionin e par\u00eb n\u00eb bot\u00eb q\u00eb rregullon prodhimin dhe p\u00ebrdorimin e IA-s\u00eb.<\/p>\n<p style=\"font-weight: 400;\"><a href=\"https:\/\/www.europarl.europa.eu\/topics\/en\/article\/20230601STO93804\/eu-ai-act-first-regulation-on-artificial-intelligence\">Akti i IA<\/a>-s\u00eb [\u2018AI Act\u2019] paraqet nj\u00eb zhvillim t\u00eb r\u00ebnd\u00ebsish\u00ebm, jo vet\u00ebm p\u00ebr shtetet an\u00ebtare t\u00eb Bashkimit Evropian, por edhe p\u00ebr Kosov\u00ebn, q\u00eb aspiron an\u00ebtar\u00ebsimin n\u00eb BE. Implikimet e k\u00ebtij legjislacioni do t\u00eb shtrihen p\u00ebrtej kufijve t\u00eb BE-s\u00eb, duke ndikuar drejtp\u00ebrdrejt n\u00eb sfondin ligjor dhe teknologjik edhe t\u00eb vendit ton\u00eb. Tri aspekte ky\u00e7e t\u00eb Aktit t\u00eb IA-s\u00eb, q\u00eb jan\u00eb t\u00eb r\u00ebnd\u00ebsishme edhe p\u00ebr Kosov\u00ebn, jan\u00eb kategorizimi i sistemeve t\u00eb IA-s\u00eb bazuar n\u00eb rrezikshm\u00ebrin\u00eb e tyre, transparenca dhe rregullat e p\u00ebrdorimit t\u00eb IA-s\u00eb n\u00eb fusha t\u00eb caktuara.<\/p>\n<p style=\"font-weight: 400;\">N\u00eb thelbin e tij, Akti i IA-s\u00eb paraqet nj\u00eb p\u00ebrpjekje t\u00eb BE-s\u00eb p\u00ebr t\u00eb vendosur disa standarde universale rreth p\u00ebrdorimit t\u00eb IA-s\u00eb. Ky legjislacion synon t\u00eb nxis\u00eb inovacionin, duke siguruar q\u00eb teknologjit\u00eb e IA-s\u00eb do t\u00eb zhvillohen n\u00eb m\u00ebnyr\u00eb etike, transparente dhe n\u00eb mbrojtje dhe respektim t\u00eb <a href=\"https:\/\/european-union.europa.eu\/principles-countries-history\/principles-and-values\/aims-and-values_en\">vlerave themelore t\u00eb BE-s\u00eb<\/a>, p\u00ebrfshir\u00eb k\u00ebtu edhe t\u00eb drejtat e njeriut.<\/p>\n<p style=\"font-weight: 400;\">Akti p\u00ebrmban udh\u00ebzime t\u00eb qarta p\u00ebr zhvillimin, shp\u00ebrndarjen, p\u00ebrdorimin dhe mbik\u00ebqyrjen e algoritmeve, duke i kategorizuar aplikimet e tyre n\u00eb nivele t\u00eb ndryshme t\u00eb riskut, si \u201crrezik i ul\u00ebt\u201d deri te \u201crrezik i lart\u00eb\u201d, ku algoritmet q\u00eb paraqesin rrezik t\u00eb lart\u00eb p\u00ebr t\u00eb shkaktuar d\u00ebm ose p\u00ebr t\u2019i shkelur vlerat themelore dhe t\u00eb drejtat e njeriut, do t\u2019u n\u00ebnshtrohen rregullave m\u00eb t\u00eb rrepta dhe kontrollit t\u00eb shtuar.<\/p>\n<p style=\"font-weight: 400;\">Akti ka marr\u00eb shum\u00eb <a href=\"https:\/\/www.theverge.com\/2023\/6\/29\/23777239\/eu-ai-act-artificial-intelligence-regulations-europe\">kritika<\/a>, pasi shihet si shum\u00eb i rrept\u00eb dhe i d\u00ebmsh\u00ebm p\u00ebr inovacionin dhe zhvillimet e m\u00ebtutjeshme teknologjike, dhe po ashtu ka ende shum\u00eb t\u00eb panjohura dhe sfida. Prandaj, p\u00ebr Kosov\u00ebn, si vend n\u00eb rrug\u00ebn drejt an\u00ebtar\u00ebsimit n\u00eb BE, t\u00eb kuptuarit dhe integrimi i parimeve t\u00eb Aktit t\u00eb IA-s\u00eb n\u00eb korniz\u00ebn e vet ligjore nuk do t\u00eb jet\u00eb vet\u00ebm \u00e7\u00ebshtje e harmonizimit t\u00eb legjislacionit vendor me at\u00eb t\u00eb BE-s\u00eb, por edhe nj\u00eb investim strategjik p\u00ebr t\u00eb ardhmen e saj.<\/p>\n<p style=\"font-weight: 400;\"><strong>Implikimet p\u00ebr Kosov\u00ebn: Aspiratat p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE<\/strong><\/p>\n<p style=\"font-weight: 400;\">Rrug\u00ebtimi i Kosov\u00ebs drejt an\u00ebtar\u00ebsimit n\u00eb BE karakterizohet me nj\u00eb p\u00ebrkushtim p\u00ebr t\u2019i harmonizuar ligjet dhe politikat e saj me standardet evropiane. Akti i IA-s\u00eb, n\u00eb k\u00ebt\u00eb kontekst, ofron nj\u00eb mund\u00ebsi, por gjithashtu edhe nj\u00eb sfid\u00eb. Nga nj\u00ebra an\u00eb, ky akt i ofron Kosov\u00ebs nj\u00eb model gjith\u00ebp\u00ebrfshir\u00ebs p\u00ebr qeverisjen e IA-s\u00eb, t\u00eb till\u00eb q\u00eb u jep p\u00ebrpar\u00ebsi t\u00eb drejtave t\u00eb njeriut, siguris\u00eb dhe llogaridh\u00ebnies \u2013 fusha ky\u00e7e shqet\u00ebsimi p\u00ebr BE-n\u00eb. Me nj\u00eb num\u00ebr t\u00eb madh t\u00eb profesionist\u00ebve t\u00eb rinj dhe t\u00eb talentuar n\u00eb teknologji, Kosova mund t\u00eb p\u00ebrfitoj\u00eb nga ky Akt p\u00ebr t\u2019i dh\u00ebn\u00eb shtytje k\u00ebtij grupi t\u00eb talenteve n\u00eb p\u00ebrputhje me standardet evropiane.<\/p>\n<p style=\"font-weight: 400;\">Duke e integruar etik\u00ebn, qeverisjen dhe pajtueshm\u00ebrin\u00eb e IA n\u00eb kurrikulat arsimore dhe programet e zhvillimit profesional, vendi mund t\u00eb krijoj\u00eb fuqi pun\u00ebtore t\u00eb aft\u00eb p\u00ebr krijimin e zgjidhjeve t\u00eb bazuara n\u00eb IA, q\u00eb jan\u00eb jo vet\u00ebm inovative, por edhe t\u00eb p\u00ebrgjegjshme dhe konkurruese globalisht.<\/p>\n<p style=\"font-weight: 400;\">Duke nxitur nj\u00eb kultur\u00eb t\u00eb inovacionit dhe sip\u00ebrmarrjes n\u00eb p\u00ebrputhje me k\u00ebrkesat e Aktit t\u00eb IA-s\u00eb, Kosova mund t\u00eb inkurajoj\u00eb startup-e q\u00eb eksperimentojn\u00eb me IA-n\u00eb n\u00eb sektor\u00eb t\u00eb ndrysh\u00ebm si <em>fintech<\/em>, sh\u00ebndet\u00ebsi, qasje n\u00eb drejt\u00ebsi dhe teknologji t\u00eb qyteteve inteligjente (smart cities).<\/p>\n<p style=\"font-weight: 400;\">Ndon\u00ebse Akti i IA-s\u00eb nuk ka hyr\u00eb akoma n\u00eb fuqi, Kosova mund t\u00eb filloj\u00eb ta p\u00ebrdor\u00eb at\u00eb si udh\u00ebzues p\u00ebr t\u2019i p\u00ebrcjell\u00eb trend\u00ebt dhe p\u00ebr t\u2019u fokusuar n\u00eb fusha si, mbrojtja e t\u00eb dh\u00ebnave, transparenca dhe llogaridh\u00ebnia n\u00eb sistemet e IA-s\u00eb.
