Proteksionizmi \u00ebsht\u00eb politik\u00eb ekonomike q\u00eb synon t\u00eb mbroj\u00eb industrit\u00eb vendore nga konkurrenca e huaj, duke p\u00ebrdorur mekanizma mbrojt\u00ebs, p\u00ebrfshir\u00eb k\u00ebtu tarifat, kuotat dhe subvencionet.<\/p>\n<p>N\u00eb ekonomin\u00eb m\u00eb t\u00eb madhe n\u00eb bot\u00eb, n\u00eb SHBA, diskutimet e politikave mes p\u00ebrfaq\u00ebsuesve t\u00eb dy partive kryesore n\u00eb vend, Demokrat\u00ebve dhe Republikan\u00ebve, nd\u00ebr t\u00eb tjera, fokusohen n\u00eb politikat e mbrojtjes s\u00eb ekonomis\u00eb vendore dhe p\u00ebrkrahjes s\u00eb prodhimit vendor.<\/p>\n<p>S\u00eb fundi, v\u00ebrehet nj\u00eb tendenc\u00eb e theksuar nga presidenti Joe Biden p\u00ebr zhvillimin e politikave proteksioniste. Gjithsesi, k\u00ebto q\u00ebllime duhet t\u00eb arrihen p\u00ebrmes instrumenteve q\u00eb nuk e pengojn\u00eb tregtin\u00eb e lir\u00eb.<\/p>\n<p>Kosova ka histori t\u00eb aplikimit t\u00eb tarifave me Serbin\u00eb, s\u00eb pari n\u00eb vitin 2018 (tarifat 100% ndaj produkteve me origjin\u00eb nga Serbia dhe Bosnja) dhe s\u00eb fundi n\u00eb vitin 2022 (ndaj disa produkteve serbe).<\/p>\n<p>Vendimi p\u00ebr vendosjen e tarifave erdhi si kund\u00ebrp\u00ebrgjigje ndaj kidnapimit t\u00eb polic\u00ebve t\u00eb Kosov\u00ebs n\u00eb Veri nga Policia serbe, dhe ende mbetet n\u00eb fuqi p\u00ebr produktet finale (p\u00ebr l\u00ebnd\u00ebn e par\u00eb nuk aplikohet tarif\u00eb).<\/p>\n<p>Efektet ekonomike jan\u00eb t\u00eb prekshme, pasi importet nga Serbia kan\u00eb r\u00ebn\u00eb ndjesh\u00ebm. N\u00eb munges\u00eb t\u00eb statistikave, mbetet e paqart\u00eb sasia e z\u00ebvend\u00ebsimit t\u00eb importeve serbe me produktet vendore. K\u00ebsisoj, distanca gjeografike, s\u00eb bashku me rritjen e kostos s\u00eb t\u00eb b\u00ebrit biznes, reflektohet n\u00eb \u00e7mimet finale t\u00eb produkteve n\u00eb treg.<\/p>\n<p>Sidoqoft\u00eb, Kosova ka marr\u00ebveshje p\u00ebr tregti t\u00eb lir\u00eb me shumic\u00ebn e partner\u00ebve tregtar\u00eb dhe kjo e limiton mund\u00ebsin\u00eb p\u00ebr aplikimin e tarifave doganore p\u00ebr vendet e tjera. Sipas tij, kjo strategji do ta ndryshonte struktur\u00ebn ekonomike dhe do t\u00eb krijonte norma m\u00eb t\u00eb larta t\u00eb rritjes dhe zhvillimit.<\/p>\n<p>Profesori Gashi, nd\u00ebr t\u00eb tjera, argumenton se duhet t\u00eb ket\u00eb kritere t\u00eb qarta p\u00ebr matjen e performanc\u00ebs s\u00eb instrumenteve t\u00eb politikave, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mund\u00ebsohet monitorimi i efekteve n\u00eb periudha afatshkurtra. Sipas tij, kriteret duhet t\u00eb nd\u00ebrlidhen me nivelin e produktivitetit, krijimin dhe shp\u00ebrndarjen e dijes, nivelin e eksportit dhe inovacionit.<\/p>\n<p>N\u00eb vitet e fundit, Qeveria e Kosov\u00ebs ka ndar\u00eb subvencione p\u00ebr bizneset prodhuese dhe bizneset n\u00eb pron\u00ebsi t\u00eb grave. K\u00ebto subvencione jan\u00eb realizuar kryesisht p\u00ebrmes Pakos s\u00eb Ringjalljes Ekonomike.
