Pavar\u00ebsisht k\u00ebtyre pengesave, Kosova, duke p\u00ebrparuar duksh\u00ebm me nd\u00ebrtimin e institucioneve t\u00eb saj, etablimin e qeverisjes demokratike, p\u00ebrpjekjen p\u00ebr avancim ekonomik e njohje nga bota, ka treguar q\u00ebndrueshm\u00ebri t\u00eb jasht\u00ebzakonshme.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ky p\u00ebrparim \u00ebsht\u00eb leht\u00ebsuar nga aleat\u00ebt per\u00ebndimor\u00eb, posa\u00e7\u00ebrisht Bashkimi Europian dhe Shtetet e Bashkuara t\u00eb Amerik\u00ebs, q\u00eb vazhdimisht kan\u00eb ndihmuar Kosov\u00ebn, duke ofruar mb\u00ebshtetje t\u00eb madhe. Megjithat\u00eb, sfidat q\u00eb vazhdojn\u00eb e n\u00ebnvizojn\u00eb betej\u00ebn e vazhdueshme t\u00eb Kosov\u00ebs p\u00ebr njohje nd\u00ebrkomb\u00ebtare dhe integrim n\u00eb organizata nd\u00ebrqeveritare, duke theksuar rolin krucial t\u00eb udh\u00ebheqjes efektive n\u00eb arritjen e objektivave shtet\u00ebror\u00eb n\u00eb mes t\u00eb peizazhit gjeopolitik, p\u00ebrher\u00eb e m\u00eb tep\u00ebr kompleks.<\/span><\/p>\n<p><b>Viti zero p\u00ebr Kosov\u00ebn<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Pasojat e luft\u00ebs dhe spastrimi etnik sh\u00ebnuan nj\u00eb moment ky\u00e7 p\u00ebr Kosov\u00ebn. Me t\u00ebrheqjen e forcave jugosllave m\u00eb 1999, hyn\u00eb trupat e NATO-s. P\u00ebr shumic\u00ebn shqiptare t\u00eb Kosov\u00ebs, viti 1999 u b\u00eb \u201cviti zero\u201d, q\u00eb sinjalizonte lindjen e shum\u00ebpritur t\u00eb t\u00eb drejtave dhe lirive t\u00eb sapozbuluara.\u00a0<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400;\">Megjithat\u00eb, euforia e p\u00ebrkohshme u z\u00ebvend\u00ebsua me realitetin e ashp\u00ebr t\u00eb pasojave t\u00eb pasluft\u00ebs. Shum\u00eb familje ishin t\u00eb ndara, me disa q\u00eb akoma po i k\u00ebrkonin t\u00eb dashurit e tyre n\u00eb <\/span><a href=\"https:\/\/pescanik.net\/our-negroes-our-enemies\/\" target=\"_self\"><span style=\"font-weight: 400;\">varreza masive<\/span><\/a><span style=\"font-weight: 400;\">. Sht\u00ebpit\u00eb e djegura, infrastruktura e shkat\u00ebrruar dhe kushtet e r\u00ebnda t\u00eb jetes\u00ebs, e v\u00ebshtir\u00ebsuan sh\u00ebrimin nga traumat e luft\u00ebs.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Midis k\u00ebtyre sfidave, investimi nd\u00ebrkomb\u00ebtar p\u00ebr rind\u00ebrtimin e Kosov\u00ebs \u00e7oi te themelimi i nj\u00eb enklave t\u00eb udh\u00ebhequr nga Kombet e Bashkuara. Rezoluta 1244 e Kombeve t\u00eb Bashkuara vendosi p\u00ebr prezenc\u00eb nd\u00ebrkomb\u00ebtare n\u00eb Kosov\u00eb, duke krijuar nj\u00eb p\u00ebrzierje t\u00eb organizatave t\u00eb ndryshme p\u00ebr t\u00eb siguruar paqe, stabilitet dhe rend. Misioni i Kombeve t\u00eb Bashkuara n\u00eb Kosov\u00eb (UNMIK) u ngarkua p\u00ebr organizimin e institucioneve t\u00eb p\u00ebrkohshme, teksa Forca e Kosov\u00ebs (KFOR) kujdesej p\u00ebr sigurin\u00eb.\u00a0<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400;\">Sipas ish-diplomatit amerikan <\/span><a href=\"https:\/\/www.rand.org\/pubs\/monograph_reports\/MR1753.html\" target=\"_self\"><span style=\"font-weight: 400;\">James Dobbins et al<\/span><\/a><span style=\"font-weight: 400;\">., \u201cShtetet e Bashkuara dhe aleat\u00ebt, pas konfliktit n\u00eb Kosov\u00eb, p\u00ebr kok\u00eb banori, kan\u00eb investuar 25 her\u00eb m\u00eb shum\u00eb para dhe 50 her\u00eb m\u00eb shum\u00eb trupa, sesa pas konfliktit n\u00eb Afganistan.\u201d Ky investim i rritur kishte rol krucial n\u00eb nxitjen e zhvillimit t\u00eb institucioneve demokratike, nxitjen e ndryshimit shoq\u00ebror dhe inkurajimin e rritjes ekonomike. Ve\u00e7 k\u00ebsaj, Kosova, me territor e popullsi t\u00eb vog\u00ebl, rriti shanset e saj p\u00ebr sukses, p\u00ebrkitazi me d\u00ebshir\u00ebn e qytetar\u00ebve t\u00eb saj p\u00ebr t\u00eb p\u00ebrqafuar ndryshimin.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kosov\u00ebs i mungonte burokracia e fuqishme shtet\u00ebrore dhe UNMIK-u ishte krucial, duke ndihmuar Kosov\u00ebn t\u2019i krijonte institucionet e saj. P\u00ebr pak vite, Kosova, nd\u00ebr t\u00eb tjerash, zhvilloi sistem t\u00eb tatimpagimit, politikave fiskale, qeverisjes, arsimit dhe sh\u00ebndet\u00ebsis\u00eb. N\u00eb k\u00ebt\u00eb kontekst, UNMIK-u u mir\u00ebprit me optimiz\u00ebm nga qytetar\u00ebt shqiptar\u00eb, t\u00eb cil\u00ebt e shihnin at\u00eb si simbol t\u00eb largimit t\u00eb regjimit t\u00eb vjet\u00ebr dhe si mjet drejt shtetnd\u00ebrtimit dhe pavar\u00ebsis\u00eb.\u00a0<\/span><\/p>\n<p><b>Rruga drejt pavar\u00ebsis\u00eb\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb vitet vijuese, populli i Kosov\u00ebs u b\u00eb m\u00eb k\u00ebmb\u00ebngul\u00ebs p\u00ebr t\u00eb pasur m\u00eb tep\u00ebr kontroll mbi fatin e vet, me q\u00ebllimin kryesor pavar\u00ebsin\u00eb e plot\u00eb. Me ngecjen e bisedimeve p\u00ebr statusin final t\u00eb Kosov\u00ebs, shqiptar\u00ebt e Kosov\u00ebs u b\u00ebn\u00eb m\u00eb dyshues p\u00ebr efektivitetin e UNMIK-ut, si dhe u rrit frustrimi mbi pasigurin\u00eb e tejzgjatur politike. P\u00ebr shumic\u00ebn shqiptare n\u00eb Kosov\u00eb, UNMIK-u u b\u00eb barriera kryesore p\u00ebr arritjen e pavar\u00ebsis\u00eb.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebr rrjedhoj\u00eb, n\u00eb bisedimet p\u00ebr decentralizim, t\u00eb udh\u00ebhequra nga Kombet e Bashkuara (t\u00eb njohura ndryshe si Negociatat e Vjen\u00ebs), konkretisht nga ish-presidenti i Finland\u00ebs, Marti Ahtisaari, m\u00eb 2006 filluan diskutimet e statusit t\u00eb ardhsh\u00ebm t\u00eb Kosov\u00ebs. Kosova k\u00ebrkonte pavar\u00ebsi t\u00eb plot\u00eb, teksa Serbia insistonte q\u00eb Kosova t\u00eb mbetej krahin\u00eb autonome brenda Serbis\u00eb.\u00a0<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400;\">N\u00eb marsin e vitit 2007, <\/span><a href=\"https:\/\/www.securitycouncilreport.org\/atf\/cf\/65BFCF9B-6D27-4E9C-8CD3-CF6E4FF96FF9\/KosovoS2007168.pdf\" target=\"_self\"><span style=\"font-weight: 400;\">Ahtisaari erdhi n\u00eb p\u00ebrfundim<\/span><\/a><span style=\"font-weight: 400;\"> se \u201copsioni i vet\u00ebm i mundsh\u00ebm p\u00ebr Kosov\u00ebn \u00ebsht\u00eb pavar\u00ebsia\u201d dhe sugjeroi nj\u00eb periudh\u00eb fillestare t\u00eb pavar\u00ebsis\u00eb s\u00eb mbik\u00ebqyrur. Ai hartoi nj\u00eb pako gjith\u00ebp\u00ebrfshir\u00ebse t\u00eb masave p\u00ebr mbrojtjen dhe promovimin e t\u00eb drejtave t\u00eb minoriteteve joshqiptare n\u00eb Kosov\u00eb.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Edhe pse Serbia e kishte refuzuar planin e tij, ai paraqiste nj\u00eb kontribut p\u00ebr paqen dhe bashk\u00ebjetes\u00ebn. P\u00ebr shkak t\u00eb vetos s\u00eb Rusis\u00eb, Plani i Ahtisaari-t nuk u miratua nga K\u00ebshilli i Siguris\u00eb s\u00eb Kombeve t\u00eb Bashkuara. Sidoqoft\u00eb, ishte evidente q\u00eb rruga e pavar\u00ebsimit t\u00eb Kosov\u00ebs do t\u00eb jet\u00ebsohej pa aprovimin e K\u00ebshillit t\u00eb Siguris\u00eb s\u00eb Kombeve t\u00eb Bashkuara.\u00a0<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400;\">Tre muaj m\u00eb von\u00eb, presidenti i SHBA-s\u00eb, George W. Bush, b\u00ebri nj\u00eb vizit\u00eb historike n\u00eb Shqip\u00ebri, duke u b\u00ebr\u00eb presidenti i par\u00eb amerikan q\u00eb e vizitoi vendin. N\u00eb vizit\u00ebn e tij, presidenti Bush <\/span><a href=\"https:\/\/www.euractiv.com\/section\/central-europe\/news\/bush-voices-support-for-kosovo-independence\/\" target=\"_self\"><span style=\"font-weight: 400;\">deklaroi<\/span><\/a><span style=\"font-weight: 400;\">: \u201cN\u00eb nj\u00eb moment t\u00eb caktuar, sa m\u00eb par\u00eb aq m\u00eb mir\u00eb, duhet t\u00eb themi se mjaft \u00ebsht\u00eb mjaft. Kosova \u00ebsht\u00eb e pavarur; ky \u00ebsht\u00eb q\u00ebndrimi yn\u00eb.\u201d Kjo deklarat\u00eb e presidentit t\u00eb SHBA-s\u00eb n\u00eb mas\u00eb t\u00eb madhe u pa si sinjal i fort\u00eb i mb\u00ebshtetjes p\u00ebr Kosov\u00ebn, q\u00eb n\u00eb muajt vijues nd\u00ebrmori hapa t\u00eb r\u00ebnd\u00ebsish\u00ebm drejt pavar\u00ebsis\u00eb.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">M\u00eb 17 shkurt 2008, Kosova shpalli pavar\u00ebsin\u00eb. Edhe pse pavar\u00ebsia e shtetit t\u00eb sapolindur u njoh shpejt nga shumica e kombeve demokratike, ai u p\u00ebrball me sfida n\u00eb t\u00eb qeverisur dhe me munges\u00eb njohjesh nd\u00ebrkomb\u00ebtare nga shtetet e tjera q\u00eb ngrinin dyshime p\u00ebr legjitimitetin e tij.\u00a0<\/span><\/p>\n<p><b>K\u00ebrkesa p\u00ebr njohje nd\u00ebrkomb\u00ebtare dhe legjitimitet<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Shpallja e pavar\u00ebsis\u00eb sh\u00ebnon fillimin e nj\u00eb rrug\u00ebtimi t\u00eb mundimsh\u00ebm p\u00ebr t\u00eb krijuar nj\u00eb shoq\u00ebri mir\u00ebfunksionuese, bazuar n\u00eb parimet e demokracis\u00eb dhe sundimit t\u00eb ligjit. Kosova u p\u00ebrball me pengesa t\u00eb tjera nga disa shtete, si\u00e7 jan\u00eb Serbia, Rusia dhe Kina, t\u00eb cilat me ngulm e kund\u00ebrshtuan shtet\u00ebsin\u00eb e saj dhe e bllokuan an\u00ebtar\u00ebsimin e saj n\u00eb organizata t\u00eb r\u00ebnd\u00ebsishme nd\u00ebrqeveritare, si\u00e7 jan\u00eb Kombet e Bashkuara dhe Interpol-i.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sot, Kosova mbetet e njohur vet\u00ebm pjes\u00ebrisht dhe pozicioni i saj nd\u00ebrkomb\u00ebtar ndikohet shum\u00eb nga raporti me Serbin\u00eb. Me gjith\u00eb procesin m\u00eb se nj\u00ebdekad\u00ebsh t\u00eb BE-s\u00eb p\u00ebr normalizimin e raporteve, zgjidhja p\u00ebrfundimtare mbetet v\u00ebshtir\u00eb e arritshme. Mosarritja e nj\u00eb zgjidhjeje p\u00ebrfundimtare me Serbin\u00eb e ka penguar potencialin e Kosov\u00ebs p\u00ebr rritje dhe zhvillim m\u00eb t\u00eb madh.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebrve\u00e7 k\u00ebsaj, mungesa e njohjes nga pes\u00eb shtetet e BE-s\u00eb (Qipro, Greqia, Rumania, Sllovakia dhe Spanja), kat\u00ebr prej t\u00eb cilave an\u00ebtare t\u00eb NATO-s (Greqia, Rumania, Sllovakia dhe Spanja), paraqet problem p\u00ebr aspiratat euro-atlantike t\u00eb Kosov\u00ebs.\u00a0<\/span><\/p>\n<p><b>Zhvillim midis sfidave\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Me gjith\u00eb pengesat e m\u00ebdha, duke i tejkaluar pritshm\u00ebrit\u00eb me arritjet e saj, Kosova ka d\u00ebshmuar q\u00ebndrueshm\u00ebri t\u00eb jasht\u00ebzakonshme.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kosova ka arritur t\u2019i fitoj\u00eb m\u00eb shum\u00eb se 100 njohje nd\u00ebrkomb\u00ebtare dhe \u00ebsht\u00eb b\u00ebr\u00eb an\u00ebtare e trupave dhe organizatave t\u00eb r\u00ebnd\u00ebsishme nd\u00ebrkomb\u00ebtare, p\u00ebrfshir\u00eb Bank\u00ebn Bot\u00ebrore, Fondin Monetar Nd\u00ebrkomb\u00ebtar, Marr\u00ebveshjen p\u00ebr Tregti t\u00eb Lir\u00eb n\u00eb Europ\u00ebn Qendrore, Bank\u00ebn Europiane p\u00ebr Rind\u00ebrtim dhe Zhvillim, si dhe federata t\u00eb ndryshme nd\u00ebrkomb\u00ebtare sportive.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Megjith\u00ebk\u00ebt\u00eb, beteja e vazhdueshme p\u00ebr njohje nd\u00ebrkomb\u00ebtare dhe legjitimitet mbetet penges\u00eb e r\u00ebnd\u00eb dhe paraqet sfid\u00eb serioze p\u00ebr potencialin e vendit p\u00ebr zhvillim t\u00eb m\u00ebtejm\u00eb.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ky proces s\u2019ka qen\u00eb i leht\u00eb, ve\u00e7an\u00ebrisht duke llogaritur se Serbia akoma e konsideron Kosov\u00ebn si pjes\u00eb integrale t\u00eb territorit t\u00eb saj, vazhdon ta mohoj\u00eb t\u00eb kaluar\u00ebn gjenocidale t\u00eb saj dhe nuk ka shfaqur empati p\u00ebr krimet e luft\u00ebs t\u00eb kryera n\u00eb Kosov\u00eb. P\u00ebr m\u00eb tep\u00ebr, Serbia vazhdon t\u2019i pengoj\u00eb aspiratat e Kosov\u00ebs p\u00ebr njohje nd\u00ebrkomb\u00ebtare dhe shfryt\u00ebzon \u00e7do mund\u00ebsi p\u00ebr bllokimin e saj.\u00a0<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400;\">Pavar\u00ebsisht sfidave me t\u00eb cilat ballafaqohet, si\u00e7 jan\u00eb korrupsioni i lart\u00eb dhe ndikimi politik n\u00eb sistemin e drejt\u00ebsis\u00eb, ndotja e ambientit dhe sfida p\u00ebr t\u00eb pasur qasje n\u00eb arsim dhe sh\u00ebndet\u00ebsi kualitative, Kosova, gjithashtu, pas pavar\u00ebsis\u00eb, ka b\u00ebr\u00eb avancime substanciale, duke dal\u00eb m\u00eb mir\u00eb sesa shumica e vendeve t\u00eb Ballkanit Per\u00ebndimor n\u00eb indeksime t\u00eb r\u00ebnd\u00ebsishme nd\u00ebrkomb\u00ebtare, nd\u00ebr t\u00eb tjera, si\u00e7 jan\u00eb: <\/span><a href=\"https:\/\/worldjusticeproject.org\/rule-of-law-index\/global\" target=\"_self\"><span style=\"font-weight: 400;\">sundimi i ligjit<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/rsf.org\/en\/index\" target=\"_self\"><span style=\"font-weight: 400;\">liria e mediave<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/v-dem.net\/documents\/43\/v-dem_dr2024_lowres.pdf\" target=\"_self\"><span style=\"font-weight: 400;\">gjendja e demokracis\u00eb<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.transparency.org\/en\/cpi\/2023\" target=\"_self\"><span style=\"font-weight: 400;\">perceptimi i korrupsionit<\/span><\/a><span style=\"font-weight: 400;\">.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kosova ka shk\u00eblqyer n\u00eb organizimin e zgjedhjeve fer dhe t\u00eb lira, me shpalljen e rezultateve preliminare vet\u00ebm pak or\u00eb pas zgjedhjeve. Vendi p\u00ebrfiton nga shoq\u00ebria aktive civile dhe media e pavarur, q\u00eb vazhdojn\u00eb t\u00eb sh\u00ebrbejn\u00eb si akter\u00eb krucial\u00eb p\u00ebr ruajtjen e promovimin e demokracis\u00eb dhe avokimin p\u00ebr t\u00eb drejta t\u00eb njeriut.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ndon\u00ebse Kosova \u00ebsht\u00eb ekonomi n\u00eb zhvillim, vendi ka arritur t\u00eb ruaj\u00eb nj\u00eb ekonomi relativisht stabile, me mesataren e rritjes ekonomike prej 4%. Standardi i jetes\u00ebs \u00ebsht\u00eb rritur duksh\u00ebm dhe shkalla e papun\u00ebsis\u00eb \u00ebsht\u00eb zvog\u00ebluar. M\u00eb 2014, p\u00ebr shembull, shkalla e papun\u00ebsis\u00eb n\u00eb Kosov\u00eb ishte jasht\u00ebzakonisht e lart\u00eb &#8211; 35%; sot, ajo sillet rreth 12%.\u00a0<\/span><\/p>\n<p class=\" translation-block\"><span style=\"font-weight: 400;\">M\u00eb 2018, Kuvendi i Kosov\u00ebs e miratoi ligjin p\u00ebr transformimin e Forc\u00ebs s\u00eb Siguris\u00eb s\u00eb Kosov\u00ebs (FSK) n\u00eb ushtri, duke filluar k\u00ebshtu nj\u00eb proces nj\u00ebdekad\u00ebsh p\u00ebr t\u00eb arritur aft\u00ebsit\u00eb dhe kapacitetin e plot\u00eb ushtarak. Prej at\u00ebher\u00eb, pjes\u00ebtar\u00ebt e FSK-s\u00eb marrin pjes\u00eb rregullisht n\u00eb st\u00ebrvitjet ushtarake t\u00eb NATO-s, me m\u00eb t\u00eb njohur\u00ebn prej tyre Defender Europe.
