N\u00eb kat\u00ebr vjet\u00ebt e fundit, Kosova nuk ka arritur t\u00eb an\u00ebtar\u00ebsohet n\u00eb asnj\u00eb organizat\u00eb nd\u00ebrkomb\u00ebtare dhe nuk ka siguruar asnj\u00eb njohje t\u00eb re.<\/p>\n<p>Kosova pati disa tentime p\u00ebr t\u2019u an\u00ebtar\u00ebsuar n\u00eb UNESCO dhe INTERPOL, por d\u00ebshtoi. S\u00eb fundmi, u humb edhe nj\u00eb shans tjet\u00ebr p\u00ebr an\u00ebtar\u00ebsim n\u00eb K\u00ebshillin e Europ\u00ebs, organizat\u00ebn pioniere t\u00eb t\u00eb drejtave t\u00eb njeriut n\u00eb Europ\u00eb. K\u00ebsisoj, kurba e d\u00ebshtimeve p\u00ebr an\u00ebtar\u00ebsim ka sh\u00ebnuar nj\u00eb rritje t\u00eb konsiderueshme.<\/p>\n<p>Sidoqoft\u00eb, kjo nuk do t\u00eb thot\u00eb se Qeveria e Kosov\u00ebs duhet ta humbas\u00eb vullnetin. Kosova mbetet jasht\u00eb shum\u00eb organizatave dhe mekanizmave nd\u00ebrkomb\u00ebtar\u00eb dhe ka nj\u00eb s\u00ebr\u00eb mund\u00ebsish t\u00eb shtyj\u00eb p\u00ebrpara an\u00ebtar\u00ebsimin n\u00eb organizata multilaterale.<\/p>\n<p>Momentalisht, an\u00ebtar\u00ebsimi n\u00eb Organizat\u00ebn Bot\u00ebrore t\u00eb Sh\u00ebndet\u00ebsis\u00eb (OBSH), e cila \u00ebsht\u00eb agjenci e specializuar e Organizat\u00ebs s\u00eb Kombeve t\u00eb Bashkuara (OKB), p\u00ebrb\u00ebn nj\u00eb mund\u00ebsi reale p\u00ebr an\u00ebtar\u00ebsim p\u00ebr Kosov\u00ebn.<\/p>\n<p><strong>Kushtet p\u00ebr an\u00ebtar\u00ebsim n\u00eb Organizat\u00ebn Bot\u00ebrore t\u00eb Sh\u00ebndet\u00ebsis\u00eb<\/strong><\/p>\n<p>Organizata Bot\u00ebrore e Sh\u00ebndet\u00ebsis\u00eb (OBSH) \u00ebsht\u00eb nj\u00eb agjenci e specializuar e Kombeve t\u00eb Bashkuara, me seli n\u00eb Zvic\u00ebr, p\u00ebrgjegj\u00ebse p\u00ebr sh\u00ebndetin publik nd\u00ebrkomb\u00ebtar, dhe p\u00ebrb\u00ebn plot 194 shtete an\u00ebtare.<\/p>\n<p>OBSH-ja \u00ebsht\u00eb organizat\u00eb lidere nd\u00ebrkomb\u00ebtare, e cila reagon karshi urgjencave sh\u00ebndet\u00ebsore globale, merret me parandalimin e s\u00ebmundjeve dhe ofron nj\u00eb gam\u00eb t\u00eb gjer\u00eb informacionesh, resursesh dhe aktivitetesh p\u00ebr t\u00eb mir\u00ebn e p\u00ebrgjithshme.<\/p>\n<p>Neni 3 i Kushtetut\u00ebs s\u00eb OBSH-s\u00eb parasheh q\u00eb aplikimet p\u00ebr an\u00ebtar\u00ebsim jan\u00eb t\u00eb hapura p\u00ebr t\u00eb gjitha shtetet. An\u00ebtar\u00ebt e OKB-s\u00eb kan\u00eb t\u00eb drejt\u00ebn automatike p\u00ebr t&#8217;u b\u00ebr\u00eb an\u00ebtar\u00eb t\u00eb OBSH-s\u00eb <a href=\"\/sr\/blank\/\" target=\"_blank\" rel=\"noopener\">(Neni 4),<\/a> nd\u00ebrsa an\u00ebtar\u00ebt jo t\u00eb OKB-s\u00eb mund t\u00eb pranohen si an\u00ebtar\u00eb t\u00eb OBSH-s\u00eb me shumic\u00eb t\u00eb thjesht\u00eb votash t\u00eb Asambles\u00eb s\u00eb OBSH-s\u00eb <a href=\"\/sr\/blank\/\" target=\"_blank\" rel=\"noopener\">(Neni 6). <\/a><\/p>\n<p>Edhe pse institucionet e vendit kan\u00eb debatuar mbi perspektivat e nj\u00eb aplikimi n\u00eb OBSH, ve\u00e7an\u00ebrisht gjat\u00eb koh\u00ebs s\u00eb pandemis\u00eb COVID-19, deri m\u00eb tani nuk pasur ndonj\u00eb l\u00ebvizje zyrtare.<\/p>\n<p>P\u00ebr t\u2019u an\u00ebtar\u00ebsuar, Kosov\u00ebs do t\u2019i duhej nj\u00eb shumic\u00eb e thjesht\u00eb 50% plus nj\u00eb, apo 98 vota nga gjithsej 194 shtete an\u00ebtare.<\/p>\n<p><strong>M\u00ebsimet nga d\u00ebshtimet e kaluara: dinamika mes shteteve njoh\u00ebse dhe mosnjoh\u00ebse<\/strong><\/p>\n<p>\u00c7do shtet an\u00ebtar ka nj\u00eb vot\u00eb n\u00eb Asamblen\u00eb e OBSH-s\u00eb dhe an\u00ebtar\u00ebt q\u00eb e njohin Kosov\u00ebn jan\u00eb shumic\u00eb komode me 117 nga 194 vota. Kuorumi \u00ebsht\u00eb nj\u00eb shumic\u00eb e thjesht\u00eb e an\u00ebtar\u00ebve t\u00eb pranish\u00ebm, q\u00eb do t\u00eb thot\u00eb se shtetet mosnjoh\u00ebse nuk mund ta pengojn\u00eb votimin.<\/p>\n<p>Megjithat\u00eb, aktualisht, ekziston nj\u00eb pasiguri p\u00ebr sa i p\u00ebrket numrit t\u00eb sakt\u00eb t\u00eb shteteve q\u00eb e kan\u00eb njohur Kosov\u00ebn, me gjith\u00eb faktin se supozohet se diku rreth 10 shtete kan\u00eb t\u00ebrhequr njohjet e tyre. P\u00ebrkund\u00ebr k\u00ebsaj, MFAD-ja kosovare k\u00ebmb\u00ebngul q\u00eb numri i njohjeve \u00ebsht\u00eb 117 shtete, shum\u00eb p\u00ebrtej shumic\u00ebs s\u00eb thjesht\u00eb t\u00eb OBSH-s\u00eb. Megjithat\u00eb, edhe n\u00ebse llogariten t\u00ebrheqjet e njohjeve, Kosova ka raporte diplomatike me s\u00eb paku 107 shtete, q\u00eb mjaftojn\u00eb p\u00ebr votim.<\/p>\n<p>Sidoqoft\u00eb, njohja ndaj Kosov\u00ebs nuk p\u00ebrkthehet automatikisht me p\u00ebrkrahje nd\u00ebrkomb\u00ebtare n\u00eb favor t\u00eb an\u00ebtar\u00ebsimit. Nj\u00eb rast i till\u00eb \u00ebsht\u00eb evidentuar me aplikimin e Kosov\u00ebs p\u00ebr an\u00ebtar\u00ebsim n\u00eb UNESCO m\u00eb 2015, me \u00e7\u2019rast dy shtete njoh\u00ebse, Japonia dhe Polonia, abstenuan.<\/p>\n<p>P\u00ebrkund\u00ebr k\u00ebsaj, an\u00ebtar\u00ebsimi i Kosov\u00ebs n\u00eb OBSH \u00ebsht\u00eb i mundsh\u00ebm, sepse, n\u00eb krahasim me organizatat e tjera, apo agjencit\u00eb e specializuara t\u00eb OKB-s\u00eb, t\u00eb cilat k\u00ebrkojn\u00eb 2\/3 e votave p\u00ebr an\u00ebtar\u00ebsim, OBSH-ja k\u00ebrkon nj\u00eb shumice t\u00eb thjesht\u00eb (50% plus nj\u00eb).<\/p>\n<p>Nj\u00eb aspekt shtes\u00eb q\u00eb e p\u00ebrforcon dosjen aplikuese t\u00eb Kosov\u00ebs p\u00ebr OBSH \u00ebsht\u00eb natyra e pun\u00ebs q\u00eb ka kjo agjenci. Rreziqet globale t\u00eb shfaqura edhe nga pandemia COVID-19, duhet t\u00eb p\u00ebrb\u00ebjn\u00eb thelbimin e argumentimit t\u00eb Kosov\u00ebs p\u00ebr an\u00ebtar\u00ebsim.<\/p>\n<p>N\u00eb k\u00ebt\u00eb drejtim, edhe shtetet hezituese do ta kishin m\u00eb t\u00eb v\u00ebshtir\u00eb pozicionimin kund\u00ebr pranimit t\u00eb Kosov\u00ebs. Qasja n\u00eb sh\u00ebndet\u00ebsi \u00ebsht\u00eb e drejt\u00eb universale dhe pranimi i Kosov\u00ebs do t\u00eb kontribuonte edhe n\u00eb sigurin\u00eb e sh\u00ebndetit rajonal dhe global.<\/p>\n<p><strong>P\u00ebrfitimet e Kosov\u00ebs n\u00eb rast t\u00eb an\u00ebtar\u00ebsimit eventual n\u00eb Organizat\u00ebn Bot\u00ebrore t\u00eb Sh\u00ebndet\u00ebsis\u00eb<\/strong><\/p>\n<p>P\u00ebrfitimet e Kosov\u00ebs n\u00eb rast t\u00eb an\u00ebtar\u00ebsimit <a href=\"\/sr\/text=improve access to essential medicines,improve monitoring, data and information.\/\" target=\"_blank\" rel=\"noopener\">do t\u00eb shtriheshin n\u00eb disa fusha<\/a>. OBSH-ja ofron udh\u00ebheqje p\u00ebr \u00e7\u00ebshtjet globale t\u00eb sh\u00ebndetit, duke vendosur norma dhe standarde, si dhe duke artikuluar opsionet e politikave t\u00eb bazuara n\u00eb prova. Gjithashtu, shtetet an\u00ebtare p\u00ebrfitojn\u00eb nga udh\u00ebzimet e OBSH-s\u00eb p\u00ebr politikat dhe praktikat sh\u00ebndet\u00ebsore.<\/p>\n<p>Nj\u00eb aspekt tjet\u00ebr \u00ebsht\u00eb p\u00ebrfitimi nga hulumtimet dhe mbledhja e t\u00eb dh\u00ebnave t\u00eb OBSH-s\u00eb. P\u00ebrpos tjerash, OBSH-ja ofron mb\u00ebshtetje teknike p\u00ebr vendet, p\u00ebr t\u2019i forcuar sh\u00ebrbimet e tyre sh\u00ebndet\u00ebsore dhe p\u00ebr t\u2019i p\u00ebrmir\u00ebsuar rezultatet sh\u00ebndet\u00ebsore.<\/p>\n<p>P\u00ebrpos k\u00ebtyre, p\u00ebr Kosov\u00ebn, an\u00ebtar\u00ebsimi n\u00eb OBSH do t\u00eb n\u00ebnkuptonte edhe nj\u00eb afirmim politik t\u00eb statusit t\u00eb vendit n\u00eb shoq\u00ebrin\u00eb nd\u00ebrkomb\u00ebtare. Kosova do t\u00eb rreshtohej si an\u00ebtare e barabart\u00eb me an\u00ebtar\u00ebt e tjer\u00eb q\u00eb jan\u00eb pjes\u00eb e OKB-s\u00eb.<\/p>\n<p>Nj\u00eb aplikim eventual do t\u00eb duhej t\u00eb p\u00ebrfshinte nj\u00eb p\u00ebrgatitje t\u00eb mir\u00eb t\u00eb dosjes dhe lobim t\u00eb vazhduesh\u00ebm me shtetet partnere, t\u00eb cilat e njohin Kosov\u00ebn. Dor\u00ebzimi i aplikimit pa gjasa t\u00eb prekshme p\u00ebr an\u00ebtar\u00ebsim duhet t\u00eb m\u00ebnjanohet nga skenari i vendimmarr\u00ebsve kosovar\u00eb.
