Por shum\u00eb zyrtar\u00eb publik\u00eb n\u00eb Kosov\u00eb korr\u00ebn pa mbjell\u00eb, duke u p\u00ebrfshir\u00eb n\u00eb nj\u00eb skem\u00eb t\u00eb gjer\u00eb korrupsioni dhe mashtrimi.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Me urdh\u00ebr t\u00eb <\/span><a href=\"https:\/\/prokuroria-rks.org\/kpk\/lajm\/7733\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Prokuroris\u00eb Speciale t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs (PSRK)<\/span><\/a><span style=\"font-weight: 400;\">, m\u00eb 3 dhjetor 2021 Policia nd\u00ebrmori nj\u00eb aksion t\u00eb gjer\u00eb p\u00ebr arrestimin e 31 personave, prej tyre 12 zyrtar\u00eb me pozita t\u00eb ndryshme nga komunat dhe zyrat rajonale t\u00eb Agjencionit Zhvillimor t\u00eb Bujq\u00ebsis\u00eb. Operacioni u shtri n\u00eb Pej\u00eb, Istog, Ferizaj, Lipjan, Prishtin\u00eb, Kllokot, Vushtrri, Podujev\u00eb. Mbi personat e prangosur r\u00ebndon dyshimi p\u00ebr veprat penale- \u201cMarrja e ryshfetit\u201d, \u201cKeqp\u00ebrdorimi i pozit\u00ebs apo autoritetit zyrtar\u201d, \u201cDh\u00ebnie e ryshfetit\u201d, \u201cMashtrim me Subvencione\u2019\u2019 si dhe \u201cFalsifikim i dokumenteve\u201d.<\/span><\/p>\n<p><b>70 p\u00ebr qind zyrtar\u00ebt, 30 p\u00ebr qind fermer\u00ebt<\/b><\/p>\n<p><span style=\"font-weight: 400;\">K\u00ebta nuk ishin t\u00eb arrestuarit e vet\u00ebm. Operacioni me emrin e koduar \u201cSubvencioni\u201d nisi n\u00eb shkurt t\u00eb vitit 2021 ku n\u00eb pranga p\u00ebrfunduan 12 zyrtar\u00eb p\u00ebr t\u00eb vazhduar edhe n\u00eb qershor me 21 t\u00eb arrestuar tjer\u00eb.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gjat\u00eb bastisjeve, n\u00eb sht\u00ebpit\u00eb e t\u00eb dyshuarve u gjet\u00ebn rreth 400 mij\u00eb euro. Po ashtu u konfiskuan vetura, kompjuter\u00eb dhe telefona. Mashtrimi kishte shkuar aq larg sa ishin p\u00ebrpiluar edhe raporte t\u00eb rreme. K\u00ebt\u00eb e ilustron rasti n\u00eb <\/span><a href=\"https:\/\/kallxo.com\/ligji\/skandali-i-korrupsionit-u-raportua-se-gruri-u-mboll-ne-pyll\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">qytetin e Istogut ku dokumentet<\/span><\/a><span style=\"font-weight: 400;\"> p\u00ebrshkruanin se si ishte mbjell\u00eb grur\u00eb dhe mis\u00ebr n\u00eb nj\u00eb sip\u00ebrfaqe t\u00eb madhe fushore, por q\u00eb, n\u00eb fakt, zona ndodhej n\u00eb pyll. Fryrja e numrit t\u00eb sip\u00ebrfaqes me t\u00eb mbjella, shtimi i numrit t\u00eb bag\u00ebtive apo numrit t\u00eb blet\u00ebve- kan\u00eb qen\u00eb disa nga metodat q\u00eb dyshohet se jan\u00eb p\u00ebrdorur nga inspektor\u00ebt e ministris\u00eb p\u00ebr t\u00eb marr\u00eb ryshfet.<\/span><\/p>\n<p><b>Gjykimi p\u00ebr keqp\u00ebrdorimin e 4 milion\u00ebve\u00a0\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Sektori i bujq\u00ebsis\u00eb vazhdon t\u00eb mbetet nd\u00ebr vatrat m\u00eb t\u00eb m\u00ebdha t\u00eb korrupsionit n\u00eb Kosov\u00eb.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nj\u00eb proces tjet\u00ebr gjyq\u00ebsor \u00ebsht\u00eb duke vazhduar ku n\u00eb bank\u00ebn e t\u00eb akuzuarve jan\u00eb ish-ministri i Bujq\u00ebsis\u00eb dhe vart\u00ebs t\u00eb tij. <\/span><a href=\"https:\/\/www.koha.net\/arberi\/142422\/bizneset-qe-perfituan-jashteligjshem-tre-milionet-e-ministrise-se-bujqesise\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">N\u00eb rastin e njohur si \u2018Grantet\u2019<\/span><\/a><span style=\"font-weight: 400;\">, kupola e ministris\u00eb Nenad Rikallo dhe t\u00eb tjer\u00ebt akuzohen se gjat\u00eb vitit 2018 n\u00eb m\u00ebnyr\u00eb t\u00eb kund\u00ebrligjshme kan\u00eb bashk\u00ebvepruar n\u00eb dh\u00ebnien e granteve. D\u00ebmi q\u00eb i \u00ebsht\u00eb shkaktuar buxhetit t\u00eb Kosov\u00ebs kap shum\u00ebn prej 4 milion\u00eb eurosh.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sipas aktakuz\u00ebs, Ministri ka tejkaluar kompetencat e tij duke hartuar \u201cprogram t\u00eb ve\u00e7ant\u00eb\u201d p\u00ebr dh\u00ebnien e granteve, pa pasur buxhet t\u00eb ve\u00e7ant\u00eb dhe n\u00eb anashkalim t\u00eb procedurave ligjore.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Skema e instaluar u kishte mund\u00ebsuar kompanive t\u00eb ndryshme t\u00eb p\u00ebrfitonin kund\u00ebrligjsh\u00ebm shuma t\u00eb majme n\u00eb em\u00ebr t\u00eb zhvillimit t\u00eb zonave rurale.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aksionet dhe arrestimet e personave t\u00eb zhytur n\u00eb korrupsion si ky me subvencionet nuk kan\u00eb munguar asnj\u00ebher\u00eb. Por sfid\u00eb mbetet gjykimi i tyre. P\u00ebrve\u00e7 st\u00ebrzgjatjes s\u00eb proceseve gjyq\u00ebsore, problematike \u00ebsht\u00eb mosnd\u00ebshkimi apo shqiptimi i d\u00ebnimeve t\u00eb ul\u00ebta.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Parregullsit\u00eb n\u00eb ndarjen e subvencioneve dhe granteve nd\u00ebr vite i ka konstatuar edhe Zyra Komb\u00ebtare t\u00eb Auditimit (ZKA), e cila heton pasqyrat financiare t\u00eb institucioneve. Por, si\u00e7 ndodh r\u00ebndom, raportet nuk trajtohen tutje nga organet ndjek\u00ebse.<\/span><\/p>\n<p><a href=\"https:\/\/www.zka-rks.org\/wp-content\/uploads\/2021\/07\/RaportiAuditimit_MBPZHR_2020_Shqip.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">N\u00eb raportin e fundit (2020)<\/span><\/a><span style=\"font-weight: 400;\"> \u00ebsht\u00eb identifikuar menaxhim jo i mir\u00eb i paradh\u00ebnieve p\u00ebr investimet n\u00eb infrastruktur\u00ebn rurale, si dhe \u00ebsht\u00eb v\u00ebn\u00eb n\u00eb pah mosplot\u00ebsimi i kritereve t\u00eb k\u00ebrkuara nga p\u00ebrfituesit e subvencioneve.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Auditori nuk ka qen\u00eb n\u00eb gjendje t\u2019i kryej\u00eb procedurat e rregullta t\u00eb auditimit p\u00ebr 12 pagesa n\u00eb vler\u00eb prej 497 mij\u00eb e 577 euro, t\u00eb ekzekutuara nga kategoria e subvencioneve dhe transfereve. Kjo p\u00ebr shkak se pagesat ishin n\u00eb procedur\u00eb hetimore nga organet e drejt\u00ebsis\u00eb dhe auditori ka shmangur interferimin n\u00eb k\u00ebto raste.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Keqmenaxhimin me parat\u00eb e bujq\u00ebsis\u00eb e d\u00ebshmon edhe fakti se vlera e obligimeve t\u00eb papaguara ndaj fermer\u00ebve n\u00eb fund t\u00eb vitit 2020 ishte mbi 40 milion\u00eb euro. Rritja e obligimeve ka ardhur si rezultat i munges\u00ebs s\u00eb mjeteve financiare si dhe menaxhimit jo t\u00eb mir\u00eb n\u00eb fush\u00ebn e subvencioneve. Por ministri i Bujq\u00ebsis\u00eb Faton Peci, gjat\u00eb raportimit n\u00eb <\/span><a href=\"https:\/\/www.mbpzhr-ks.net\/sq\/lajmet\/ministri-faton-peci-per-nente-muaj-kemi-avancuar-politikat-bujqesore-si-asnjehere-me-pare\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Komisionin Parlamentar<\/span><\/a><span style=\"font-weight: 400;\"> dhjetorin e vitit t\u00eb kaluar, tha se borxhi \u00ebsht\u00eb shlyer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cGjat\u00eb k\u00ebsaj periudhe kemi arritur t\u00eb shlyejm\u00eb 40 milion\u00eb euro obligime financiare t\u00eb trash\u00ebguara e krahas k\u00ebsaj kemi mund\u00ebsuar implementimin e Programit t\u00eb Pagesave Direkte \u2013 Subvencioneve 2021 me vler\u00eb prej 28 milion\u00eb. Tashm\u00eb n\u00eb kuad\u00ebr t\u00eb implementimit t\u00eb k\u00ebtij programi kan\u00eb filluar edhe pagesat p\u00ebr fermer\u00ebt p\u00ebrfitues dhe deri m\u00eb tani jan\u00eb shtypur 19.000 vendime p\u00ebr pages\u00eb. P\u00ebrmes k\u00ebtyre politikave ne kemi b\u00ebr\u00eb t\u00eb mundur q\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb t\u00eb fillojm\u00eb vitin pa borxhe dhe obligime financiare\u201d, tha ministri.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Por qeveria u ballafaqua me protesta t\u00eb bujqve shtatorin e vitit t\u00eb kaluar, t\u00eb cil\u00ebt kund\u00ebrshtuan ashp\u00ebrsimin e kritereve p\u00ebr marrjen e subvencioneve. Ekzekutivi i arsyetoi veprimet duke th\u00ebn\u00eb se vet\u00ebm jan\u00eb adresuar v\u00ebrejtjet dhe mang\u00ebsit\u00eb e konstatuara n\u00eb raportin e Zyr\u00ebs Komb\u00ebtare t\u00eb Auditimit. Po ashtu gjat\u00eb hartimit t\u00eb tyre jan\u00eb marr\u00eb parasysh edhe rrethanat e krijuara pas keqp\u00ebrdorimeve q\u00eb kan\u00eb ndodhur n\u00eb Agjencin\u00eb p\u00ebr Zhvillimin e Bujq\u00ebsis\u00eb.<\/span><\/p>\n<p><b>D\u00ebshtimi n\u00eb luft\u00ebn kund\u00ebr korrupsionit<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Numri i madh i institucioneve t\u00eb p\u00ebrfshira n\u00eb m\u00ebnyr\u00eb direkte ose indirekte n\u00eb luft\u00ebn kund\u00ebr korrupsionit, nuk \u00ebsht\u00eb p\u00ebrkthyer n\u00eb efikasitet, gj\u00eb q\u00eb shpesh e b\u00ebn t\u00eb v\u00ebshtir\u00eb identifikimin e faktor\u00ebve q\u00eb \u00e7ojn\u00eb n\u00eb ngecjet e sistemit. N\u00eb disa raste ka munges\u00eb integrimi mes tyre, kompetencat nuk jan\u00eb t\u00eb qarta apo jan\u00eb kund\u00ebrth\u00ebn\u00ebse.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prandaj lufta kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar n\u00eb Kosov\u00eb vazhdon t\u00eb mbetet nd\u00ebr fushat m\u00eb t\u00eb kritikuara nga institucionet nd\u00ebrkomb\u00ebtare dhe vendore.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sipas raportit t\u00eb fundit t\u00eb <\/span><a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/kosovo-report-2021_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Komisionit Evropian,<\/span><\/a><span style=\"font-weight: 400;\"> Kosova renditet n\u00eb mesin e vendeve q\u00eb jan\u00eb n\u00eb faz\u00ebn e hershme t\u00eb luftimit t\u00eb k\u00ebsaj dukurie.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c\u00cbsht\u00eb sh\u00ebnuar p\u00ebrparim i kufizuar sa i p\u00ebrket gjyq\u00ebsorit dhe prokuroris\u00eb, duke p\u00ebrfshir\u00eb funksionimin e gjyq\u00ebsorit, hetimin dhe ndjekjen penale t\u00eb krimit t\u00eb organizuar t\u00eb nivelit t\u00eb lart\u00eb. Nevojiten p\u00ebrpjekje t\u00eb vazhdueshme p\u00ebr t\u00eb pasur hetime m\u00eb proaktive, vendime gjyq\u00ebsore p\u00ebrfundimtare dhe konfiskim t\u00eb pasuris\u00eb\u201d, thot\u00eb raporti.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mungesa e rezultateve n\u00eb luft\u00ebn kund\u00ebr korrupsionit ka ndikuar q\u00eb besimi n\u00eb institucionet e Kosov\u00ebs t\u00eb jet\u00eb i ul\u00ebt. Marr parasysh k\u00ebt\u00eb, Qeveria n\u00eb bashk\u00ebpunim me K\u00ebshillin Gjyq\u00ebsor e at\u00eb Prokurorial dhe institucionet tjera n\u00eb k\u00ebt\u00eb sektor, por edhe me shoq\u00ebrin\u00eb civile dhe donator\u00ebt nd\u00ebrkomb\u00ebtar\u00eb, vite m\u00eb par\u00eb kan\u00eb lansuar Procesin e Rishikimit Funksional t\u00eb Sundimit t\u00eb Ligjit n\u00eb kuad\u00ebr t\u00eb t\u00eb cilit ka miratuar <\/span><a href=\"https:\/\/md.rks-gov.net\/desk\/inc\/media\/6DC1CBD5-0DF1-46AE-9D1A-78C96146C7D0.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Strategjin\u00eb P\u00ebr Sundimin e Ligjit 2021-2026.<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Synohet q\u00eb sistemi t\u00eb forcohet n\u00ebp\u00ebrmjet procesit t\u00eb vettingut, i cili do t\u00eb b\u00ebj\u00eb vler\u00ebsimin e integritetit t\u00eb gjyqtar\u00ebve dhe prokuror\u00ebve. Mir\u00ebpo, nisma po kund\u00ebrshtohet brenda vet\u00eb sektorit t\u00eb drejt\u00ebsis\u00eb, derisa mb\u00ebshtetje nuk ka gjetur as tek Bashkimi Evropian. BE-ja ka shprehur shqet\u00ebsim p\u00ebr tendenc\u00ebn q\u00eb t\u00eb futen n\u00eb rivler\u00ebsim t\u00eb gjith\u00eb prokuror\u00ebt e gjyqtar\u00ebt, duke rikujtuar se legjislacioni aktual ofron baz\u00eb t\u00eb mjaftueshme p\u00ebr filtrimin e sistemit.<\/span><\/p>\n<p><b>Sektori m\u00eb i pazhvilluar<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Pa zhvillim bujq\u00ebsor nuk mund t\u00eb ket\u00eb ekonomi t\u00eb p\u00ebrparuar q\u00eb do t\u00eb ndikonte n\u00eb mir\u00ebqenie dhe rritje t\u00eb pun\u00ebsimit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebr shkak t\u00eb keqp\u00ebrdorimeve, bujq\u00ebsia vazhdon t\u00eb mbetet sektori m\u00eb i pazhvilluar. P\u00ebr pasoj\u00eb, Kosova nuk arrin t\u00eb prodhoj\u00eb rendiment as p\u00ebr nevojat e tregut t\u00eb brendsh\u00ebm.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nj\u00eb reform\u00eb e thell\u00eb n\u00ebp\u00ebrmjet eliminimit t\u00eb keqmenaxhimit t\u00eb deritash\u00ebm dhe fuqizimit t\u00eb transparenc\u00ebs dhe llogaridh\u00ebnies \u00ebsht\u00eb e domosdoshme.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebrfshirja e disa fermer\u00ebve n\u00eb skema korruptive ka d\u00ebmtuar ata q\u00eb refuzojn\u00eb t\u00eb b\u00ebhen pjes\u00eb e tyre dhe t\u00eb japin ryshfet. Veprimet e tilla kan\u00eb b\u00ebr\u00eb q\u00eb bujqit t\u00eb hezitojn\u00eb n\u00eb denoncimin e keqp\u00ebrdorimeve p\u00ebr shkak t\u00eb frik\u00ebs se kjo do t\u00eb hakmerret dhe nuk do t\u00eb jen\u00eb p\u00ebrfitues n\u00eb t\u00eb ardhmen.
