{"id":7609,"date":"2021-02-18T09:53:23","date_gmt":"2021-02-18T07:53:23","guid":{"rendered":"https:\/\/sbunker.org\/?p=7609"},"modified":"2024-09-12T09:55:12","modified_gmt":"2024-09-12T07:55:12","slug":"dezintegrimi-i-bh-se-ne-bashkimin-evropian","status":"publish","type":"post","link":"https:\/\/sbunker.org\/sr\/analize\/dezintegrimi-i-bh-se-ne-bashkimin-evropian\/","title":{"rendered":"(Dez)Integrimi i BH-s\u00eb n\u00eb Bashkimin Evropian"},"content":{"rendered":"<p><strong>Nuk mund t\u00eb presim q\u00eb BH-ja t\u00eb an\u00ebtar\u00ebsohet n\u00eb BE derisa t\u00eb b\u00ebhemi rezistent ndaj virusit t\u00eb korrupsionit, krimit dhe politikave nacionaliste q\u00eb po e paralizojn\u00eb vendin.<\/strong><\/p>\n<p>Historia ka treguar se, gjat\u00eb shekujve, njer\u00ebzit jan\u00eb p\u00ebrpjekur p\u00ebr t\u00eb p\u00ebrparuar dhe p\u00ebr t\u00eb b\u00ebr\u00eb ndryshime, drejt nj\u00eb lloj ideal t\u00eb qeverisjes, udh\u00ebheqjes dhe shp\u00ebrndarjes m\u00eb t\u00eb barabart\u00eb t\u00eb pushtetit. Sidoqoft\u00eb, n\u00eb bot\u00ebn e sotme teknologjiko-teknokratike, me probleme t\u00eb m\u00ebdha globale, nga ndryshimet klimatike, migracioni e deri te shp\u00ebrthimi i pandemis\u00eb KOVID-19, struktura politike e shoq\u00ebrive n\u00eb t\u00eb gjith\u00eb bot\u00ebn nuk l\u00eb shum\u00eb hap\u00ebsir\u00eb \u200b\u200bp\u00ebr projekte utopike dhe idealiste.<\/p>\n<p>Duke marr\u00eb parasysh t\u00eb gjitha k\u00ebto, l\u00ebvizjet progresive q\u00eb p\u00ebrpiqen p\u00ebr ndryshime m\u00eb t\u00eb thella nuk po shfaqen p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb. P\u00ebrkundrazi, konteksti n\u00eb t\u00eb cilin kemi jetuar p\u00ebr 20 vitet e fundit ka krijuar nj\u00eb num\u00ebr idesh populiste nga t\u00eb dy spektrat politik\u00eb. N\u00eb t\u00eb v\u00ebrtet\u00eb, n\u00eb shumic\u00ebn e shteteve demokratike garantohen t\u00eb drejtat themelore dhe demokratike t\u00eb njeriut, por p\u00ebrkeq\u00ebsimi i standardit t\u00eb jetes\u00ebs dhe humbja e t\u00eb drejtave sociale, e kombinuar me korrupsionin e p\u00ebrhapur dhe rritjen e ndikimit t\u00eb elitave politike, hapin shum\u00eb hap\u00ebsir\u00eb \u200b\u200bp\u00ebr nj\u00eb debat politik q\u00eb k\u00ebrkon domosdoshm\u00ebrisht ndryshimin \u2013 por, t\u00eb cilat jo domosdoshm\u00ebrisht \u00e7ojn\u00eb kah m\u00eb e mira.<\/p>\n<p>Vendet e Ballkanit Per\u00ebndimor po luftojn\u00eb me t\u00eb gjitha problemet e lartp\u00ebrmendura: qytetar\u00ebt i k\u00ebrkojn\u00eb ato ide q\u00eb do t&#8217;i \u00e7ojn\u00eb ata drejt integrimit n\u00eb hap\u00ebsir\u00ebn m\u00eb t\u00eb gjer\u00eb t\u00eb bot\u00ebs s\u00eb lir\u00eb. Megjithat\u00eb, situata aktuale politike n\u00eb vend, n\u00eb rajon dhe n\u00eb bot\u00eb u d\u00ebrgon nj\u00eb mesazh t\u00eb qart\u00eb qytetar\u00ebve se p\u00ebr momentin ata mund vet\u00ebm t\u00eb \u00ebnd\u00ebrrojn\u00eb nj\u00eb vend me mir\u00ebqenie\/prosperitet.<\/p>\n<p>N\u00eb nd\u00ebrkoh\u00eb, ne do t\u00eb jemi d\u00ebshmitar\u00eb t\u00eb realitetit ballkanik, n\u00eb t\u00eb cilin \u00ebsht\u00eb e mundur q\u00eb udh\u00ebheq\u00ebsit e grupeve politike t\u00eb k\u00ebnaqin interesat e tyre t\u00eb ve\u00e7ant\u00eb dhe egoist\u00eb me l\u00ebvizje t\u00eb lira politike, populiste dhe, mbi t\u00eb gjitha, primitive, pavar\u00ebsisht interesave t\u00eb qytetar\u00ebve. N\u00eb nj\u00eb realitet t\u00eb till\u00eb, n\u00eb k\u00ebt\u00eb balt\u00eb politike, po humb \u00e7do shpres\u00eb p\u00ebr ndryshim dhe p\u00ebrparim. N\u00eb nj\u00eb realitet t\u00eb till\u00eb, \u00ebndrra e nj\u00eb individi q\u00eb p\u00ebrpiqet p\u00ebr nj\u00eb vend me prosperitet po b\u00ebhet nj\u00eb makth, nj\u00eb \u00ebnd\u00ebrr q\u00eb pengohet nga proceset dhe menaxhimi i keq politik q\u00eb e detyron at\u00eb individ t\u00eb b\u00ebj\u00eb nj\u00eb jet\u00eb m\u00eb t\u00eb mir\u00eb n\u00eb disa demokraci per\u00ebndimore.<\/p>\n<p>M\u00eb t\u00eb guximshmit n\u00eb realizimin e asaj \u00ebndrre, ose m\u00eb t\u00eb vendosurit q\u00eb duan t\u00eb ikin sa m\u00eb larg k\u00ebtij makthi ballkanik, jan\u00eb sigurisht t\u00eb rinjt\u00eb. D\u00ebshira e tyre \u00ebsht\u00eb e qart\u00eb, sikur z\u00ebri i tyre i pak\u00ebnaq\u00ebsis\u00eb. Sipas\u00a0<a href=\"http:\/\/library.fes.de\/pdf-files\/bueros\/sarajevo\/15288.pdf\" target=\"_blank\" rel=\"noopener\">Studimit p\u00ebr t\u00eb rinjt\u00eb<\/a>\u00a0e BH-s\u00eb, t\u00eb rinjt\u00eb &#8220;kryesisht duan t\u00eb largohen nga Bosnja dhe Hercegovina&#8221;, madje rreth 50% prej tyre thon\u00eb q\u00eb &#8220;Gjermania \u00ebsht\u00eb zgjedhja e tyre e par\u00eb p\u00ebr emigracion&#8221;. P\u00ebr shkak t\u00eb situat\u00ebs s\u00eb p\u00ebrkeq\u00ebsuar politike dhe ekonomike, t\u00eb rinjt\u00eb nuk besojn\u00eb n\u00eb ndryshime n\u00eb Bosnj\u00eb dhe Hercegovin\u00eb. N\u00ebse shikojm\u00eb edhe vendet e tjera t\u00eb Ballkanin Per\u00ebndimor, do t\u00eb shohim shifra identike. Ky \u00ebsht\u00eb nj\u00eb realitet q\u00eb paralizon \u00e7do parashikim optimist.<\/p>\n<h5><strong>(<\/strong><strong>Dez<\/strong><strong>)Integrimi i BH-s\u00eb n\u00eb Bashkimin Evropian<\/strong><\/h5>\n<p>Pas n\u00ebnshkrimit t\u00eb\u00a0<a href=\"https:\/\/www.osce.org\/bih\/126173\" target=\"_blank\" rel=\"noopener\">Marr\u00ebveshjes s\u00eb Dejtonit p\u00ebr Paqe<\/a>, BH-ja po shkon drejt nd\u00ebrtimit t\u00eb institucioneve t\u00eb saj, duke shprehur qart\u00eb p\u00ebrkushtimin e saj drejt BE-s\u00eb. N\u00eb rrug\u00ebtimin e an\u00ebtar\u00ebsimit, Bosnja dhe Hercegovina ka pasur periudha intensiteti dhe konsolidimi t\u00eb k\u00ebnaqsh\u00ebm politik, reforma dhe p\u00ebrparim, por nd\u00ebrsa u ndryshuan marr\u00ebdh\u00ebniet brenda dhe jasht\u00eb vendit, me kthimin e lojtar\u00ebve politik\u00eb global\u00eb t\u00eb vjet\u00ebr\/t\u00eb rinj, ashtu edhe BH-ja ndryshoi aspiratat e saj t\u00eb brendshme integruese drejt BE-s\u00eb. Megjithat\u00eb, m\u00eb 15 shkurt 2016, ajo dor\u00ebzoi aplikimin p\u00ebr an\u00ebtar\u00ebsim.<\/p>\n<p>N\u00eb vitet e fundit, me forcimin e entitetit dhe interesave t\u00eb ve\u00e7anta, kjo ide ishte l\u00ebn\u00eb n\u00eb hije nga ngecja politike dhe dezintegrimi i thelluar i shtetit. P\u00ebr vite, marr\u00ebdh\u00ebniet midis BH-s\u00eb dhe Bashkimit kan\u00eb qen\u00eb t\u00eb lidhura kryesisht me fitimin e statusit t\u00eb vendit kandidat. BH-ja kishte nj\u00eb detyr\u00eb t\u00eb qart\u00eb: t\u00eb jepte p\u00ebrgjigje pyet\u00ebsorit t\u00eb p\u00ebrgatitur nga Komisioni Evropian. Por u desh\u00ebn m\u00eb shum\u00eb se dy vjet, p\u00ebr ta p\u00ebrfunduar at\u00eb detyr\u00eb.<\/p>\n<p>Nd\u00ebrsa t\u00eb gjitha vendet e rajonit, p\u00ebrve\u00e7 Kosov\u00ebs, e cila \u00ebsht\u00eb n\u00eb t\u00eb nj\u00ebjt\u00ebn pozit\u00eb me BH-n\u00eb, u \u00ebsht\u00eb dh\u00ebn\u00eb statusi i vendit kandidat p\u00ebr nj\u00eb periudh\u00eb relativisht t\u00eb shkurt\u00ebr, BH-ja nuk e arriti k\u00ebt\u00eb, megjith\u00ebse kjo mund t\u00eb n\u00ebnkuptonte hapjen e negociatave p\u00ebr an\u00ebtar\u00ebsim t\u00eb plot\u00eb. Rezultati: n\u00eb vend t\u00eb statusit t\u00eb vendit kandidat, Bosnja dhe Hercegovina mori\u00a0<a href=\"https:\/\/www.dw.com\/bs\/umjesto-mi%C5%A1ljenja-o-eu-kandidaturi-bih-dobila-14-zadataka\/a-48970672\" target=\"_blank\" rel=\"noopener\">14 detyra<\/a>, t\u00eb reja, respektivisht &#8220;Udh\u00ebrr\u00ebfyesin&#8221; e vjet\u00ebr, tani t\u00eb ri. Kjo e ka vonuar edhe nj\u00eb her\u00eb rrug\u00ebtimin e BH-s\u00eb drejt integrimit n\u00eb BE.<\/p>\n<h5><strong>Cilat jan\u00eb p\u00ebrpar\u00ebsit\u00eb kryesore t\u00eb Bosnj\u00ebs dhe Hercegovin\u00ebs n\u00eb procesin e integrimit n\u00eb BE<\/strong><\/h5>\n<p><a href=\"https:\/\/europa.ba\/wp-content\/uploads\/2020\/10\/Izvjestaj_za_BiH_za_2020_godinu.pdf\" target=\"_blank\" rel=\"noopener\">Raporti<\/a>\u00a0i fundit i Komisionit Evropian, i cili \u00ebsht\u00eb i bazuar n\u00eb p\u00ebrparimin e vendit n\u00eb raport me kriteret e an\u00ebtar\u00ebsimit, tregon se n\u00eb Bosnj\u00eb dhe Hercegovin\u00eb nuk ka progres real.<\/p>\n<p>Kur b\u00ebhet fjal\u00eb p\u00ebr kriteret politike, BH-ja ka b\u00ebr\u00eb p\u00ebrparim t\u00eb kufizuar n\u00eb disa segmente, nd\u00ebrsa shumica e kritereve politike nuk kan\u00eb p\u00ebrparim. N\u00eb Raport thuhet: &#8220;P\u00ebr pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb periudh\u00ebs s\u00eb raportimit, Asambleja Parlamentare e Bosnj\u00ebs dhe Hercegovin\u00ebs ishte bllokuar p\u00ebr arsye politike, duke rezultuar n\u00eb mos-miratimin e ligjit, kurse K\u00ebshilli i Ministrave vepronte me nj\u00eb mandat teknik derisa t\u00eb formohej nj\u00eb p\u00ebrb\u00ebrje e re parlamentare, mbledhja e s\u00eb cil\u00ebs u zhvillua n\u00eb muajin dhjetor 2019.&#8221;<\/p>\n<p><img decoding=\"async\" class=\"size-full wp-image-10135\" src=\"https:\/\/cdn.respublica.edu.mk\/wp-content\/uploads\/2021\/02\/DezIntegracija-na-BiH-vo-Evropskata-Unija.jpg\" alt=\"DezIntegracija na BiH vo Evropskata Unija\" \/><\/p>\n<p>Burimi: europeanwesternbalkans.com<\/p>\n<p>Problemi \u00ebsht\u00eb thelluar nga Kushtetuta e Bosnj\u00ebs dhe Hercegovin\u00ebs, e cila &#8220;\u00ebsht\u00eb ende n\u00eb konflikt me Konvent\u00ebn Evropiane p\u00ebr t\u00eb Drejtat e Njeriut (KEDNJ)&#8221;, si\u00e7 \u00ebsht\u00eb konfirmuar me aktgjykimin e rastit\/l\u00ebnd\u00ebs Sejdiq-Finci dhe aktgjykimeve shoq\u00ebruese. M\u00eb tej, Raporti v\u00eb n\u00eb dukje se nuk ka pasur progres n\u00eb &#8220;p\u00ebrmir\u00ebsimin e korniz\u00ebs zgjedhore n\u00eb p\u00ebrputhje me standardet evropiane ose sigurimin e transparenc\u00ebs s\u00eb financimit t\u00eb partive politike&#8221;. Nuk \u00ebsht\u00eb b\u00ebr\u00eb asnj\u00eb progres n\u00eb &#8220;ofrimin e mb\u00ebshtetjes p\u00ebr sektorin e shoq\u00ebris\u00eb civile&#8221;. Bosnja dhe Hercegovina \u00ebsht\u00eb &#8220;n\u00eb nj\u00eb faz\u00eb t\u00eb hershme dhe n\u00eb nj\u00eb nivel t\u00eb caktuar gatishm\u00ebrie n\u00eb luft\u00ebn kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar&#8221;.<\/p>\n<p>Kur b\u00ebhet fjal\u00eb p\u00ebr kriteret administrative, &#8220;Bosnja dhe Hercegovina \u00ebsht\u00eb n\u00eb fazat e hershme t\u00eb reform\u00ebs s\u00eb administrat\u00ebs publike (RAP) dhe nuk ka asnj\u00eb progres n\u00eb sigurimin e nj\u00eb sh\u00ebrbimi civil profesional dhe t\u00eb depolitizuar, si dhe nj\u00eb qasje t\u00eb koordinuar p\u00ebr hartimin e politikave n\u00eb nivel t\u00eb gjith\u00eb vendit. E nj\u00ebjta gj\u00eb vlen edhe p\u00ebr gatishm\u00ebrin\u00eb n\u00eb fush\u00ebn e drejt\u00ebsis\u00eb dhe raporti i BE-s\u00eb arrin n\u00eb p\u00ebrfundimin se &#8220;nuk \u00ebsht\u00eb b\u00ebr\u00eb asnj\u00eb p\u00ebrparim n\u00eb k\u00ebt\u00eb fush\u00eb&#8221;. Pengimi i reform\u00ebs gjyq\u00ebsore nga &#8220;aktor\u00ebt politik\u00eb dhe brenda vet\u00eb sistemit gjyq\u00ebsor dhe funksionimi i dob\u00ebt i gjyq\u00ebsorit rrezikojn\u00eb kapacitetin civil p\u00ebr t\u00eb ushtruar t\u00eb drejtat e tyre dhe k\u00ebshtu pengojn\u00eb luft\u00ebn kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar&#8221;.<\/p>\n<p>BH-ja ka b\u00ebr\u00eb p\u00ebrparimin m\u00eb t\u00eb madh n\u00eb kriteret ekonomike, ku \u00ebsht\u00eb arritur nj\u00eb &#8220;p\u00ebrparim i kufizuar&#8221;. N\u00eb periudh\u00ebn e raportimit, n\u00eb kapituj t\u00eb ndrysh\u00ebm t\u00eb legjislacionit t\u00eb BE-s\u00eb, nuk \u00ebsht\u00eb arritur p\u00ebrparim i kufizuar, madje fare asnj\u00eb p\u00ebrparim. &#8220;Bosnja dhe Hercegovina n\u00eb p\u00ebrgjith\u00ebsi \u00ebsht\u00eb n\u00eb nj\u00eb faz\u00eb t\u00eb hershme &#8230; t\u00eb gatishm\u00ebris\u00eb p\u00ebr t\u00eb marr\u00eb p\u00ebrsip\u00ebr detyrimet e an\u00ebtar\u00ebsimit n\u00eb BE dhe duhet t\u00eb p\u00ebrshpejtoj\u00eb ndjesh\u00ebm procesin e p\u00ebrafrimit t\u00eb legjislacionit dhe t\u00eb zbatoj\u00eb legjislacionin p\u00ebrkat\u00ebs.&#8221;<\/p>\n<h5><strong>A mund t\u00eb b\u00ebhet kjo \u00ebnd\u00ebrr nj\u00eb realitet?<\/strong><\/h5>\n<p>Gjat\u00eb gjith\u00eb k\u00ebtyre viteve t\u00eb kronologjis\u00eb s\u00eb marr\u00ebdh\u00ebnieve me BE-n\u00eb, BH-ja po p\u00ebrballet me t\u00eb nj\u00ebjtat probleme. Qeverisja e keqe, interesat personale t\u00eb partive politike, retorika etno-nacionaliste dhe manipulimi me tragjedit\u00eb e t\u00eb kaluar\u00ebs &#8211; t\u00eb gjitha k\u00ebto e \u00e7ojn\u00eb BH-n\u00eb nj\u00eb hap prapa, duke kontribuar n\u00eb dezintegrimin gradual t\u00eb vendit. Elitat politike n\u00eb BH ose oligarkit\u00eb politike, si\u00e7 i quan\u00a0<strong>profesori<\/strong>\u00a0<strong>Asim Mujki\u00e7<\/strong>\u00a0nga Universiteti i Sarajev\u00ebs, nuk jan\u00eb t\u00eb gatsh\u00ebm t\u00eb &#8220;heqin dor\u00eb as nga nj\u00eb milimet\u00ebr t\u00eb autorizimeve dhe privilegjeve t\u00eb tyre dhe nuk kan\u00eb nd\u00ebrmend t\u00eb b\u00ebjn\u00eb asgj\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar pozicionin e patoleruesh\u00ebm t\u00eb shumic\u00ebs s\u00eb qytetar\u00ebve t\u00eb k\u00ebtij vendi&#8221;.<\/p>\n<p>Ne kemi nevoj\u00eb p\u00ebr reforma n\u00eb fushat e drejt\u00ebsis\u00eb, sundimit t\u00eb ligjit dhe luft\u00ebs kund\u00ebr krimit t\u00eb organizuar dhe korrupsionit p\u00ebr hir t\u00eb interesit ton\u00eb, e jo se ato jan\u00eb nj\u00eb kusht p\u00ebr integrimin e m\u00ebtejsh\u00ebm n\u00eb BE. \u00cbsht\u00eb reale t\u00eb presim p\u00ebrparim n\u00eb fusha t\u00eb tilla si ekonomia, lufta kund\u00ebr korrupsionit dhe fuqizimi i institucioneve t\u00eb BH-s\u00eb.<\/p>\n<p>Sipas ligj\u00ebrimeve t\u00eb\u00a0<strong>juristit t\u00eb diplomuar Irfan Softi\u00e7,<\/strong>\u00a0nj\u00eb avokat me p\u00ebrvoj\u00eb t\u00eb madhe pune n\u00eb ekonomi, &#8220;korrupsioni n\u00eb Bosnj\u00eb dhe Hercegovin\u00eb \u00ebsht\u00eb nj\u00eb ligj zakonor&#8221;. Softi\u00e7 konsideron se: &#8220;Ka zakone t\u00eb mira dhe t\u00eb k\u00ebqija. Korrupsioni \u00ebsht\u00eb nj\u00eb zakon i keq, i cili v\u00ebshtir\u00eb mund t\u00eb luftohet\u201c.\u00a0<a href=\"https:\/\/ti-bih.org\/bih-medju-zemljama-u-kojim-se-stanje-korupcije-najvise-pogorsava-gradjani-zivotno-ugrozeni\/\" target=\"_blank\" rel=\"noopener\">Indeksi p\u00ebr perceptimin e korrupsionit \u2013 CPI i Transparency International p\u00ebr vitin 2020 \u0433\u043e\u0434\u0438\u043d\u0430, rendit Bosnj\u00ebn dhe Hercegovin\u00ebn (BH)<\/a>\u00a0midis vendeve n\u00eb bot\u00eb ku gjendja e korrupsionit po p\u00ebrkeq\u00ebsohet m\u00eb s\u00eb shumti. Duke n\u00ebnvizuar r\u00ebnien e BH-s\u00eb p\u00ebr &#8220;11 vende&#8221;, indeksi i BH-s\u00eb renditet i 111-ti nga 180 vende, me nj\u00eb rezultat prej 35 (shkalla nga 0-100), i cili \u00ebsht\u00eb gjithashtu rezultati m\u00eb i keq q\u00eb nga viti 2012, kur BH-ja ishte renditur n\u00eb vendin e 72-t\u00eb, me nj\u00eb rezultat 42. Sipas raportit, BH-ja \u00ebsht\u00eb &#8220;n\u00eb vendin m\u00eb t\u00eb keq n\u00eb Ballkanin Per\u00ebndimor dhe ndan nj\u00eb vend me Maqedonin\u00eb e Veriut&#8221;, me pandemin\u00eb KOVID-19 q\u00eb padyshim sh\u00ebnoi vitin e kaluar, por gjithashtu ekspozoi an\u00ebn m\u00eb t\u00eb err\u00ebt t\u00eb korrupsionit, \u00e7mimin e t\u00eb cil\u00ebve, p\u00ebr fat t\u00eb keq, po paguajn\u00eb qytetar\u00ebt me jet\u00ebt e tyre.<\/p>\n<p>Institucionet e Bosnj\u00ebs dhe Hercegovin\u00ebs jan\u00eb paralizuar nga korrupsioni, ata i kan\u00eb dh\u00ebn\u00eb p\u00ebrpar\u00ebsi &#8220;pla\u00e7kitjes s\u00eb paskrupullt t\u00eb fondeve publike, n\u00eb d\u00ebm t\u00eb ofrimit t\u00eb kujdesit t\u00eb duhur sh\u00ebndet\u00ebsor&#8221;. E gjith\u00eb periudha e pandemis\u00eb ishte sh\u00ebnuar nga prokurimi jo-transparent dhe i pap\u00ebrfunduar i pajisjeve mjek\u00ebsore. &#8220;Ky \u00ebsht\u00eb vet\u00ebm nj\u00eb nga shembujt q\u00eb adreson raporti; BH-ja nuk ka &#8220;nj\u00eb politik\u00eb ose strategji t\u00eb p\u00ebrshtatshme kund\u00ebr korrupsionit, kurse korniza ligjore po pret me vite p\u00ebr nj\u00eb rihartim t\u00eb plot\u00eb dhe gjith\u00ebp\u00ebrfshir\u00ebs, \u200b\u200bi cili adresohet padyshim edhe nga Komisioni Evropian p\u00ebrmes 14 prioriteteve p\u00ebr marrjen e statusit t\u00eb vendit kandidat&#8221;.<\/p>\n<p>Lufta kund\u00ebr korrupsionit duhet t\u00eb jet\u00eb p\u00ebrpar\u00ebsia num\u00ebr nj\u00eb dhe nuk ka asnj\u00eb alternativ\u00eb tjet\u00ebr. N\u00ebse nj\u00eb Kroaci ishte e gatshme t\u00eb paguante \u00e7mimin politik duke arrestuar dhe ndjekur penalisht udh\u00ebheqjen politike n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb fitonte pik\u00eb nga BE-ja sa i p\u00ebrket luft\u00ebs kund\u00ebr korrupsionit dhe k\u00ebshtu t\u00eb blinte nj\u00eb bilet\u00eb p\u00ebr t\u00eb hyr\u00eb n\u00eb BE, at\u00ebher\u00eb mund dhe duhet edhe Bosnja dhe Hercegovina dhe vendet e tjera t\u00eb Ballkanit Per\u00ebndimor. Shembulli i Kroacis\u00eb ka treguar se rruga p\u00ebr n\u00eb BE \u00ebsht\u00eb m\u00eb e r\u00ebnd\u00ebsishme se \u00e7do individ. Por gjithashtu, se lufta kund\u00ebr korrupsionit nuk p\u00ebrfundon me arrestimin e nj\u00eb personi, as me an\u00ebtar\u00ebsimin n\u00eb BE.<\/p>\n<p>Anketa e opinionit publik\u00a0<a href=\"https:\/\/www.dei.gov.ba\/bs\/istrazivanja-javnog-mnijenja\" target=\"_blank\" rel=\"noopener\">\u201eQ\u00ebndrimet e qytetar\u00ebve p\u00ebr an\u00ebtar\u00ebsimin n\u00eb BE dhe procesin e integrimit n\u00eb Bashkimin Evropian\u201c<\/a>, e kryer nga Drejtoria p\u00ebr Integrim Evropian e BH-s\u00eb n\u00eb muajin tetor 2020, tregoi se nuk ka ndryshime t\u00eb konsiderueshme krahasuar me Konstatimet nga hulumtimi i muajit prill 2019. N\u00eb rast t\u00eb shpalljes s\u00eb referendumit p\u00ebr an\u00ebtar\u00ebsim n\u00eb Bashkimin Evropian, 75,6 p\u00ebrqind e t\u00eb anketuarve kan\u00eb deklaruar se do t\u00eb votonin p\u00ebr n\u00ebtar\u00ebsim n\u00eb BE. Qytetar\u00ebt nga t\u00eb gjitha pjes\u00ebt e BH-s\u00eb mb\u00ebshtesin hyrjen e BH-s\u00eb n\u00eb BE p\u00ebr t\u00eb nj\u00ebjtat arsye. Kryesisht sepse ata besojn\u00eb se kjo \u00ebsht\u00eb nj\u00eb garanci e paqes s\u00eb q\u00ebndrueshme dhe e stabilitetit politik. Arsyeja tjet\u00ebr \u00ebsht\u00eb rritja e liris\u00eb s\u00eb l\u00ebvizjes s\u00eb njer\u00ebzve, mallrave dhe kapitalit.<\/p>\n<p>T\u00eb nj\u00ebjtat arsye zakonisht u p\u00ebrmend\u00ebn edhe n\u00eb vitin 2019, nd\u00ebrsa n\u00eb vitin 2018 duksh\u00ebm m\u00eb shpesh vihej n\u00eb dukje p\u00ebrmir\u00ebsimi i infrastruktur\u00ebs. Nuk ka dallime t\u00eb konsiderueshme mbi arsyet pse qytetar\u00ebt e t\u00eb gjith\u00eb pjes\u00ebve t\u00eb BH-s\u00eb nuk mb\u00ebshtesin hyrjen e BH-s\u00eb n\u00eb BE. Deri m\u00eb tani arsyeja m\u00eb e zakonshme \u00ebsht\u00eb frika nga rritja e kostove t\u00eb jetes\u00ebs dhe taksave. Qytetar\u00ebt e BH-s\u00eb zakonisht konsiderojn\u00eb se lufta kund\u00ebr korrupsionit \u00ebsht\u00eb nj\u00eb reform\u00eb q\u00eb duhet t\u00eb zbatohet n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb p\u00ebrmir\u00ebsoj\u00eb jet\u00ebn e tyre t\u00eb p\u00ebrditshme. Kjo ishte p\u00ebrgjigjja m\u00eb e zakonshme edhe n\u00eb vitin e kaluar, nd\u00ebrsa n\u00eb vitin 2018 reformat e tjera ishin m\u00eb prioritare sesa n\u00eb vitin 2019 dhe 2020.<\/p>\n<h5><strong>A ardhmja e integrimit pas pandemis\u00eb me KOVID-19<\/strong><\/h5>\n<p>Viteve t\u00eb fundit, megjith\u00eb transformimin e dob\u00ebt t\u00eb sistemeve politike t\u00eb vendeve t\u00eb Ballkanit Per\u00ebndimor, Bashkimi Evropian gjithashtu po p\u00ebrballet edhe me sfida. Populizmi djathtist n\u00eb rritje, pasojat e kriz\u00ebs ekonomike q\u00eb varf\u00ebroi bot\u00ebn n\u00eb vitin 2008, kriza e migrant\u00ebve, Brexit etj., kan\u00eb \u00e7uar n\u00eb shfaqjen e frymave t\u00eb reja nacionalist\u00eb q\u00eb k\u00ebrkojn\u00eb t\u00eb minimizojn\u00eb parimin politik mbinacional. P\u00ebr m\u00eb tep\u00ebr, n\u00eb fund, ndodhi edhe KOVID-19, e cila mbylli t\u00eb gjitha vendet n\u00eb kufijt\u00eb e tyre komb\u00ebtar\u00eb.<\/p>\n<p>Konsolidimi i brendsh\u00ebm n\u00eb BE, deklaratat skeptike t\u00eb Presidentit francez Macron mbi integrimin e m\u00ebtejsh\u00ebm t\u00eb Ballkanit Per\u00ebndimor, programi ambicioz i Gjermanis\u00eb gjat\u00eb koh\u00ebs s\u00eb presidenc\u00ebs s\u00eb saj me K\u00ebshillin e BE-s\u00eb dhe nevoja q\u00eb vendet an\u00ebtare t\u00eb BE-s\u00eb t\u00eb rikuperohen nga pandemia e KOVID-19 jan\u00eb p\u00ebrpar\u00ebsit\u00eb q\u00eb do t\u00eb shtyjn\u00eb integrimin e vendeve t\u00eb Ballkanit Per\u00ebndimor n\u00eb plan t\u00eb dyt\u00eb. Bashkimi Evropian do t\u00eb mbetet partneri kryesor i Bosnj\u00ebs dhe Hercegovin\u00ebs edhe pas pandemis\u00eb me KOVID-19. Por kjo nuk do t\u00eb thot\u00eb mb\u00ebshtetje automatike p\u00ebr proceset e integrimit n\u00eb BE. Natyrisht, duke pasur parasysh situat\u00ebn, nj\u00eb mb\u00ebshtetje e till\u00eb do t\u00eb mungoj\u00eb n\u00eb nj\u00eb form\u00eb konkrete derisa autoritetet e BH-s\u00eb t\u00eb tregojn\u00eb rezultate n\u00eb t\u00eb gjitha fushat prioritare t\u00eb dh\u00ebna nga BE-ja.<\/p>\n<p>Ne nuk mund t\u00eb presim vendosm\u00ebri nga BE-ja n\u00ebse nuk tregojm\u00eb vendosm\u00ebrin\u00eb ton\u00eb p\u00ebr t&#8217;u p\u00ebrballur me problemet kryesore n\u00eb vend. Deri at\u00ebher\u00eb, qytetar\u00ebt e BH-s\u00eb do t\u00eb mbeten t\u00eb burgosur me testet PCR brenda kufijve shtet\u00ebror\u00eb. N\u00eb m\u00ebnyr\u00eb t\u00eb ngjashme, 14 detyrat e vendosura nga BE-ja paraqesin nj\u00eb lloj testi PCR specifik p\u00ebr t\u00ebr\u00eb vendin.
