Megjith\u00ebse nj\u00eb shum\u00eb solide fondesh jan\u00eb l\u00ebn\u00eb m\u00ebnjan\u00eb p\u00ebr ta ndihmuar ekonomin\u00eb, duket se politika shtet\u00ebrore e drejtuar drejt kategorive m\u00eb t\u00eb rrezikuara t\u00eb pun\u00ebtor\u00ebve, biznesmen\u00ebve dhe popullsis\u00eb ka mbetur e pandryshuar. Sip\u00ebrmarr\u00ebsit e vet\u00eb-pun\u00ebsuar, pun\u00ebtor\u00ebt q\u00eb punojn\u00eb n\u00eb kushte t\u00eb pasigurta ose &#8220;n\u00eb t\u00eb zez\u00eb&#8221;, si dhe familjet m\u00eb t\u00eb rrezikuara sociale, kryesisht jan\u00eb l\u00ebn\u00eb t\u00eb vet\u00ebm n\u00eb stuhi.<\/p>\n<p>Nj\u00eb num\u00ebr i madh i pushimeve nga puna n\u00eb sektorin informal t\u00eb ekonomis\u00eb u shoq\u00ebruan me largime masive t\u00eb pun\u00ebtor\u00ebve q\u00eb punuan n\u00eb fabrikat e disa prej investitor\u00ebve m\u00eb t\u00eb m\u00ebdhenj t\u00eb huaj. Politika ekonomike e t\u00ebrheqjes s\u00eb investimeve t\u00eb huaja &#8220;me \u00e7do kusht&#8221;, t\u00eb cil\u00ebn regjimet qeveris\u00ebse n\u00eb vend e kan\u00eb ndjekur p\u00ebr shum\u00eb vite, ka treguar edhe nj\u00eb her\u00eb an\u00ebn e saj t\u00eb err\u00ebt. Serbia gjithashtu \u00ebsht\u00eb vendi\u00a0<a href=\"http:\/\/socijalnoukljucivanje.gov.rs\/rs\/mreze-socijalne-sigurnosti-u-vreme-covid-19-krize-2\/\" target=\"_blank\" rel=\"noopener\">i vet\u00ebm<\/a>\u00a0n\u00eb rajon q\u00eb nuk e rriti ose ta zgjeroj\u00eb p\u00ebrfshirjen ndihmave sociale p\u00ebr pjes\u00ebt m\u00eb t\u00eb varfra t\u00eb popullsis\u00eb gjat\u00eb pandemis\u00eb.<\/p>\n<p>Qeveria e Republik\u00ebs s\u00eb Serbis\u00eb miratoi masat e para serioze ekonomike n\u00eb lidhje me minimizimin e pasojave ekonomike negative t\u00eb pandemis\u00eb me nj\u00eb vones\u00eb t\u00eb caktuar, n\u00eb fillim t\u00eb prillit. Banka Komb\u00ebtare e Serbis\u00eb (BKS) ishte disi m\u00eb e shkath\u00ebt n\u00eb miratimin e masave ekonomike anti-kriz\u00eb, t\u00eb cilat, p\u00ebrve\u00e7 l\u00ebvizjeve t\u00eb zakonshme t\u00eb uljes s\u00eb norm\u00ebs s\u00eb interesit t\u00eb referenc\u00ebs n\u00eb kriza t\u00eb k\u00ebtij lloji, gjithashtu mor\u00ebn vendim p\u00ebr t\u00eb vendosur moratorium p\u00ebr shlyerjen e kredive dhe lizingut. Vonesa n\u00eb shlyerjen e k\u00ebtyre detyrimeve ishte e vlefshme p\u00ebr nj\u00eb periudh\u00eb prej t\u00eb pakt\u00ebn 90 dit\u00ebsh nga vendosja e gjendjes s\u00eb jasht\u00ebzakonshme (15 mars) dhe zbatohej p\u00ebr t\u00eb gjith\u00eb personat fizik\u00eb dhe juridik\u00eb.<\/p>\n<p>Nj\u00eb mas\u00eb e till\u00eb kishte t\u00eb pakt\u00ebn ndikim pozitiv t\u00eb p\u00ebrkohsh\u00ebm n\u00eb likuiditetin e popullsis\u00eb dhe sistemit ekonomik, por nuk mund t\u00eb kalonte pa polemika t\u00eb caktuara. P\u00ebrkat\u00ebsisht, edhe pse nuk kishin paguar p\u00ebr kamat\u00eb vonesat, gjat\u00eb periudh\u00ebs p\u00ebr t\u00eb cil\u00ebn moratoriumi ishte i vlefsh\u00ebm, bankat ngarkuan interes t\u00eb rregullt p\u00ebr t\u00eb gjitha kredit\u00eb. N\u00eb praktik\u00eb, kjo n\u00ebnkuptonte rritjen e vler\u00ebs totale t\u00eb detyrimeve pas skadimit t\u00eb moratoriumit nga shuma e interesit t\u00eb p\u00ebrllogaritur gjat\u00eb moratoriumit. Zyrtar\u00ebt m\u00eb t\u00eb lart\u00eb t\u00eb shtetit dhe mediat pro-regjimit nuk u p\u00ebrpoq\u00ebn shum\u00eb p\u00ebr t\u00eb shpjeguar m\u00eb n\u00eb detaje mekanizmin e moratoriumit, k\u00ebshtu q\u00eb p\u00ebr shum\u00eb qytetar\u00eb, ky &#8220;kurth&#8221; shkoi &#8220;n\u00ebn radar&#8221;.<\/p>\n<p>Pas disa jav\u00ebsh pasigurie n\u00ebse dhe n\u00eb \u00e7far\u00eb m\u00ebnyre do t\u00eb reagoj\u00eb ekonomikisht shteti n\u00eb luft\u00ebn kund\u00ebr &#8220;armikut t\u00eb paduksh\u00ebm&#8221;, Ministria e Financave p\u00ebrfundimisht doli n\u00eb publik me programin ekonomik t\u00eb miratuar n\u00eb dit\u00ebn e fundit t\u00eb marsit. Sipas njoftimeve t\u00eb Ministrit t\u00eb Financave, vlera totale e k\u00ebtyre masave ishte\u00a0<a href=\"http:\/\/rs.n1info.com\/Biznis\/a584038\/Mali-Program-mera-za-privredu-i-gradjane-u-vrednosti-od-5-1-milijardu-evra.html\" target=\"_blank\" rel=\"noopener\">610 miliard\u00eb dinar\u00eb<\/a>\u00a0(5.1 miliarda euro), q\u00eb \u00ebsht\u00eb rreth 11 p\u00ebrqind e vler\u00ebs s\u00eb BPV-s\u00eb, s\u00eb vendit. Sidoqoft\u00eb, k\u00ebto 610 miliard\u00eb dinar\u00eb gjithashtu p\u00ebrfshinin hua nga bankat private p\u00ebr ekonomin\u00eb, k\u00ebshtu q\u00eb\u00a0<a href=\"http:\/\/fiskalnisavet.rs\/doc\/ocene-i-misljenja\/2020\/FS-Ocena_antikriznog_programa_ekonomskih_mera.pdf\" target=\"_blank\" rel=\"noopener\">vlera e v\u00ebrtete<\/a>\u00a0nga k\u00ebto masa \u00ebsht\u00eb 430 miliard\u00eb dinar\u00eb (7.8 p\u00ebrqin3eel\/d e BPV-s\u00eb).<\/p>\n<p>Programi ekonomik i Qeveris\u00eb p\u00ebrfshin shtyrjen e pages\u00ebs s\u00eb taksave dhe kontributeve n\u00eb paga dhe fitime p\u00ebr tre muajt e ardhsh\u00ebm, pagesa e pag\u00ebs minimale p\u00ebr nd\u00ebrmarrjet mikro, t\u00eb vogla dhe t\u00eb mesme p\u00ebr secilin punonj\u00ebs n\u00eb tre muajt e ardhsh\u00ebm, qasjen n\u00eb kredi t\u00eb volitshme p\u00ebr k\u00ebto kompani, si dhe pagesa t\u00eb nj\u00ebhershme prej 100 eurosh p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt e rritur t\u00eb Republik\u00ebs s\u00eb Serbis\u00eb. K\u00ebto masa kan\u00eb \u00e7uar p\u00ebrfundimisht n\u00eb injektimin e likuiditetit t\u00eb tep\u00ebrt n\u00eb sistemin ekonomik, por ato mund t\u00eb ken\u00eb qen\u00eb m\u00eb bujare dhe duksh\u00ebm m\u00eb seleksionuese.<\/p>\n<p>Masa e shtyrjes s\u00eb pagimit t\u00eb taksave dhe kontributeve, p.sh. mund t\u00eb shoq\u00ebrohet gjithashtu me fshirjen e k\u00ebtyre detyrimeve, ve\u00e7an\u00ebrisht p\u00ebr nd\u00ebrmarrjet mikro dhe t\u00eb vogla q\u00eb operojn\u00eb n\u00eb aktivitetet m\u00eb t\u00eb prekura si turizmi, hotelieria dhe transporti. Qeveria mund t\u00eb krijonte nj\u00eb skem\u00eb sipas s\u00eb cil\u00ebs p\u00ebrve\u00e7 pagimit t\u00eb pag\u00ebs minimale p\u00ebr nd\u00ebrmarrjet m\u00eb pak t\u00eb rrezikuara, ajo gjithashtu do t\u00eb paguante nj\u00eb sasi m\u00eb t\u00eb madhe t\u00eb ndihm\u00ebs p\u00ebr kompanit\u00eb q\u00eb p\u00ebsuan r\u00ebnien m\u00eb t\u00eb madhe t\u00eb qarkullimit, q\u00eb ishte pik\u00ebrisht rasti n\u00eb aktivitetet e p\u00ebrmendura. Gjithashtu, mund t\u00eb ishin b\u00ebr\u00eb p\u00ebrpjekje shum\u00eb m\u00eb t\u00eb m\u00ebdha p\u00ebr t&#8217;i b\u00ebr\u00eb kredit\u00eb e dedikuar p\u00ebr ekonomi shum\u00eb m\u00eb t\u00eb arritshme p\u00ebr nd\u00ebrmarrjet mikro dhe t\u00eb vogla, t\u00eb cilat, ndryshe nga firmat m\u00eb t\u00eb m\u00ebdha, shpesh nuk kan\u00eb marr\u00ebveshje kredie t\u00eb vendosura mir\u00eb me bankat, duke e b\u00ebr\u00eb t\u00eb v\u00ebshtir\u00eb p\u00ebr ta hyrjen n\u00eb k\u00ebto fonde shum\u00eb t\u00eb nevojshme.<\/p>\n<h5><strong>Kritere t\u00eb k\u00ebqija dhe epidemia e anulimeve<\/strong><\/h5>\n<p>Q\u00eb t\u00eb kualifikohej \u00e7do firm\u00eb p\u00ebr ndonj\u00eb nga masat sipas programit ekonomik t\u00eb Qeveris\u00eb, ajo nuk mund t\u00eb pushoj\u00eb nga puna m\u00eb shum\u00eb se 10 p\u00ebrqind t\u00eb pun\u00ebtor\u00ebve n\u00eb periudh\u00ebn nga fillimi i gjendjes s\u00eb jasht\u00ebzakonshme deri n\u00eb dat\u00ebn e hyrjes n\u00eb fuqi t\u00eb k\u00ebtyre masave. Dhe pik\u00ebrisht n\u00eb k\u00ebt\u00eb kriter kemi ardhur te problemi i par\u00eb i madh. P\u00ebrkat\u00ebsisht, leht\u00eb mund t\u00eb imagjinojm\u00eb nj\u00eb situat\u00eb n\u00eb t\u00eb cil\u00ebn nj\u00eb floktar ose automekanik me deri n\u00eb 9 punonj\u00ebs ishte detyruar t\u00eb pushoj\u00eb s\u00eb paku nj\u00eb pun\u00ebtor p\u00ebr shkak t\u00eb r\u00ebnies drastike t\u00eb k\u00ebrkes\u00ebs. Sipas k\u00ebtij kriteri t\u00eb vendosur, nj\u00eb vendim i till\u00eb automatikisht do ta skualifikonte k\u00ebt\u00eb kompani nga programi i ndihm\u00ebs, p\u00ebr dallim nga disa kompani m\u00eb t\u00eb m\u00ebdha me deri n\u00eb 100 t\u00eb pun\u00ebsuar, t\u00eb cilat teorikisht mund t\u00eb pushonin nga puna deri n\u00eb 10 pun\u00ebtor\u00eb, pas s\u00eb cil\u00ebs ata ende mund t\u00eb aplikonin zyrtarisht p\u00ebr ndihm\u00eb shtet\u00ebrore. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, shum\u00eb kompani q\u00eb i p\u00ebrkasin grupit m\u00eb t\u00eb prekur nga kriza nuk do t\u00eb mbulohen nga masat e ndihm\u00ebs.<\/p>\n<p>Nj\u00eb problem tjet\u00ebr me k\u00ebt\u00eb kriter \u00ebsht\u00eb q\u00eb n\u00eb maksimumin e 10 p\u00ebr qind t\u00eb pun\u00ebtor\u00ebve t\u00eb pushuar nuk p\u00ebrfshijn\u00eb pun\u00ebtor\u00eb t\u00eb pun\u00ebsuar p\u00ebrmes nj\u00eb prej agjencive t\u00eb pun\u00ebsimit, pasi q\u00eb pun\u00ebtor\u00eb t\u00eb till\u00eb nuk jan\u00eb regjistruar zyrtarisht si punonj\u00ebs t\u00eb nj\u00eb kompanie n\u00eb t\u00eb cil\u00ebn\u00a0<em>de facto<\/em>\u00a0po punojn\u00eb. Gjithashtu, n\u00eb\u00a0<a href=\"https:\/\/www.paragraf.rs\/propisi\/uredba-o-fiskalnim-pogodnostima-privredi-privatnom-sektoru-gradjanima.html\" target=\"_blank\" rel=\"noopener\">10 p\u00ebrqind\u00ebshin<\/a>\u00a0e pun\u00ebtor\u00ebve nuk jan\u00eb p\u00ebrfshir\u00eb ata q\u00eb punojn\u00eb pun\u00eb t\u00eb p\u00ebrkohshme t\u00eb rastit dhe sipas kontratave me afat t\u00eb caktuar. Kjo \u00ebsht\u00eb ve\u00e7an\u00ebrisht problematike n\u00ebse kemi parasysh se sipas\u00a0<a href=\"https:\/\/appsso.eurostat.ec.europa.eu\/nui\/show.do?dataset=lfsq_etgaed&amp;lang=en\" target=\"_blank\" rel=\"noopener\">t\u00eb dh\u00ebnave t\u00eb Eurostat<\/a>\u00a0t\u00eb k\u00ebtij viti n\u00eb kategorin\u00eb e pun\u00ebsimit t\u00eb p\u00ebrkohsh\u00ebm n\u00eb Serbi ka deri n\u00eb 437 mij\u00eb pun\u00ebtor\u00eb. Numri i pun\u00ebtor\u00ebve q\u00eb punojn\u00eb n\u00eb kushte t\u00eb pasigurta n\u00eb Serbi \u00ebsht\u00eb rritur madje 4 her\u00eb n\u00eb 8 vitet e fundit (nga 2.4 p\u00ebrqind n\u00eb 2011 n\u00eb 8 p\u00ebrqind n\u00eb 2019) dhe aktualisht \u00ebsht\u00eb n\u00eb nj\u00eb nivel q\u00eb \u00ebsht\u00eb\u00a0<a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---europe\/---ro-geneva\/---sro-budapest\/documents\/publication\/wcms_754624.pdf\" target=\"_blank\" rel=\"noopener\">tre her\u00eb m\u00eb i lart\u00eb se mesatarja e BE-s\u00eb<\/a>. Pik\u00ebrisht ishin k\u00ebta pun\u00ebtor\u00eb (p\u00ebrve\u00e7 pun\u00ebtor\u00ebve q\u00eb punojn\u00eb n\u00eb sektorin informal) ata q\u00eb u prek\u00ebn m\u00eb shum\u00eb gjat\u00eb pandemis\u00eb. Hutchinson, nj\u00eb fabrik\u00eb franceze q\u00eb prodhon tuba p\u00ebr uj\u00eb dhe benzin\u00eb,\u00a0<a href=\"https:\/\/www.masina.rs\/?p=13056\" target=\"_blank\" rel=\"noopener\">pushoi nga puna 80 dhe 300 pun\u00ebtor\u00eb<\/a>\u00a0(Numri varet nga ajo n\u00ebse i pyet pun\u00ebtor\u00ebt e Hutchinson apo kryetarin e bashkis\u00eb s\u00eb Rum\u00ebs). Kjo fabrik\u00eb ka marr\u00eb subvencione shtet\u00ebrore p\u00ebr nd\u00ebrtimin e t\u00eb parit nga dy impiantet e prodhimit dhe gjithashtu ka pasur\u00a0<a href=\"http:\/\/rtvcentarsrem.rs\/visestruka-korist-od-precistaca-otpadnih-voda-u-rumi\/\" target=\"_blank\" rel=\"noopener\">p\u00ebrfitime nga nd\u00ebrtimi i infrastruktur\u00ebs<\/a>\u00a0e cila u financua nga shteti dhe vet\u00ebqeverisja lokale n\u00eb vler\u00eb prej mbi nj\u00eb milion euro.<\/p>\n<p>Si rezultat i procesit t\u00eb likuidimit t\u00eb deri n\u00eb tre n\u00ebnkontraktuesve q\u00eb punojn\u00eb p\u00ebr kompanin\u00eb italiane Olimpias n\u00eb Nish, e cila p\u00ebrndryshe \u00ebsht\u00eb furnizuesi ekskluziv i kompanis\u00eb s\u00eb famshme italiane Benetton,\u00a0<a href=\"https:\/\/www.istinomer.rs\/analize\/niski-kooperanti-benetona-gase-firme-preko-500-radnika-ostaje-bez-posla\/\" target=\"_blank\" rel=\"noopener\">midis 500 dhe 700 pun\u00ebtor\u00eb humb\u00ebn pun\u00ebt e tyre brenda nat\u00ebs<\/a>. Kjo kompani shum\u00ebkomb\u00ebshe italiane \u00ebsht\u00eb gjithashtu nj\u00eb nga ato kompani t\u00eb huaja q\u00eb kan\u00eb marr\u00eb subvencione bujare shtet\u00ebrore. N\u00eb rastin e Benetton, deri n\u00eb vitin 2015, kjo kompani ka marr\u00eb 10.5 milion euro subvencione n\u00eb em\u00ebr t\u00eb mb\u00ebrritjes s\u00eb saj n\u00eb Serbi.<\/p>\n<h5><strong>Manipulimi i t\u00eb dh\u00ebnave p\u00ebr q\u00ebllime politike<\/strong><\/h5>\n<p>Besoni apo jo, garnitura politike n\u00eb pushtet n\u00eb Serbi jo vet\u00ebm q\u00eb l\u00ebvdohet\u00a0<a href=\"https:\/\/biznis.rs\/vesti\/rekordno-niska-stopa-nezaposlenosti-u-srbiji-samo-73-odsto\/\" target=\"_blank\" rel=\"noopener\">me uljen e papun\u00ebsis\u00eb<\/a>\u00a0n\u00eb mes t\u00eb nj\u00eb pandemie, ajo madje \u00ebsht\u00eb krenare p\u00ebr faktin se papun\u00ebsia ka r\u00ebn\u00eb n\u00eb nj\u00eb nivel rekord t\u00eb ul\u00ebt. Megjith\u00ebse kategoria e papun\u00ebsis\u00eb sipas statistikave zyrtare me t\u00eb v\u00ebrtet\u00eb \u00ebsht\u00eb zvog\u00ebluar, nj\u00eb rezultat i till\u00eb \u00ebsht\u00eb ekskluzivisht pasoj\u00eb e metodologjis\u00eb ekonomike dhe nuk do t\u00eb thot\u00eb se nuk ka pasur pushime nga puna gjat\u00eb pandemis\u00eb. Gjegj\u00ebsisht, p\u00ebr t\u00eb r\u00ebn\u00eb n\u00eb kategorin\u00eb statistikore t\u00eb papun\u00ebsis\u00eb, duhet t\u00eb k\u00ebrkoni aktivisht pun\u00eb, e cila duksh\u00ebm, \u00ebsht\u00eb e v\u00ebshtir\u00eb dhe ndonj\u00ebher\u00eb e pamundur n\u00eb kushte pandemie. Organizata Nd\u00ebrkomb\u00ebtare e Pun\u00ebs (ONP) ka llogaritur q\u00eb n\u00eb Serbi, n\u00eb tremujorin e tyt\u00eb krahasuar me tremujorin e par\u00eb, numri i p\u00ebrgjithsh\u00ebm i or\u00ebve t\u00eb pun\u00ebs n\u00eb nivelin e t\u00eb gjith\u00eb ekonomis\u00eb\u00a0<a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---europe\/---ro-geneva\/---sro-budapest\/documents\/publication\/wcms_754624.pdf\" target=\"_blank\" rel=\"noopener\">ishte m\u00eb i ul\u00ebt deri n\u00eb 14.8 p\u00ebrqind<\/a>, e cila teorikisht do t\u00eb ishte ekuivalente me humbjen e 510 mij\u00eb vendeve t\u00eb pun\u00ebs. Sidoqoft\u00eb, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb thuhet se kjo ulje e numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb or\u00ebve t\u00eb pun\u00ebs p\u00ebrfshin jo vet\u00ebm njer\u00ebzit q\u00eb kan\u00eb humbur n\u00eb t\u00eb v\u00ebrtet\u00eb pun\u00ebn e tyre, por edhe pun\u00ebtor\u00ebt t\u00eb cil\u00ebve u jan\u00eb shkurtuar or\u00ebt e pun\u00ebs si dhe punonj\u00ebsit q\u00eb aktualisht jan\u00eb n\u00eb pushim t\u00eb detyruar, etj.<\/p>\n<p>Elita politike n\u00eb Serbi gjithashtu nuk e humbi rastin t\u00eb mburret me faktin se Serbia do t\u00eb ket\u00eb nj\u00eb nga nivelet m\u00eb t\u00eb ul\u00ebta t\u00eb r\u00ebnies s\u00eb BPV-s\u00eb gjat\u00eb pandemis\u00eb, ose si\u00e7 d\u00ebshirojn\u00eb t\u00eb thon\u00eb &#8211;\u00a0<a href=\"https:\/\/www.blic.rs\/biznis\/privreda-i-finansije\/srbija-ce-imati-ubedljivo-najveci-rast-u-evropi-vucic-do-kraja-godine-rezultati\/g87ssg1\" target=\"_blank\" rel=\"noopener\">shkalla m\u00eb e lart\u00eb e rritjes<\/a>\u00a0(megjith\u00ebse \u00ebsht\u00eb negative). Sidoqoft\u00eb, shkalla relativisht e ul\u00ebt e r\u00ebnies s\u00eb BPV-s\u00eb n\u00eb Serbi (sipas FMN-s\u00eb, 3 p\u00ebrqind k\u00ebt\u00eb vit) nuk ka t\u00eb b\u00ebj\u00eb fare me nj\u00eb politik\u00eb ekonomike tep\u00ebr t\u00eb suksesshme, por me struktur\u00ebn p\u00ebrkat\u00ebsisht mos-zhvillimin e ekonomis\u00eb. Pandemia e virusit korona ka prekur vendet e zhvilluara n\u00eb m\u00ebnyr\u00eb proporcionale m\u00eb shum\u00eb p\u00ebr shkak t\u00eb r\u00ebnd\u00ebsis\u00eb m\u00eb t\u00eb madhe relative t\u00eb produkteve me vler\u00eb t\u00eb shtuar m\u00eb t\u00eb lart\u00eb, si\u00e7 jan\u00eb automobilat, makinerit\u00eb dhe pajisjet, turizmi, etj., p\u00ebr t\u00eb cilat ka r\u00ebn\u00eb m\u00eb shum\u00eb k\u00ebrkesa.<\/p>\n<p>Si nj\u00eb shtet pjes\u00ebmarrje t\u00eb industris\u00eb s\u00eb bujq\u00ebsis\u00eb dhe ushqimit (p\u00ebr \u00eb cilat produkte k\u00ebrkesa \u00ebsht\u00eb m\u00eb pak e prekur) \u00ebsht\u00eb pes\u00eb ose tre her\u00eb m\u00eb e lart\u00eb se n\u00eb vendet e Evrop\u00ebs Per\u00ebndimore, Serbia thjesht nuk ka t\u00eb nj\u00ebjtat probleme si vendet e zhvilluara t\u00eb Per\u00ebndimit.<\/p>\n<h5><strong>&#8220;Dhurat\u00eb&#8221; parazgjedhore n\u00eb form\u00ebn e 100 eurove<\/strong><\/h5>\n<p>Vendimi i Qeveris\u00eb p\u00ebr t\u00eb p\u00ebrfshir\u00eb n\u00eb paket\u00ebn e masave ekonomike me pages\u00eb t\u00eb nj\u00ebhershme prej 100 eurosh p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt e rritur shkaktoi pak\u00ebnaq\u00ebsin\u00eb m\u00eb t\u00eb madhe n\u00eb qarqet ekonomike, por edhe n\u00eb vet\u00eb publikun. Arsyeja kryesore q\u00ebndron n\u00eb faktin se ndihma financiare \u00ebsht\u00eb e nj\u00ebjt\u00eb pavar\u00ebsisht nga t\u00eb ardhurat e individit.<\/p>\n<p>K\u00ebshtu, kemi pasur nj\u00eb situat\u00eb n\u00eb t\u00eb cil\u00ebn an\u00ebtar\u00ebt m\u00eb t\u00eb pasur t\u00eb shoq\u00ebris\u00eb as nuk i kan\u00eb v\u00ebrejtur pagesat prej 100 eurosh n\u00eb llogarit\u00eb e tyre bankare, nd\u00ebrsa p\u00ebr ata q\u00eb kan\u00eb m\u00eb shum\u00eb nevoj\u00eb p\u00ebr k\u00ebt\u00eb ndihm\u00eb, ishte e pamjaftueshme p\u00ebr t&#8217;i p\u00ebrmbushur nevojat m\u00eb themelore. Familjet e varfra me num\u00ebr m\u00eb t\u00eb madh t\u00eb f\u00ebmij\u00ebve kan\u00eb kaluar m\u00eb s\u00eb keqi pasi q\u00eb vet\u00ebm qytetar\u00ebt e mitur nuk e marrin k\u00ebt\u00eb ndihm\u00eb.<\/p>\n<p>Familjet e varfra gjithashtu nuk kan\u00eb kursimet e tyre dhe kan\u00eb m\u00eb pak se ku mund t\u00eb mb\u00ebshteten (p.sh. m\u00eb v\u00ebshtir\u00eb huazojn\u00eb para) dhe n\u00eb kushte pandemie ka kosto t\u00eb jasht\u00ebzakonshme (maska, higjien\u00eb, etj.). Dy t\u00eb tretat e nd\u00ebrmarrjeve mikro, t\u00eb vogla dhe t\u00eb mesme u mb\u00ebshtet\u00ebn n\u00eb\u00a0<a href=\"https:\/\/ceves.org.rs\/cynicalelectoralcalculation\/?lang=SR\" target=\"_blank\" rel=\"noopener\">rezervat e veta dhe ndihm\u00ebn e miqve dhe familjes<\/a>\u00a0p\u00ebr t\u00eb zgjidhur v\u00ebshtir\u00ebsit\u00eb financiare gjat\u00eb gjendjes s\u00eb jasht\u00ebzakonshme dhe vet\u00ebm 5-10 p\u00ebrqind than\u00eb q\u00eb masat qeveritare kan\u00eb ndikuar n\u00eb vendimin e tyre p\u00ebr t\u00eb mos i pushuar nga puna pun\u00ebtor\u00ebt.
