Megjithat\u00eb, kjo mbetet ende nj\u00eb sfid\u00eb serioze n\u00eb Kosov\u00eb.<\/p>\n<p>S\u00eb fundmi, n\u00eb\u00a0<a href=\"https:\/\/klankosova.tv\/femijet-e-pakicave-perfitojne-shtesa-nga-shkollat-serbe-video\/?fbclid=IwAR288OGLec7kc3JkFed8gIeoUn2Rsjxyz2AFHc9jMSWU9nmdS1q-7rhrkbQ\">lajmet e mbr\u00ebmjes<\/a>, d\u00ebgjova k\u00ebt\u00eb deklarat\u00eb q\u00eb bie n\u00eb ndesh me k\u00ebto q\u00ebllime.<\/p>\n<p>\u201cNa trajtojn\u00eb ma mir\u00eb serb\u00ebt se shqiptar\u00ebt po na ofendojn\u00eb dhe Serbia po na jep m\u00eb shum\u00eb shtesa mujore\u201d, tha nj\u00eb nx\u00ebn\u00ebs rom kur u pyet se p\u00ebrse ka zgjedhur t\u00eb vazhdoj\u00eb shkollimin n\u00eb shkoll\u00eb serbe n\u00eb Obiliq.<\/p>\n<p>N\u00eb k\u00ebt\u00eb lajm jan\u00eb dy \u00e7\u00ebshtje shqet\u00ebsuese: e para, nj\u00eb pasqyr\u00eb rreth r\u00ebnd\u00ebsis\u00eb s\u00eb arsimit n\u00eb Kosov\u00eb n\u00eb media, lajmet rreth arsimit transmetohen gjithmon\u00eb si nd\u00ebr lajmet e fundit me m\u00eb pak r\u00ebnd\u00ebsi ngaq\u00eb nuk \u00e7ojn\u00eb pesh\u00ebn e nj\u00ebjt\u00eb si lajmet e tjera p\u00ebr dialog e politik\u00eb t\u00eb jashtme, q\u00eb kan\u00eb gjithnj\u00eb fokusin kryesor.<\/p>\n<p>E dyta, edhe m\u00eb shqet\u00ebsuese, e q\u00eb mund t\u00eb jet\u00eb si rezultat i s\u00eb par\u00ebs, Serbia po b\u00ebn politika arsimore gjith\u00ebp\u00ebrfshir\u00ebse n\u00eb territorin e Kosov\u00ebs, duke e rritur numrin e nx\u00ebn\u00ebsve t\u00eb komunitetit rom n\u00eb shkollat serbe n\u00eb Kosov\u00eb \u2013 rreth\u00a0<a href=\"https:\/\/klankosova.tv\/femijet-e-pakicave-perfitojne-shtesa-nga-shkollat-serbe-video\/?fbclid=IwAR288OGLec7kc3JkFed8gIeoUn2Rsjxyz2AFHc9jMSWU9nmdS1q-7rhrkbQ\">200 nx\u00ebn\u00ebs<\/a>\u00a0vet\u00ebm n\u00eb Komun\u00ebn e Obiliqit.<\/p>\n<p>P\u00ebrkund\u00ebr Strategjis\u00eb p\u00ebr Arsim, q\u00eb e cil\u00ebson si objektiv\u00eb kryesore gjith\u00ebp\u00ebrfshirjen dhe politikat arsimore p\u00ebr mb\u00ebshtetjen dhe shkollimin e t\u00eb gjitha komuniteteve n\u00eb Kosov\u00eb, nx\u00ebn\u00ebsit e komunitetit rom vijojn\u00eb m\u00ebsimin n\u00eb shkolla serbe n\u00eb Obiliq.<\/p>\n<p>N\u00eb shikim t\u00eb par\u00eb, vijimi i m\u00ebsimit t\u00eb nx\u00ebn\u00ebsve rom\u00eb n\u00eb shkolla serbe nuk mund t\u00eb paraqes\u00eb edhe problem shum\u00eb t\u00eb madh p\u00ebr arsimin n\u00eb Kosov\u00eb, ngaq\u00eb synimi kryesor \u00ebsht\u00eb q\u00eb t\u00eb gjith\u00eb t\u00eb shkollohen. Mir\u00ebpo, n\u00eb kontekstin afatgjat\u00eb, zhvendosja e nx\u00ebn\u00ebsve rom\u00eb n\u00eb shkolla serbe do t\u00eb ket\u00eb ndikim t\u00eb madh n\u00eb shoq\u00ebrin\u00eb kosovare.<\/p>\n<p>Vijimi i m\u00ebsimit t\u00eb nx\u00ebn\u00ebsve rom\u00eb n\u00eb shkolla serbe do t\u00eb thot\u00eb ngecje n\u00eb gjith\u00ebp\u00ebrfshirje dhe n\u00eb krijim t\u00eb nj\u00eb ambienti multikulturor nga Qeveria e Kosov\u00ebs, duke d\u00ebshtuar n\u00eb zbatimin dhe respektimin e ligjit dhe strategjive rreth arsimimit dhe edukimit t\u00eb komuniteteve nga t\u00eb gjith\u00eb akter\u00ebt e p\u00ebrfshir\u00eb.<\/p>\n<p>Mungesa e p\u00ebrfshirjes s\u00eb nx\u00ebn\u00ebsve rom\u00eb n\u00eb sistemin arsimor t\u00eb Kosov\u00ebs do t\u00eb thot\u00eb se ata do t\u00eb arsimohen me kurrikul\u00ebn serbe \u2013 p\u00ebrfshir\u00eb k\u00ebtu gjuh\u00ebn, historin\u00eb e gjeografin\u00eb, mes t\u00eb tjerash.<\/p>\n<p>Sipas Agjencis\u00eb s\u00eb Statistikave t\u00eb Kosov\u00ebs\u00a0<a href=\"https:\/\/ask.rks-gov.net\/media\/5055\/statistikat-e-arsimit-2018-2019.pdf\">(ASK)<\/a>\u00a0p\u00ebr nx\u00ebn\u00ebsit e komunitetit rom n\u00eb Obiliq (n\u00eb t\u00eb gjitha nivelet shkollore), nuk ka asnj\u00eb t\u00eb dh\u00ebn\u00eb zyrtare q\u00eb nga viti 2018.<\/p>\n<p>Nga k\u00ebto t\u00eb dh\u00ebna mund t\u00eb supozohet q\u00eb shkollat shqipe n\u00eb Obiliq nuk kan\u00eb pasur asnj\u00ebher\u00eb nx\u00ebn\u00ebs rom\u00eb t\u00eb regjistruar dhe Serbia \u00ebsht\u00eb duke regjistruar nx\u00ebn\u00ebsit rom\u00eb n\u00eb shkolla p\u00ebr her\u00eb t\u00eb par\u00eb. Opsioni i dyt\u00eb mund t\u00eb jet\u00eb se shkollat shqipe n\u00eb Obiliq nuk i kan\u00eb deklaruar sakt\u00eb nx\u00ebn\u00ebsit e regjistruar.<\/p>\n<p><strong>Plani i Kosov\u00ebs p\u00ebr gjith\u00ebp\u00ebrfshirje<\/strong><\/p>\n<p>E \u00e7ka \u00ebsht\u00eb duk\u00eb b\u00ebr\u00eb Kosova p\u00ebr p\u00ebrfshirjen komunitetit rom n\u00eb sistemin arsimor?<\/p>\n<p>Prema\u00a0<a href=\"https:\/\/konsultimet.rks-gov.net\/viewConsult.php?ConsultationID=41439\">Strategjis\u00eb p\u00ebr Arsim 2022-2026 dhe Planit t\u00eb Veprimit<\/a>, objektivat kryesore p\u00ebr p\u00ebrfshirjen e nx\u00ebn\u00ebsve nga komunitetet n\u00eb shkolla jan\u00eb: \u201c<em>2.3. Rritja e p\u00ebrfshirjes dhe pjes\u00ebmarrjes aktive t\u00eb nx\u00ebn\u00ebsve nga grupet e margjinalizuara p\u00ebrmes krijimit t\u00eb klim\u00ebs nxit\u00ebse dhe p\u00ebrkrah\u00ebse<\/em>\u201d dhe \u201c<em>2.10. Promovimi i multikulturalizmit dhe diversitetit n\u00eb arsimin parauniversitar.<\/em>\u201d<\/p>\n<p>P\u00ebr k\u00ebto objektiva, Plani i Veprimit p\u00ebrfshin aktivitete dhe buxhetin e ndar\u00eb p\u00ebr arritjen e tyre. Sipas k\u00ebtij plani, politikat arsimore t\u00eb Ministris\u00eb s\u00eb Arsimit, Shkenc\u00ebs, Teknologjis\u00eb dhe Inovacionit (MASHTI) nuk jan\u00eb edhe aq t\u00eb ndryshme nga ato q\u00eb po p\u00ebrdor Serbia me nx\u00ebn\u00ebsit rom\u00eb n\u00eb Obiliq \u2013 ofrimi i mb\u00ebshtetjes financiare p\u00ebrmes shtesave mujore p\u00ebr nx\u00ebn\u00ebs.<\/p>\n<p>Buxheti i parapar\u00eb \u00ebsht\u00eb vet\u00ebm p\u00ebr tre vjet nga 150,000 euro n\u00eb total p\u00ebr vit. Nd\u00ebrkaq, si politik\u00eb m\u00eb afatgjate \u00ebsht\u00eb funksionalizimi m\u00eb efektiv i Qendrave M\u00ebsimore n\u00ebp\u00ebr komuna, q\u00eb kan\u00eb p\u00ebr q\u00ebllim ofrimin e mb\u00ebshtetjes shtes\u00eb p\u00ebr nx\u00ebn\u00ebsit q\u00eb kan\u00eb nevoj\u00eb.<\/p>\n<p>MASHTI n\u00eb vitin 2018 ka aprovuar\u00a0<a href=\"https:\/\/masht.rks-gov.net\/wp-content\/uploads\/2022\/05\/ua-masht-nr-17-2018-per-themelimin-dhe-funksionimin-e-qendrave-mesimore-x.pdf\">udh\u00ebzuesin administrativ<\/a>\u00a0p\u00ebr harmonizimin e kurrikul\u00ebs s\u00eb Qendrave M\u00ebsimore dhe, sipas Planit t\u00eb Veprimit, MASHTI ka planifikuar buxhet p\u00ebr regjistrimin dhe funksionalizimin e k\u00ebtyre qendrave.<\/p>\n<p>Funksionalizimi i k\u00ebtyre qendrave, shoq\u00ebruar me monitorim dhe vler\u00ebsim nga MASHTI, si\u00e7 e parasheh udh\u00ebzuesi administrativ, \u00ebsht\u00eb nj\u00eb politik\u00eb shum\u00eb e leverdishme arsimore p\u00ebr mb\u00ebshtetjen e nx\u00ebn\u00ebsve q\u00eb kan\u00eb nevoj\u00eb dhe stimulimin e tyre q\u00eb t\u00eb mos i braktisin shkollat.<\/p>\n<p>Gjithashtu, si politik\u00eb shtes\u00eb parashihet p\u00ebrfshirja e gjuh\u00ebs rome n\u00eb sistemin e arsimor (n\u00eb Qendra, n\u00eb kurrikul\u00eb dhe n\u00eb tekstet m\u00ebsimore), mir\u00ebpo kjo \u00ebsht\u00eb nj\u00eb politik\u00eb afatgjate dhe duket se nevojitet shum\u00eb koh\u00eb p\u00ebr t\u2019u realizuar p\u00ebr shkak q\u00eb ende jemi n\u00eb faz\u00ebn e rishikimit t\u00eb teksteve shkollore n\u00eb gjuh\u00ebn shqipe.<\/p>\n<p>Prandaj, \u00ebsht\u00eb domosdoshme q\u00eb MASHTI t\u00eb marr\u00eb masa konkrete t\u00eb cilat mund ta ndryshojn\u00eb situat\u00ebn menj\u00ebher\u00eb.<\/p>\n<p>Fillimisht, nevojitet zbatimi i ligjit dhe monitorimit t\u00eb zbatimit t\u00eb ligjit. S\u00eb dyti, duhet t\u00eb krijohet nj\u00eb ambient gjith\u00ebp\u00ebrfshir\u00ebs dhe i sigurt p\u00ebr nx\u00ebn\u00ebsit e komunitetit turk. Tutje, nevojitet mb\u00ebshtetje indirekte p\u00ebrmes bursave, materialeve m\u00ebsimore e aktiviteteve jasht\u00ebkurrikulare, mes t\u00eb tjerash.<\/p>\n<p>Si p\u00ebrfundim, Kosova ende nuk ofron shkollim gjith\u00ebp\u00ebrfshir\u00ebs dhe t\u00eb sigurt p\u00ebr t\u00eb gjith\u00eb nx\u00ebn\u00ebsit shtetas t\u00eb saj dhe, si rezultat, nx\u00ebn\u00ebsit preferojn\u00eb vijimin n\u00eb shkolla serbe.
