Considering that political parties in the Western Balkans oppose their countries’ extractive system only until they become their part, it is down to the civil sector to challenge the illiberal governance and demand that the incumbents deliver on campaign promises. Although many organizations implicitly promote democratic values and social justice through their work, it is the ones that directly undermine the legitimacy of the illiberal governance that truly challenge the system and push for change. These “civic challengers” counter the illiberal governance through actions that disclose and protest the abuse of power and loudly advocate for policy change.
